What is the Grant of Honorarium to Legal Researcher Scheme?

The Grant of Honorarium to Legal Researcher Scheme is run by the Law Department, Government of Puducherry, under rules notified in the Gazette of Puducherry, Extraordinary Part-II No. 29 dated 8 July 2022, by G.O. Ms. No. 10/LD./2022 dated 4 July 2022, with the concurrence of the Finance Department. The rules are formally titled "The Grant of Honorarium to Legal Researcher Scheme Rules, 2022".

The problem the scheme was created to solve is stated in the preamble of the notification. Litigation against departments of the Puducherry Administration had risen, departments were finding it hard to file affidavits, reply statements and counter affidavits on time through the Law Officers appearing before the courts, and officers of the Administration were as a result "facing unnecessary embarrassment before the Courts". The remedy was to attach trained law postgraduates directly to the departments generating the litigation.

The scheme proposes to engage 15 Legal Research Assistants, attached to the major departments of the Administration: Law, Police, Education, Revenue, Health, Local Administration, the Department of Personnel and Administrative Reforms, Public Works, Social Welfare, Civil Supplies, Commercial Taxes, Industries and Commerce, Women and Child Development, and Transport.

This is an engagement on honorarium, not a recruitment. The rules state that a Research Assistant "shall not be treated or deemed to be an employee either in the Law Department or of the service of the Department of the Government of Puducherry".

Who is eligible for the Legal Researcher scheme?

You can apply if:

  • You are a postgraduate in Law from a two-year programme at a recognised university in the Indian Union, an M.L. or LL.M.
  • You have not attained the age of 30 years as on 1 January or 1 July preceding the last date fixed for submission of applications. A later circular on the Law Department website is titled with an age of 32, so the operative age should be read from the circular for the round you are applying to.
  • You are a citizen of India and a resident of Puducherry.

The rules add a relaxation clause: educational qualifications and other eligibility criteria "may be relaxed in case of exceptionally outstanding and deserving candidates by the Government". Prominent law institutes and universities may also recommend their alumni residing at Puducherry.

You cannot apply if:

  • You are currently pursuing a postgraduate degree in law, or any other degree or programme "requiring their compulsory attendance elsewhere". Rule 3(ii) is explicit on this, and it removes final-year LL.M students.
  • You have crossed the age limit applicable to the round.
  • You are not a resident of Puducherry, or not a citizen of India.
  • You hold only a B.L. or LL.B without the two-year postgraduate law degree.
  • You intend to continue practising as an advocate or to hold other employment alongside the assignment, both of which the rules bar.

What are the terms of the assignment?

Term Provision
Honorarium Rs 25,000 per month, with no other allowance or perk
Initial period Two years from the date of assignment
Extension Up to one further year, with the approval of the Secretary to Government (Law)
Casual leave One day per calendar month, carry-forward capped at 2 days, maximum 8 days a year
Notice to leave One month's prior notice if leaving within the two years
Facilities Access to computers and internet as available in the Law Department

Three conditions in the rules deserve attention before a candidate applies.

Excess leave is deducted from the honorarium. If a Research Assistant exceeds the 8-day annual casual leave limit, "necessary deductions will be made from their honorarium, on pro-rata basis".

Weekend and holiday work is unpaid. The rules state that selected candidates "may be required to attend the Office on Saturday/Sunday and other holidays also for which he shall not be paid any honorarium/remuneration".

Discontinuance can be immediate. The assignment "may be discontinued even before the completion of one year, without notice, if his/her services are found to be unsatisfactory".

The rules also prescribe a dress code: white or black trousers with a white shirt and black shoes for male Research Assistants, and a white or off-white saree with a white or off-white blouse for female Research Assistants.

What does a Legal Researcher do?

Duties are assigned by the Secretary (Law) from time to time and, under Rule 6, include:

  • Putting up precedents on matters referred for legal advice or conduct of litigation.
  • Giving general, legal and secretarial assistance to officers in the Law Department and other departments in disposing of matters referred for legal advice or conduct of litigation, including submission of notes and drafts.
  • Delivering lectures in a specific field of law in colleges.
  • Reference and research work wherever necessary.
  • Any other work assigned by the Law Secretary.

Attendance is marked in an attendance register authenticated by the head of the institution to which the Research Assistant is posted, and communicated to the Law Department.

