Funeral Assistance Scheme (PBAOCWWB), Puducherry
Puducherry state government scheme
Funeral Assistance is a Puducherry Building and Other Construction Workers Welfare Board scheme paying Rs 7,000 to the nominee or dependant of a deceased registered construction worker towards funeral expenses, credited within 7 days by DBT. The claim must be filed within 2 months of the death.
What is the Funeral Assistance Scheme of the Puducherry construction workers board?
Funeral Assistance is a welfare benefit of the Puducherry Building and Other Construction Workers Welfare Board, which functions under the Labour Department, Union Territory of Puducherry. Through this scheme the Board may sanction Rs 7,000 to the nominees or dependants of a deceased construction worker towards funeral expenses.
The Board is a statutory body constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the related cess legislation. It registers construction workers, collects contributions from them, and pays a set of welfare benefits out of the fund. Funeral Assistance is the smallest and fastest of those benefits: the national listing records the payment as credited within 7 days through Direct Benefit Transfer.
It is important not to confuse this with the Board's larger death benefits. Funeral Assistance of Rs 7,000 is a separate head from the Natural Death Benefit of Rs 70,000 and the Accidental Death Benefit of Rs 2,25,000, both also administered by the same Board. A family may be entitled to more than one of these, and each has its own claim form.
Who can claim the funeral assistance?
You can claim if:
- You are the nominee or a dependant of the deceased construction worker.
- The deceased was a citizen of India.
- The deceased, in his or her lifetime, was registered as a construction worker with the Puducherry Building and Other Construction Workers Welfare Board.
- The deceased had completed 18 years of age.
- The deceased had not completed 60 years of age during the preceding twelve months in construction work.
- The deceased had contributed regularly to the fund.
- The deceased had not defaulted in payment of contribution to the Board for a continuous period of more than one year.
You cannot claim, or are not eligible, if:
- The deceased was never registered with the Puducherry Board. Working in construction is not enough by itself; registration with this Board is the gateway to every benefit it pays.
- The deceased had defaulted on contributions for more than one continuous year before death.
- You are neither the recorded nominee nor a dependant of the deceased. A friend, employer or contractor cannot claim on the family's behalf.
- The claim is filed more than two months after the date of death.
- The deceased was below 18 years of age.
Construction workers who are not yet registered should register with the Board during their working life. The Labour Department's Citizen's Charter sets out the registration process and the documents required for it, and registration is what opens access to the Board's medical, educational, maternity, pension, accident, death and funeral benefits.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Death certificate of the worker | Yes | The two-month window runs from this date |
| Board registration or identity card of the deceased | Yes | Proves membership |
| Proof of nomination or dependency | Yes | Nominee recorded with the Board, or dependency evidence |
| Contribution record or passbook | Yes | Shows no default beyond one continuous year |
| Identity proof of the claimant | Yes | Aadhaar or equivalent |
| Bank account details of the claimant | Yes | Payment is by DBT |
| Passport-size photograph | No | Where the form provides for it |
How to apply for the funeral assistance
- Obtain the death certificate of the construction worker from the competent authority, and locate the deceased's Welfare Board registration card and contribution passbook.
- Get the claim form. The nominee should visit the Office of the Puducherry Building and Other Construction Workers Welfare Board at the Industrial Estate, Thattanchavady, Puducherry 605009, and obtain the prescribed application form free of cost from the authority entrusted with issuing and collecting applications. Alternatively, print the form from the "Application for Welfare Benefits" section of the Labour Department's Citizen's Charter, which is published on labour.py.gov.in.
- Fill in all mandatory fields, paste a passport-size photograph signed across where required, and enter the claimant's bank account number and IFSC accurately, since payment is made by Direct Benefit Transfer.
- Attach self-attested copies of the death certificate, the Board registration card, the contribution record, the nomination or dependency proof and the claimant's identity document.
- Submit the duly filled and signed form with the documents to the concerned authority at the Board's office, within two months from the date of death.
- Request a receipt or acknowledgement carrying the date and time of submission and a unique identification number where applicable.
How and when the money is paid
The assistance is paid as Rs 7,000 by Direct Benefit Transfer, and the national listing of the scheme records that the amount is credited within seven days. In practice, that speed depends on a complete claim: a missing contribution record or an incorrect IFSC will hold the file at scrutiny stage rather than at payment stage.
