Dr. B.R. Ambedkar's Yatra Scheme to visit the places connected with Dr. B.R. Ambedkar's life in India
Puducherry state government scheme
Dr. B.R. Ambedkar's Yatra Scheme is a Puducherry scheme notified in 2025 that takes about 50 Scheduled Caste and Scheduled Tribe yathris a year on a fully funded tour of eight days to Mhow, Nagpur, Mumbai and Delhi. Applicants aged 18 to 50 with family income up to Rs 2,00,000 apply online at edistrict.py.gov.in.
What is Dr. B.R. Ambedkar's Yatra Scheme in Puducherry?
Dr. B.R. Ambedkar's Yatra Scheme is a Government of Puducherry scheme that pays the full cost of a pilgrimage-style tour to the four places most closely connected with the life of Dr. B.R. Ambedkar. The scheme was notified by the Adi Dravidar Welfare and Scheduled Tribes Welfare Department through G.O. Ms. No. 08/2025/ADW&STW dated 3 April 2025, published in La Gazette de l'Etat, Part II, on 9 April 2025, as the "Rules for implementation of Dr. B.R. Ambedkar's Yatra Scheme to visit the places connected with Dr. B.R. Ambedkar's life in India, 2025". The scheme came into force from the date of that notification.
According to Rule 2 of the 2025 Rules, four memorable places are covered:
| Place | Location | Significance |
|---|---|---|
| Janam Bhoomi | Mhow, Madhya Pradesh | Birth place |
| Deeksha Bhoomi | Nagpur, Maharashtra | Place of adoption of Buddhism |
| Mahaparinirvan Bhoomi | Delhi | Place of demise |
| Chaitya Bhoomi | Mumbai | Cremation place |
A group of about 50 yathris every year travels to these places through arrangements made by the Department. The tour period is ordinarily eight days, and the Director (Adi Dravidar Welfare and Scheduled Tribes Welfare) organises it. The cost of the tour programme is fixed by the Puducherry Tourism Development Corporation, or by any other approved travel agency, after finding the market price through open competition.
Locally the scheme is spoken of simply as the Ambedkar Yatra thittam, and the places on the itinerary are referred to as the Yatra Thalangal.
Who is eligible for the Ambedkar Yatra Scheme?
Rule 3 of the 2025 Rules lists eight conditions.
You can apply if:
- You belong to a Scheduled Caste or Scheduled Tribe community recognised by the Union Territory of Puducherry.
- You belong to the Union Territory by birth, or by continuous residence of not less than five years.
- Your total annual family income does not exceed Rs 2,00,000.
- Your age is not less than 18 years and not more than 50 years on the date of application.
- You are free from any contagious or communicable disease.
- You have not participated in this tour before in your lifetime.
You are not eligible if:
- You are not of a Scheduled Caste or Scheduled Tribe recognised in the Union Territory.
- You are below 18 or above 50 years of age on the date of application.
- Your family income exceeds Rs 2,00,000 a year.
- You are already availing assistance under the Prolonged Disease scheme. Rule 3(h) excludes such persons expressly, and Rule 5(e) requires a self declaration on the point.
- Another member of your family has already gone in the same year. Rule 3(e) allows only one person per family per year, with one exception, that a husband and wife may both apply.
- You have already been on this yatra once. Participation is a once in a lifetime entitlement.
What documents are required for the Ambedkar Yatra Scheme?
Rule 5 lists the documents to be filed with the prescribed application form.
| Document | Mandatory | Issued by |
|---|---|---|
| Birth or age proof certificate | Yes | Government |
| Nativity, residence, caste and income certificate | Yes | Revenue Department officer not below the rank of Deputy Tahsildar |
| Aadhaar card copy | Yes | UIDAI |
| Medical fitness certificate | Yes | Registered Medical Practitioner, or Medical Officer of any Government Hospital, Primary Health Centre or Community Health Centre of the Government of Puducherry |
| Self declaration on Prolonged Disease scheme | Yes | The applicant |
The single certificate covering nativity, residence, caste and income is the one that takes longest, because it has to come from a Deputy Tahsildar or higher. Start it well before the advertisement appears.
