Free Bus Pass for Media Persons
Puducherry state government scheme
Free Bus Pass for Media Persons is a Government of Puducherry scheme introduced in April 2007 that gives working journalists a free pass on Pondicherry Road Transport Corporation buses, except town buses, for professional journeys. Applicants need 5 years' residence and 3 years' service in the media, and the pass is valid for one year.
What is the Free Bus Pass for Media Persons scheme?
Free Bus Pass for Media Persons is a scheme of the Directorate of Information and Publicity, Government of Puducherry. According to the Department's Citizen's Charter, it is a scheme introduced from April 2007 and is "meant to provide free bus pass facility to media persons working in Puducherry in Puducherry Road Transport Corporation buses (except town buses) to undertake journeys for their professional requirements." The scheme has been formally notified, and the declaration in the application form refers to it as the scheme for the grant of Free Bus Passes to Media Persons in the Union Territory of Puducherry in the Pondicherry Road Transport Corporation (PRTC) Buses, 2006.
The purpose is narrow and worth being clear about. A reporter in Puducherry covering a story in Karaikal, or a photographer travelling between Puducherry and an outlying commune, is on a professional journey. The scheme meets that cost. It is not a general travel concession, and town buses are expressly outside it.
The pass is one of a small group of welfare measures the Directorate runs for journalists in the Union Territory, alongside media identity and accreditation cards, the free medical card, the journalists' pension scheme of 2002, and the awards for the best journalist and best photo journalist.
Who is eligible for the free bus pass?
The Citizen's Charter lists three eligibility conditions and defines who counts as a media person.
You can apply if:
- You are a citizen of India.
- You have been a resident of the Union Territory of Puducherry for not less than 5 years, evidenced by a nativity or residence certificate from the competent revenue authority.
- You have at least 3 years' service as a media person in print media, electronic media or a news agency in the Union Territory of Puducherry.
- You are working as a media person at the time of submitting the application.
Who counts as a media person. For the purpose of this scheme, a media person means a person who has rendered service within the Union Territory of Puducherry as a full-time Editor, News Editor, Sub Editor, Reporter, Press Photographer, Videographer or Correspondent of print or electronic media or a news agency.
You are not eligible if:
- You have lived in Puducherry for less than 5 years and cannot produce a nativity or residence certificate covering that period.
- You have less than 3 years' service as a media person in the Union Territory.
- You are not working in the media at the time of application. A journalist who has left the profession, or is between jobs, does not satisfy the third condition.
- You work in a part-time or freelance capacity that does not fit the full-time roles named in the definition.
- You want the pass for personal or family travel. The declaration in Form I binds the holder to use it only for bona fide journalistic purposes.
What documents are required for the free bus pass?
| Document | Mandatory | Notes |
|---|---|---|
| Application in Form I | Yes | Prescribed under Clause 5 of the scheme |
| Three stamp size photographs | Yes | Submitted with Form I |
| Service certificate in Form II | Yes | Certifies continuous full-time service and the period |
| Nativity or residence certificate | Yes | From the competent revenue authority; 5 years' residence |
| Attested copy of existing bus pass | For renewal | Filed with Form III along with a photograph |
Form I asks for the applicant's name, designation, name of the media organisation, date of joining the media, whether the service certificate is enclosed, whether the applicant is a native of the Union Territory by birth or continuous residence, present and permanent address, phone numbers and blood group, followed by the declaration.
Form II is the service certificate, signed by the employer, certifying that the applicant is working continuously for a stated period, from one date to another, as a full-time Editor, Sub Editor or other listed role.
How to apply for the free bus pass for media persons
- Obtain a nativity or residence certificate from the competent revenue authority in your region, establishing residence in the Union Territory of Puducherry for not less than 5 years. Do this first, because it is the document most likely to take time.
- Get the service certificate in Form II signed by your editor or the head of your media organisation, stating the exact period of your continuous full-time service and your role.
- Fill in Form I, the application for issue of a free bus pass to a media person in PRTC buses — with your personal details, designation, media organisation and date of joining, and sign the declaration affirming that the particulars are true and that the pass will be used only for bona fide journalistic purposes.
