Trade Licence in Puducherry
Puducherry state government scheme
Trade Licence in Puducherry is issued under Section 355 of the Pondicherry Municipalities Act, 1973 for municipal areas and Section 121 of the Pondicherry Village and Commune Panchayats Act, 1973 for commune areas. The Local Administration Department runs LGRAMS at lgrams.py.gov.in, which carries Trade Licence alongside property tax and water charges, and licences run year to year with a renewal option on the same form.
What is a trade licence in Puducherry?
A trade licence in Puducherry is the local body's written permission to run a named factory, workshop, workplace or trade at a named premises. Puducherry issues it under two statutes, and which one applies depends on where the shop stands:
- Section 355 of the Pondicherry Municipalities Act, 1973, for premises inside a municipality.
- Section 121 of the Pondicherry Village and Commune Panchayats Act, 1973, for premises inside a commune panchayat.
Both provisions are printed at the head of the official Pondicherry Municipality application form, so this is not an inference. It is what the form itself states. The Local Administration Department, Government of Puducherry is the department that supervises the municipalities and commune panchayats issuing these licences across the four regions of the Union Territory: Puducherry, Karaikal, Mahe and Yanam.
Puducherry has put the service online through LGRAMS, the Local Government
Receipts Accounts Monitoring System, at lgrams.py.gov.in. LGRAMS describes
itself as a digital initiative by the Local Administration Department to enable
an online payment facility to the public, and it carries exactly four services:
Property Tax, User Charges, Trade Licence and Water Charges. That short list
is useful, it tells you the trade licence is one of the small number of local
body dealings Puducherry has genuinely digitised.
A trade licence is not a business registration. It sits alongside GST registration, shop and establishment registration, FSSAI registration for a food business, and a drug licence for a pharmacy. The trade licence is the one that certifies your premises may lawfully host that trade in that municipality or commune.
Who can and cannot apply for a Puducherry trade licence?
Any adult carrying on a trade, business, factory or workshop from a fixed premises in Puducherry can apply. The official form lets you tick one of three licence categories: Proprietor, Partnership or Private Limited, so individuals, firms and companies are all eligible applicants.
The form also asks for the applicant's age, which means the applicant must be a person legally competent to hold a licence and contract; a minor cannot hold the licence in their own name.
You cannot apply, or your application will not be granted, where:
- You have no lawful right over the premises. The form demands a rental agreement or sale deed and separately asks for the name and address of the owner of the place, so an occupation you cannot document will not pass.
- The premises falls outside both municipal and commune panchayat limits, in which case the local body named on your form has no jurisdiction over it.
- You are already listed as a trade licence defaulter. Pondicherry Municipality publishes a Trade License Defaulters list on its own website, and arrears are settled before a fresh licence or renewal issues.
- The trade is prohibited at that location by the permitted use of the building.
- The trade is regulated and you do not hold the prior statutory approval. A restaurant without FSSAI registration, a pharmacy without a drug licence, or a polluting process without pollution control consent.
- The activity is mobile street vending, which is dealt with under separate street vendor provisions rather than as a fixed-premises trade licence.
How to apply for a trade licence in Puducherry
- Decide which local body covers your premises. A shop inside Pondicherry Municipality or Oulgaret Municipality applies to that municipality; a shop in a village or commune area applies to its commune panchayat. The official form makes you tick Village, Town or Division for exactly this reason.
- Create your LGRAMS login. Go to
lgrams.py.gov.inand register through the Login link. LGRAMS is the Local Administration Department's own portal and carries Trade Licence as a listed service. Use a mobile number you will keep, because renewal reminders and payment receipts go there. - Choose Fresh or Renewal. The Puducherry trade licence application asks this first. If you are renewing, you also need last year's licence number and date, so keep the previous licence in hand before you start.
- Fill the applicant and premises details. Enter the applicant name and address, phone number, father's or husband's name, age and Aadhaar number. Then enter the premises: street name, door number, and the name and style of the factory, workshop, workplace or trade. State how many persons are engaged in the establishment.
- State the trade and the machinery. Write the purpose for which the licence is required, the period for which you want it, the rent or estimated rental value of the place, and details of any machinery installed with its horsepower. Motive power matters: a workshop with machinery is licensed differently from a retail counter.
- Attach the documents. Rental agreement or sale deed, partnership deed for a partnership, memorandum and articles for a private limited company, registration certificate for the firm, a passport photograph, and any sector approval such as FSSAI registration.
- Pay the licence fee and keep the receipt. The form has a line for the amount of licence fee remitted. Pay it through LGRAMS or at the local body counter, and download or collect the receipt — that receipt is your proof if the file is later queried.
How to apply offline at the municipality
An offline route genuinely exists in Puducherry and remains common, particularly in commune panchayat areas.
- Download the Application for Trade License Form from the Pondicherry Municipality website under Download Forms, or collect the printed form at the municipal or commune panchayat office.
- Fill it in full, tick Fresh or Renewal and the licence category, and paste the photograph in the box provided.
- Attach self-attested copies of the rental agreement or sale deed and the constitution documents for a firm or company.
- Sign the declaration at the foot of the form, it states that the information is correct to the best of your knowledge and requests grant of the licence.