How to apply for the Puducherry Legal Researcher scheme

  1. Watch for the circular. Applications are invited by notification and circular from the Law Department, published on law.py.gov.in and circulated to the Chief Judge, the Principal of Dr. Ambedkar Government Law College, the Bar Associations of Puducherry, Karaikal, Mahe and Yanam, and to newspapers through the Directorate of Information and Publicity. The 2025 round, issued by circular No. 20156/LD/2022 dated 30 June 2025, closed on 14 July 2025.
  2. Download the proforma: "Application to engage as Research Assistant", from the Law Department website.
  3. Fill the proforma completely, including your B.L. or LL.B and M.L. or LL.M aggregate percentages, specialisation, Bar enrolment details, All India Bar Examination details where applicable, and a brief self-appraisal statement on academic, professional and extra-curricular achievements.
  4. Attach the enclosures, degree certificates and consolidated mark sheets, residence proof, Aadhaar copy, community certificate, and Bar certificates where applicable. Affix a self-attested passport size photograph and sign the undertaking.
  5. Submit to the Under Secretary, Law Department, Chief Secretariat, Puducherry on or before the date fixed in the circular.
  6. Attend the viva voce at Puducherry on the date, time and venue intimated. Candidates travel at their own expense.

How is the selection made?

Selection is by a three-member committee constituted under Rule 5:

  • Secretary to Government (Law): Chairman
  • Secretary to Government (DP&AR) — Member
  • Director of Prosecution; Member

Selection is on merit, and the list of candidates selected by the committee is subject to the approval of the Lieutenant-Governor of Puducherry. Eligible candidates must appear for viva voce at Puducherry at their own cost.

Why do applications get rejected?

  • No two-year postgraduate law degree. An LL.B alone does not qualify.
  • Still studying. Candidates pursuing an LL.M or another course requiring compulsory attendance elsewhere are expressly ineligible.
  • Age above the limit applicable to the round, computed as on 1 January or 1 July preceding the last date for applications.
  • Not a resident of Puducherry, or residence proof not enclosed. The proforma states "Proof to be enclosed" against the residential address.
  • Community certificate or Aadhaar copy missing, both of which the proforma requires as enclosures.
  • Aggregate percentages left blank, since merit is assessed on them.
  • Applying after the circular's last date.

Where do I get help or raise a grievance?

  • Under Secretary, Law Department, Chief Secretariat, Puducherry 605001, the officer to whom applications are addressed and the first point of contact.
  • Law Department website: https://law.py.gov.in, which carries the scheme rules, the application proforma and each round's circular and interview notices.
  • Government of Puducherry Law page; https://py.gov.in/law, for departmental contact details.

No fee is payable to apply, and no intermediary can secure an engagement. The selection runs through a departmental committee and requires the approval of the Lieutenant-Governor.

How to check your application status

The scheme has no online tracking portal, no application ID system, and no SMS or email status update. Selection runs entirely through the Law Department's internal process, so checking on an application means following up directly rather than logging into a dashboard.

  1. Confirm your application was received. Since submission is offline to the Under Secretary, Law Department, Chief Secretariat, Puducherry, the safest way to know your form reached the department is to submit it in person and ask for an acknowledgement or a dated receipt stamp on your copy of the proforma. If you sent it by post, keep the postal tracking slip as your only proof of submission.
  2. Watch for the viva voce intimation. After the last date for applications closes, the department shortlists candidates and communicates the date, time and venue for the interview. This intimation is typically posted on law.py.gov.in and may also reach shortlisted candidates by letter or phone call to the number given in the proforma, so a working contact number on the application matters. If the window since the closing date has passed without any communication, that is itself a signal to follow up rather than wait further.
  3. Call or visit the Law Department for a status update. Since there is no published helpline number for this scheme, the only channel is to contact the Under Secretary, Law Department at the Chief Secretariat, Puducherry 605001 directly, in person or by letter, quoting the circular number of the round you applied under (for example, circular No. 20156/LD/2022 for the 2025 round) and the date you submitted your application.
  4. Check the department website for the selection list. Once the selection committee's recommendations are approved by the Lieutenant-Governor, the outcome is expected to be communicated to selected candidates rather than published as a public roll number list; law.py.gov.in is still the first place to check for any notice on the round's outcome.
  5. After selection, track your assignment order separately. A candidate who clears the viva voce should expect a formal order of engagement from the Law Department before joining; if the interview has been attended but no order follows within a reasonable period, that too is a matter to raise with the Under Secretary rather than something an applicant can check online.
