Free Supply of Sarees and Dhothies to the Poor People, Puducherry
Puducherry state government scheme
Free Supply of Sarees and Dhothies to the Poor People, run by the Department of Women and Child Development, Puducherry, gives red and yellow ration card families one set of clothing a year, a saree, blouse piece, lungi and towel. Scheduled Caste, fishermen and handloom weaver families are covered by separate schemes. No separate application is needed; supply goes through the Anganwadi.
What is the Free Supply of Sarees and Dhothies to the Poor People?
Free Supply of Sarees and Dhothies to the Poor People is a social security measure of the Department of Women and Child Development, Government of Puducherry. The department's citizen charter carries it under the heading "The Puducherry Free Supply of Clothing Items to the People" and states the objective as providing one set of clothing items to red and yellow ration card holders, other than SC, fishermen and weavers covered under the Puducherry Handloom Weavers Welfare Fund Rules, 1989, once in a year as a measure of social security.
The benefit available is specified as one saree, one blouse piece, one lungi and one towel, once a year.
Clothing schemes of this kind are among the oldest welfare instruments in the southern states, usually distributed around Pongal or Diwali. Their value lies less in the money involved than in reach: no form has to be filled, no certificate has to be obtained, and the household is identified from data the government already holds.
Why the exclusions exist
The scheme excludes three groups because each is covered by its own parallel scheme, not because they are considered better off:
- Scheduled Caste families are covered by the Adi Dravidar Welfare Department's Supply of Dhotis and Sarees to S.C. people, under which each male member of a family is supplied with a lungi and a shirt bit and each female member with a saree and a blouse, annually.
- Fishermen families are covered through the Department of Fisheries and Fishermen Welfare.
- Handloom weaver families are covered under the Puducherry Handloom Weavers Welfare Fund Rules, 1989.
A fourth parallel scheme exists for differently abled persons. The Directorate of Social Welfare supplies free dhothies and sarees, or the equivalent amount by Direct Benefit Transfer, to differently abled persons who receive monthly financial assistance, in lieu of Diwali or Pongal.
Who is eligible for the free clothing?
Your family is eligible if:
- It holds a red or yellow ration card issued by the Civil Supplies Department, Puducherry.
- It is registered with the area Anganwadi centre, since that is how the supply is routed.
Your family is not eligible under this scheme if:
- It is a Scheduled Caste family. The Adi Dravidar Welfare Department's scheme applies instead.
- It is a fisherman family.
- It is a weaver family covered under the Puducherry Handloom Weavers Welfare Fund Rules, 1989.
- It does not hold a red or yellow ration card. Households on other card categories fall outside the scheme.
Note that being excluded here does not mean being excluded from clothing support altogether. In almost every case, the excluded group has a scheme of its own under a different department, and the correct step is to approach that department rather than to contest the exclusion.
For comparison, the Adi Dravidar Welfare Department's Scheduled Caste clothing scheme sets its own conditions: the beneficiary's name must be included in the yellow or red ration card supplied by the Civil Supplies Department, the person must be not less than 18 years old, and there must be continuous residence in the Union Territory for not less than five years.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Red or yellow ration card | Yes | Issued by the Civil Supplies Department, Puducherry |
| Registration with the area Anganwadi centre | Yes | The route through which supply is made |
| Aadhaar card | No | Often used to identify household members at distribution |
The department's charter is explicit that no separate application is required. That single line is the most useful fact about this scheme, and it is worth repeating because families routinely go looking for a form that does not exist.
How to receive the free sarees and dhothies
- Confirm your ration card category. The scheme covers red and yellow ration cards issued by the Civil Supplies Department, Puducherry. If your card is missing, damaged or in the wrong category, get it corrected there first.
- Register your household with the area Anganwadi centre. The department states the supply will be made to holders of a ration card who have registered with the Anganwadi centre, so an unregistered household will be missed even with a valid card.
