Residence Certificate in Puducherry
Puducherry state government scheme
Residence Certificate in Puducherry is a service of the Department of Revenue and Disaster Management, applied for at the e-District portal edistrict.py.gov.in. The portal covers all four regions: Puducherry, Karaikal, Mahe and Yanam; in English, Tamil, Telugu and Malayalam, and carries a toll-free helpline on 1800 425 2260.
What is the Puducherry residence certificate?
The Residence Certificate is Puducherry's official written record that a named person is resident in the Union Territory. It is what employers, colleges, scholarship bodies and the UT's own welfare departments ask for when eligibility is limited to people of Puducherry rather than of neighbouring Tamil Nadu, Kerala or Andhra Pradesh. A real question here, because Puducherry's four regions are geographically separate and each is surrounded by a different state.
The Government of Puducherry's own portal lists the service plainly. Under Service Name: Residence Certificate, it gives Department: Revenue and Disaster Management and Service URL: https://edistrict.py.gov.in. The service entry was posted on 13 December 2023 and the page was last updated on 14 August 2026.
e-District Puducherry at edistrict.py.gov.in is run by the Directorate of Information Technology, Government of Puducherry. The portal states its own purpose in the language of the national e-District programme: to "enable ONE STOP SHOP for all the Government - To - Citizen Services", making government services accessible through common service delivery outlets at affordable cost.
Key facts
- Department: Revenue and Disaster Management.
- Portal: edistrict.py.gov.in.
- Toll-free helpline printed on the portal: 1800 425 2260.
- Four regions served: Puducherry, Karaikal, Mahe, Yanam.
- Portal interface languages: English, Tamil, Telugu, Malayalam.
Who can apply for a Puducherry residence certificate?
You can apply if:
- You reside in one of the four regions of the Union Territory, Puducherry, Karaikal, Mahe or Yanam, and can produce a document showing that address.
- You can evidence how long you have been resident, not merely that you live there now. A residence certificate is a statement about a period, which is why older documents such as school records carry weight.
- You can register on edistrict.py.gov.in with a working mobile number and email address, since the portal issues the application reference and status updates against that account.
You are not eligible / cannot apply if:
- You live in Tamil Nadu, Kerala or Andhra Pradesh, even in a town adjoining a Puducherry region. Someone living in Cuddalore, Thalassery or Kakinada cannot apply to Puducherry and must approach their own state's revenue authority, this is the single most common misunderstanding in a UT whose regions are enclaves.
- You are a student or worker temporarily present with no residence-period record. A hostel receipt or a short lease is not proof of residence for this purpose.
- You cannot produce any address document in your own name. A document in a landlord's or relative's name does not establish your residence.
What documents are required?
The Revenue and Disaster Management Department does not publish a per-document checklist for the Residence Certificate on its public pages. Its citizen charter page at revenue.py.gov.in carries a candid note that "The Revision of Citizen Charter of DR&DM is under Process" and offers only the previous version, in English and Tamil. Rather than guess at a list, treat the following as the substance a residence file must establish, and confirm the exact enclosures on the e-District portal after login or at your taluk office:
| What must be proved | Typical evidence |
|---|---|
| Identity | Aadhaar or another government photo identity |
| Current address in a Puducherry region | Ration card, utility record, rent agreement |
| Period of residence | School records, older official documents in your name |
| Continued presence | Electoral roll entry for a Puducherry constituency |
| Appearance | Recent passport-size photograph |
An electoral roll entry deserves particular mention: it is a dated, official, publicly verifiable record of residence at an address in the UT, and it is one of the strongest corroborating documents an applicant can attach.
How to apply for a Puducherry residence certificate online
- Open edistrict.py.gov.in. Set the interface language if you prefer. The portal offers English, தமிழ், తెలుగు and മലയാളം, matching Puducherry, Karaikal, Yanam and Mahe.
- Register or log in through the Login link on the portal. Use a mobile number and email address you actually check, because the reference number and status updates come to them.
- Select the Residence Certificate service from the department list under Revenue and Disaster Management, and read the enclosure list the portal shows for it before you begin filling.
- Fill the application with your name, parentage, the region and taluk you live in, your full address, and the period for which you have been resident in Puducherry.
- Upload the scanned documents: identity proof, address proof, proof of the period of residence, and your photograph.
- Submit, pay any charge the portal itself displays, and note the application reference number shown on screen.
- Track the application at edistrict.py.gov.in/User/TrackApplication.aspx using that reference.
How to apply through a Common Service Centre or taluk office
- Take your documents, originals and copies: to a Common Service Centre. The e-District design explicitly envisages citizen facilitation centres at district, tehsil and block level, with village-level front ends through CSCs.
- Ask the operator to file the application on edistrict.py.gov.in in your name, and to confirm that the mobile number recorded is yours, not the centre's — otherwise you will never see the status alerts.
- Collect the printed acknowledgement with the application reference.
- Follow up at the taluk revenue office of your region if the file stalls. Each of the four regions has its own revenue administration under the district collectorate, and the Karaikal collectorate, for instance, publishes its Revenue and Disaster Management activities and grievance redressal pages online.
How do I check my application status?
The e-District Puducherry home page carries two tracking routes:
- Track Application: edistrict.py.gov.in/User/TrackApplication.aspx, the standard route for a submitted certificate application.
- Quasi Application Track; edistrict.py.gov.in/User/QuasiAppTracking.aspx, for applications that go through the quasi-judicial process.
Use the ordinary Track Application route for a residence certificate. If you cannot get an answer there, call the toll-free helpline 1800 425 2260 displayed on the portal, with your reference number ready.
Validity, renewal and what the certificate proves
No fixed expiry period is published for the Puducherry Residence Certificate on the Government of Puducherry service page or on the e-District portal. Residence certificates are generally treated as a statement of fact at the date of issue rather than a licence that lapses, but individual recruiters and colleges often insist on a recently issued copy: check the advertisement you are applying against before relying on an old certificate.
If you move between the four regions of the UT, or between taluks, apply afresh with the current address rather than trying to correct an issued certificate.
Why do applications get rejected or delayed?
- A neighbouring-state address. Applications from Tamil Nadu, Kerala or Andhra Pradesh addresses are outside the UT's jurisdiction and are returned.
- Address proof in someone else's name. A parent's or landlord's bill.
- No evidence of the period of residence, only of the current address.
- A mobile number that belongs to the CSC operator, so alerts and query notices never reach the applicant.
- Name and parentage mismatches across the identity, address and school documents.
- Illegible uploads, especially of older school records, which are precisely the documents relied on for the residence period.
What does it cost, and should I use an agent?
No fee is published for the Residence Certificate on the Government of Puducherry service page or on the public pages of edistrict.py.gov.in. Apply directly on the official portal and pay only what the portal displays at its own payment step, or use a Common Service Centre at its notified counter charge.
No private agent, consultant or "documentation shop" is authorised to charge you extra to get a Puducherry residence certificate sanctioned. The e-District project's stated purpose is precisely to deliver these services "at affordable costs to realise the basic needs of the common man", and paying a middleman defeats it.
How do I get help or raise a grievance?
- e-District Puducherry toll-free helpline; 1800 425 2260, printed on the portal home page.
- Department of Revenue and Disaster Management: revenue.py.gov.in, which publishes the department's citizen charter in English and Tamil.
- Your regional district administration: karaikal.gov.in, mahe.gov.in and yanam.gov.in each carry Revenue Administration, Citizen Charter, Redressal of Public Grievances and Common Service Centres pages for their region.
- Government of Puducherry portal, py.gov.in carries a Public Grievance section, Help Desk and department contacts.
