Skill Development Scheme (Puducherry Building and Other Construction Workers Welfare Board)
Puducherry state government scheme
The Skill Development Scheme of the Puducherry Building and Other Construction Workers Welfare Board gives registered construction workers aged 18 to 60 skill training completely free of cost, delivered through an MoU with two private training providers. Workers must be contributing to the Board's fund and not in default for more than one continuous year.
What is the Skill Development Scheme for construction workers in Puducherry?
The Skill Development Scheme is a welfare scheme of the Puducherry Building and Other Construction Workers Welfare Board (PBAOCWWB), constituted under the Labour Department, Government of Puducherry. The Board provides skill training free of cost to construction workers who are enrolled as beneficiaries with it.
The Board does not run the training itself. It implements the scheme by entering into a Memorandum of Understanding with M/s Labour Net Services Private Limited and M/s G&G Skill Developers Private Limited, who deliver the training to the Board's registered construction workers. That structure matters practically: the Board decides who is eligible and sponsors them, while the empanelled providers run the courses and set the batch schedules.
The Board exists to enforce the welfare provisions of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, funded through the cess collected under the companion Cess Act of 1996. Construction is the archetypal informal-sector trade: work is casual, employers change from site to site, and a worker's skill level is what determines whether they stay a helper on daily wages or move to a trade that commands a rate. Skill training is therefore one of the few Board benefits that raises a worker's income rather than cushioning a loss, which is why it sits alongside the Board's accident, medical, education, maternity and pension benefits rather than replacing them.
Who is eligible for the Skill Development Scheme?
You can apply if:
- You are a citizen of India.
- You are registered as a construction worker with the Puducherry Building and Other Construction Workers Welfare Board.
- You have completed 18 years of age.
- You have not completed 60 years of age during the preceding 12 months in construction work.
- You are contributing to the Board's Fund.
You are not eligible if:
- You are not registered with the Board. Registration as a beneficiary is the gateway to every Board scheme, and there is no route into the training without it.
- You have defaulted in payment of contribution to the Board for a continuous period of more than one year. This is an express disqualification.
- You are under 18 years of age.
- You have completed 60 years during the preceding 12 months in construction work.
- You are not an Indian citizen.
The contribution condition deserves emphasis because it catches more applicants than the age limits do. Board membership is not a one-time event. A worker who registered years ago but stopped paying is no longer a beneficiary in good standing, and the file will be returned. The fix is simple but has to be done first: clear the arrears at the Board's office and restore live beneficiary status, then apply.
What does the scheme provide?
The Board provides skill training free of cost to registered construction workers. There is no fee to the worker for the course and no fee for the application form.
The specific trades, course durations and batch schedules are determined by the Board and its two empanelled training partners under the terms of their MoU, and are announced batch by batch rather than published as a permanent course list. The practical step for an applicant is therefore to ask at the Board's office which courses the current MoU cycle covers before deciding what to apply for. Do not assume a particular trade is on offer because it was in an earlier cycle.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Board registration or identity card | Yes | Proof of live enrolment as a beneficiary |
| Proof of contribution to the Board's Fund | Yes | No default beyond one continuous year |
| Age proof | Yes | Completed 18 years, not completed 60 |
| Proof of Indian citizenship | Yes | Required by the scheme conditions |
| Prescribed application form | Yes | Issued free at the Board's office |
| Passport-sized photograph | Yes | Pasted on the form, signed across where required |
How to apply for the Skill Development Scheme
- Check your beneficiary status first. Confirm at the Board's office that your registration is live and that your contributions are not in default beyond one continuous year. Clear any arrears before proceeding, because an application from a lapsed member will not go forward.
- Visit the Board's office. Go to the Office of the Puducherry Building and Other Construction Workers Welfare Board, Industrial Estate, Thattanchavady, Puducherry 605 009, and obtain the prescribed application form free of cost from the officer exclusively entrusted with issuing and collecting filled-in applications.
- Fill in every mandatory field, paste the passport-sized photograph and sign across it where the form requires, and attach self-attested copies of your Board registration or identity card, proof of contribution, age proof and citizenship proof.
- Submit the duly filled and signed form with the documents to the same officer at the Board's office.
- Request a receipt or acknowledgement from the authority to whom you submitted the form. Check that it records the date and time of submission and a unique identification number where one is issued.
- Wait for the batch call. Selected workers are sponsored to the training delivered by the Board's empanelled providers, M/s Labour Net Services Private Limited and M/s G&G Skill Developers Private Limited, and are informed when their batch is scheduled.
How do I check the status of my application?
Quote the acknowledgement details, particularly the date and time of submission and the unique identification number where one was issued, and follow up at the Board's office at Thattanchavady, where the same officer handles issue and collection of applications for this scheme.
Because training is delivered in batches by the empanelled providers rather than on demand, an application can sit for a period simply awaiting the next batch in your trade. That is a different position from being rejected, so ask specifically whether your file has been accepted and is awaiting a batch, or whether it has been returned for a defect.
Why applications get rejected, and how to fix them
- Registration not live with the Board. Complete or renew your registration as a construction worker first; every Board benefit runs off that registration.
- Contribution in default for more than one continuous year. Clear the arrears at the Board's office and restore your beneficiary standing before applying.
- Age outside the band — under 18, or having completed 60 years during the preceding 12 months in construction work.
- No proof of citizenship, which the scheme conditions require.
- Form incomplete or unsigned, or the photograph missing, which sends the file back before it is registered.
- No acknowledgement taken at submission, which leaves you with nothing to quote when following up. Always ask for a receipt recording the date and time.
- Applying for a trade not covered in the current MoU cycle, which is why it is worth asking what courses are running before filling the form.
Where to raise a grievance
Take the grievance first to the Office of the Puducherry Building and Other Construction Workers Welfare Board, D1, Industrial Estate, 4th Cross Street, Thattanchavady, Puducherry, where the scheme is administered. The Board's grievance redressal route and its registration process and document list are set out in the Labour Department's citizen's charter, published at labour.py.gov.in, which carries the scheme guidelines at page 73, the registration process and documents at page 57, and the grievance redressal mechanism at page 131.
Beyond the Board, the escalation lies with the Labour Department, Government of Puducherry, whose pages on the Board, its constitution, the welfare measures it operates and the benefits it extends are all published at labour.py.gov.in. Confirm the Board's current telephone numbers from the Labour Department's own contact listing rather than from third-party sources, as they are revised from time to time.
Both the application form and the training under this scheme are free of cost. No officer, contractor, agent or training provider is authorised to charge a construction worker any amount for enrolment, for a place in a batch, or for the certificate at the end of it.