- Keep the household details current at the Anganwadi: additions, deaths and address changes, so the distribution list matches the family.
- Collect the set when distribution is announced, normally once a year around the festival season. Carry the ration card and a photo identity.
- If your name is missing, take the ration card to the Anganwadi worker and ask for the list to be checked before escalating to the department.
How the beneficiary list is built
Beneficiaries are identified from Civil Supplies and Consumer Affairs Department data on red and yellow ration card holders, cross-referenced against Anganwadi registration. That is why the two things a household must keep in order are the ration card and the Anganwadi entry, nothing else in this scheme is under the applicant's control.
Common reasons a family is missed
- Ration card in a category other than red or yellow.
- Household not registered with the Anganwadi centre, which is the distribution point.
- Name not updated on the ration card after a marriage, birth or move.
- Family falls in an excluded category: SC, fishermen or handloom weavers, and should claim under the corresponding departmental scheme instead.
- Address change within Puducherry without transferring the Anganwadi registration, so the family appears on a list in the previous locality.
Where to get help or raise a grievance
The Department of Women and Child Development's citizen charter names the contacts for this scheme:
- Puducherry — The Deputy Director (Social Defence), Old Age Pension Section, Department of Women and Child Development, Puducherry.
- Karaikal, The Child Development Project Officer, Karaikal.
- Mahe and Yanam, The Welfare Officer, Mahe or Yanam.
In case of delay, the charter directs applicants to:
- Puducherry, The Director, Department of Women and Child Development, Sithankudi, Puducherry, phone 0413-2244785, email wcd@py.gov.in.
- Karaikal, The Collector, Karaikal.
- Mahe and Yanam, The Regional Administrator.
For the parallel schemes, contact the Adi Dravidar Welfare Department, Thattanchavady, Puducherry, on 0413-2275681 for the Scheduled Caste clothing scheme, and the Directorate of Social Welfare, Saradhambal Nagar, Ellaipillaichavadhy, Puducherry, on 0413-2205871 for the differently abled persons' scheme.
Grievances can also be filed on the central portal at pgportal.gov.in. There is no fee and no application, so any person asking for money to add a family to the distribution list is acting without authority.
How to check your application status
There is no application in this scheme, so there is no application-tracking portal, reference number or online status page to check, in Puducherry there is instead a beneficiary list built from ration card and Anganwadi data, and checking your position on that list works differently.
- Ask the Anganwadi worker directly. Since supply is routed through the area Anganwadi centre, the worker there holds the current distribution list for that locality. Carry your red or yellow ration card and ask whether your household is on the list for the current year.
- Check after the distribution date, not before. The set is given out once a year, usually around a festival season. There is nothing to track in the months before that; if you ask earlier, the honest answer will be that the list has not been finalised yet.
- If distribution has already happened in your area but your family did not receive a set, go back to the Anganwadi worker with the ration card and ask for the omission to be recorded and carried to the next round, rather than assuming the entitlement has lapsed for the year.
- If the Anganwadi cannot resolve it, escalate on paper or by phone to the office responsible for your area: the Deputy Director (Social Defence), Old Age Pension Section, Department of Women and Child Development, in Puducherry town; the Child Development Project Officer in Karaikal; or the Welfare Officer in Mahe or Yanam. Reference your ration card number and locality when you call or write.
- For unresolved delay, write to the Director, Department of Women and Child Development, Sithankudi, Puducherry, on 0413-2244785 or wcd@py.gov.in, or approach the Collector's office in Karaikal or the Regional Administrator in Mahe and Yanam.
- A formal grievance can also be lodged on pgportal.gov.in, the central public grievance portal, if the local and departmental channels do not respond. This gives you a trackable grievance number, which the scheme itself does not otherwise generate.
Because eligibility is decided from Civil Supplies ration card records rather than from anything you submit, the most common reason a household finds itself "missing" is a mismatch between the ration card address or category and the Anganwadi registration, and that mismatch is what any status enquiry should actually be checking for.