Families should also check, in the same visit, whether they qualify for the Board's Natural Death Benefit of Rs 70,000 or Accidental Death Benefit of Rs 2,25,000, since those claims are made on separate forms and carry their own conditions and time limits.
Why funeral assistance claims fail
- Filed beyond two months from the date of death. This is the most common failure, and it is easy to miss in the weeks after a bereavement.
- The deceased was not registered with the Puducherry Board, or the registration had lapsed.
- Contributions in default for more than one continuous year, which disqualifies the claim on the Board's own conditions.
- The claimant is not the recorded nominee, and dependency has not been established with documents.
- Bank details incorrect, so the Direct Benefit Transfer fails.
- Death certificate not enclosed or issued in a name that does not match the Board's records.
Where a claim is returned for a curable defect, resubmit quickly and refer to the original submission date, since the two-month limit is measured from the death, not from the resubmission.
Key dates to remember
- Two months from the date of death, the outer limit for filing the funeral assistance claim.
- Seven days, the period within which the assistance is stated to be credited by DBT after sanction.
- One year — the maximum continuous period of contribution default that the Board's eligibility condition tolerates before the claim is affected.
Where to get help and raise a grievance
- Puducherry Building and Other Construction Workers Welfare Board, Industrial Estate, Thattanchavady, Puducherry 605009, the office where claim forms are issued and received.
- Labour Department, Government of Puducherry: labour.py.gov.in, whose Citizen's Charter carries the scheme guidelines, the application form and the grievance redressal procedure for Board benefits.
- CPGRAMS at pgportal.gov.in for a written grievance that is not settled at the Board.
The claim form is issued free of cost. No payment is required to any agent, contractor or intermediary, and the assistance is credited only to the claimant's own bank account.
How to check your application status
The Puducherry Building and Other Construction Workers Welfare Board does not run a public online portal where a claimant can log in and track a funeral assistance claim by an application number. Because the claim is small and meant to move fast, the practical ways to check status are direct contact with the Board rather than a self-service tracker.
- Keep the acknowledgement from submission. Whatever receipt or reference number the Board's office gave when the form was handed in is the only reference point available for a status query, so it should be kept safe and quoted every time.
- Visit or call the Board's office at the Industrial Estate, Thattanchavady, Puducherry 605009, and ask the section handling welfare benefit claims whether the file has cleared scrutiny and moved to sanction, or whether it is on hold for a missing document.
- Check the bank account named in the claim form rather than waiting for a notice from the Board. Since payment is by Direct Benefit Transfer and the listed turnaround is seven days from sanction, a credit in that account is usually the first confirmation a family receives that the claim has gone through.
- If it has been well beyond seven days from submission with no credit and no communication, go back to the Board's office in person with the acknowledgement and ask for the reason in writing. A common cause at this stage is a mismatched or incorrect bank account number or IFSC code entered on the form, which stalls the transfer even after the claim itself has been sanctioned.
- Escalate through the Labour Department at labour.py.gov.in if the Board's office does not respond, and use CPGRAMS at pgportal.gov.in for a written grievance if the delay continues without explanation. Quote the date of submission and the acknowledgement details in any escalation, since the two-month filing window and the seven-day payment window are both measured from fixed dates that should be stated clearly.

The Board may sanction Rs 7,000 to the nominee or dependants of a deceased construction worker towards funeral expenses, credited through Direct Benefit Transfer within seven days.
Who can claim the funeral assistance?
The nominee or dependant of a deceased worker who was registered with the Puducherry Building and Other Construction Workers Welfare Board can claim it. Registration of the deceased, not of the claimant, is what matters.
How soon must the claim be filed?
The application should be submitted within two months from the date of death of the construction worker.
Is this the same as the death benefit?
No. Funeral Assistance of Rs 7,000 is separate from the Board's Natural Death Benefit of Rs 70,000 and the Accidental Death Benefit of Rs 2,25,000, and it is paid towards funeral expenses.

A worker who defaulted in payment of contribution to the Board for a continuous period of more than one year does not meet the eligibility condition, and the claim can fail on that ground.
Was there an age condition for the deceased worker?
Yes. The deceased should have completed 18 years of age, and the Board's conditions relate to construction work performed during the preceding 12 months up to the age of 60.
Where is the claim submitted?