- Submit at the Revenue Section of the municipality. Pondicherry Municipality sits at Marie Building, No. 1 Dumas Street, Puducherry 605001.
- Pay the fee at the counter, take the dated acknowledgement, and be present at the premises for any inspection.
How do I check my Puducherry trade licence status?
Log in to LGRAMS with the same credentials you applied under and open your Trade Licence record, which shows the licence and the payments made against it. Offline applicants take the acknowledgement to the Revenue Section that received the form. Pondicherry Municipality also runs an online grievance system on its own website, and the Directorate of Local Administration can be reached on 0413-2336469 or at dirlad@py.gov.in.
Validity, renewal and the defaulters list
A Puducherry trade licence runs year to year. The official form's Fresh / Renewal tick boxes, its demand for last year's licence number and date, and its question about the period for which the licence is required together make this plain. Renew before your licence lapses rather than after, because Pondicherry Municipality publishes a Trade License Defaulters list, and arrears follow the premises.
Where a material detail changes. The trade carried on, the machinery installed, the number of persons engaged, or the constitution of the firm, apply for the change rather than waiting for the next renewal. A licence describing a business you no longer run gives you no protection during an inspection.
Why Puducherry trade licence applications get rejected
- No rental agreement or sale deed attached, or an agreement that has expired.
- Owner details left blank, when the form specifically asks for the name and address of the owner of the place.
- Wrong local body, a commune area premises filed at a municipality, or the reverse.
- Outstanding arrears from an earlier licence period.
- Missing constitution documents for a partnership or private limited applicant, where the licence category has been ticked but nothing attached.
- Machinery not declared, so the licence category assigned does not match what an inspector finds on the premises.
- Missing sector approval for a food, drug or polluting trade.
Grievance route and a warning about middlemen
Raise the first grievance with the local body that holds your file. The municipality's own online grievance system, or the commune panchayat office. If it does not move, escalate to the Directorate of Local Administration, Government of Puducherry on 0413-2336469 or dirlad@py.gov.in, the contact LGRAMS itself publishes.
Pay only the licence fee your municipality or commune panchayat demands, plus
the LGRAMS payment gateway charge that the portal publishes openly on its Charges
Applicable page, Rs 5 for an internet payment up to Rs 500, Rs 10 above Rs 500,
1 per cent on a credit card, and Rs 5 per NEFT or RTGS payment. Those are the
only additions to the fee that are legitimate. No agent or "licence consultant"
can move a municipal file faster, and no one is entitled to cash on the side for
issuing a licence. Apply yourself on lgrams.py.gov.in, keep the fee receipt,
and raise a grievance the moment someone asks for a payment neither the local
body nor the portal ever showed you.

Frequently asked questions
Who issues a trade licence in Puducherry?
The municipality issues the trade licence inside municipal limits under Section 355 of the Pondicherry Municipalities Act, 1973, and the commune panchayat issues it in commune areas under Section 121 of the Pondicherry Village and Commune Panchayats Act, 1973. Both are supervised by the Local Administration Department of the Government of Puducherry.
Can I apply for a Puducherry trade licence online?
Yes — the Local Administration Department's LGRAMS portal at lgrams.py.gov.in carries Trade Licence as one of its four services, alongside property tax, user charges and water charges. LGRAMS describes itself as a digital initiative of the Local Administration Department to give the public an online payment facility, and you need to create a login to use it.
How much does a trade licence cost in Puducherry?
The trade licence fee in Puducherry is fixed by government order according to the trade and the premises, so it is not a single flat figure — the Pondicherry Municipality publishes the trade licence fee G.O. on its own website and the application form has a line for "Amount of license fee remitted". LGRAMS separately adds a payment gateway charge of Rs 5 for internet payments up to Rs 500 and Rs 10 above Rs 500.
What extra charge does LGRAMS add when I pay online?
LGRAMS publishes its payment gateway charges on the "Charges Applicable" page — Rs 5 for internet payments up to Rs 500 and Rs 10 above Rs 500, 0.75 per cent on debit cards up to Rs 2,000 and 1 per cent above that, 1 per cent on credit cards, and Rs 5 per NEFT or RTGS payment. These are gateway charges on top of the licence fee itself, not an agent's commission.
Is a Puducherry trade licence renewed every year?
Yes — the official Pondicherry Municipality form has "Fresh" and "Renewal" tick boxes at the very top and asks for the last year's licence number and date, which confirms the licence is renewed rather than held permanently. The form also asks for the period for which the licence is required.
Do commune panchayat areas of Puducherry need a trade licence too?
Yes — the Pondicherry Municipality trade licence form itself cites Section 121 of the Pondicherry Village and Commune Panchayats Act, 1973 alongside the Municipalities Act, and lets you tick whether the premises is in a village, town or division. A business outside municipal limits applies to its commune panchayat.
Is a trade licence the same as a GST or shop registration?
No — a trade licence is local body permission to carry on a trade at a premises, while GST registration is a tax registration and shop and establishment registration is a labour registration about working hours and conditions. A Puducherry shop of any size usually needs the trade licence plus whichever of the others apply to it.