- Attach three stamp size photographs, the Form II service certificate and the residence certificate.
- Submit the application to the Director, Information and Publicity, 18 Bellcombe Street, Puducherry - 605001, which is the address named in the Citizen's Charter for submission of the form.
- Collect the pass within two weeks. The charter fixes the time limit for issue of a new free bus pass to an eligible media person at two weeks from the date of submission of the application along with complete documents and photographs.
How to renew the free bus pass
The validity of the pass issued is only one year, so renewal is a yearly task rather than an exception.
- Fill in the prescribed application in Form III for renewal.
- Attach an attested copy of the bus pass already issued and a photograph.
- Submit it to the Director, Information and Publicity.
- Return the original bus pass when the new one is issued, the renewal declaration contains an undertaking to do exactly that.
The charter fixes the time limit for renewal at two days from the date of submission of the application and required documents, which is far shorter than the two weeks for a fresh pass. Applying for renewal a few weeks before expiry avoids any gap in travel.
Why an application may be rejected or delayed
- Residence certificate short of 5 years. The certificate must cover the full period; a recent certificate that does not state the duration of residence is not enough.
- Service certificate missing or vague. Form II has to state the period, from date to date, and the full-time role held.
- Less than 3 years' service as a media person in the Union Territory.
- Photographs not enclosed, or fewer than three.
- Not currently working in the media. The third eligibility condition speaks to the position at the time of submission.
- Old pass not surrendered. At renewal, the original pass has to be returned when the new one is issued.
- Suppression of material fact. The declaration in Form I states plainly that suppressing any material fact that would disentitle the applicant will disentitle them from the grant under the scheme.
Because the published turnaround is two weeks for a new pass and two days for a renewal, a longer wait usually points to an incomplete file rather than a policy problem, and a call to the Press Section is the quickest way to find out which enclosure is short.
Where to apply and how to raise a grievance
Applications go to the Director, Directorate of Information and Publicity, Government of Puducherry, 18 Bellcombe Street, Puducherry - 605001. The Directorate publishes its application forms, press section functions and Citizen's Charter at info.py.gov.in.
The Directorate also maintains Press Clubs in Puducherry, Karaikal and Yanam regions, the Puducherry one at No. 1 Manakula Vinayagar Koil Street, which is a practical place to get help with the forms from colleagues who have been through the process.
A grievance the Directorate does not settle can be taken up through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) against the Government of Puducherry.
The bus pass is issued free of cost, and no fee is payable for the form, for issue or for renewal.
How to check your application status
There is no online tracking portal for this scheme. The application, once submitted in Form I with its enclosures, moves entirely within the Directorate of Information and Publicity, so checking on it means following up directly rather than logging into a system.
- Know your own timeline before you call. The Citizen's Charter fixes two weeks for a fresh pass and two days for a renewal, counted from the date the application was submitted with all documents and photographs complete. Note the date you submitted, and only start following up once that window has actually passed.
- Contact the Press Section at the Directorate first. The office at 18 Bellcombe Street, Puducherry - 605001 handles these applications, and staff there can tell you whether the file is still under process, awaiting an enclosure, or ready for collection. Keep your name, designation, media organisation and the date of submission ready when you call or visit, since the office does not run a reference-number lookup system.
- Visit in person if a call does not resolve it. Because the file is processed on paper, an in-person visit to the Press Section lets staff pull the physical application and show you exactly what stage it is at, which is often faster than a phone call for a scheme of this size.
- Ask specifically what is missing, not just "is it ready." If the office says the file is incomplete, ask which document, the residence certificate, the Form II service certificate, or the photographs, is holding it up, so you can supply only that item rather than resubmitting the whole application.
- Escalate through CPGRAMS only after the published time limit has passed. If the two-week (or two-day, for renewal) limit has passed with no response from the Directorate and no result from a direct follow-up, a grievance filed through the Centralised Public Grievance Redress and Monitoring System against the Government of Puducherry is the formal escalation route, and it creates a written record of the delay that a phone call does not.