How to apply for the Dr. B.R. Ambedkar Yatra Scheme
Rule 5(f) and Rule 6 make this an online-only scheme.
- Watch for the advertisement. The Department advertises the opening of applications in leading dailies — one in English and one in Tamil, Telugu or Malayalam. The time limit for receipt of applications is determined by the Department each year, so there is no standing window.
- Get your certificates ready before you apply; birth or age proof, the combined nativity, residence, caste and income certificate from an officer of the Revenue Department not below the rank of Deputy Tahsildar, your Aadhaar card, and a medical fitness certificate from a Registered Medical Practitioner or a Government Hospital, PHC or CHC of the Government of Puducherry.
- Open the Puducherry e-District portal at www.edistrict.py.gov.in and open the web-based prescribed application form for the scheme. Rule 5(f) directs applicants to this portal, and Rule 6 states that applicants shall apply online only.
- Fill in the application with your name, father's or husband's name, gender, address, contact number, Aadhaar number, educational status, occupation in detail, emergency contact details, caste and annual income.
- Sign the declaration in Annexure-I, which conveys your willingness to perform the tour, confirms that you are not receiving assistance under the Prolonged Disease scheme, and undertakes to abide by the rules and instructions laid down by the Government during the tour.
- Upload the documents and submit within the notified time limit. Save the acknowledgement.
Offline applications are not the route for this scheme. If you have no internet access, use a Common Service Centre or the e-District facilitation counter, rather than sending a paper application to the Department.
How are the 50 seats allotted?
Rule 10 fixes the maximum at 50 participants in a year and sets a regional split, which the Government may revise from time to time based on the ratio of applications received:
| Region | Seats |
|---|---|
| Puducherry | 32 |
| Karaikal | 12 |
| Yanam | 4 |
| Mahe | 2 (may be given to Puducherry region if no application is received) |
| Total | 50 |
Rule 6 says selection is made by seniority in age on a first come first served basis. Two things follow. Older eligible applicants are preferred, and among comparable applicants the ones who file early are ahead. Applying on the first day the portal opens is a real advantage.
What is covered, and what is not?
Rule 4 states that the total expenses are fully borne by the Adi Dravidar Welfare and Scheduled Tribes Welfare Department. Rule 7 sets out the entitlement in detail:
- Participants are entitled to free boarding and lodging, including all meals.
- No charges are levied on participants in connection with the conduct of the tour, and all expenses such as entrance fees and admission fees are borne by the Department.
- The Department does not bear personal expenses incurred by participants.
- In case of unexpected issues during the tour, the Department does not bear responsibility.
The Director may curtail the period of the tour or the places of visit if necessary, may issue lawful instructions to participants, and may nominate two officials of the Department to monitor and coordinate the tour.
Why an application may be rejected
- Caste not recognised in Puducherry. The community must be a Scheduled Caste or Scheduled Tribe recognised by the Union Territory.
- Residence short of five years and no birth in the Union Territory.
- Income above Rs 2,00,000 in the certificate.
- Age outside 18 to 50 on the date of application.
- Prolonged Disease assistance being drawn, which is an express disqualification.
- Second application by the same family in the same year, other than a husband and wife pair.
- Already travelled once under the scheme.
- Medical fitness certificate missing or from an unacceptable source.
- Filed after the time limit. Applications received after the date the Department fixes are not considered.
Rule 11 gives the Director (Adi Dravidar Welfare and Scheduled Tribes Welfare) the power to reject any person for reasons to be recorded in writing, and to determine eligibility in doubtful cases. Rule 13 provides that any doubt about the interpretation of the scheme is referred to the Government, whose decision is final.
Where to get help and raise a grievance
The Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry, administers the scheme, and its scheme pages, forms and contacts are published at adwelfare.py.gov.in. Applications and technical problems with the online form are handled through the Puducherry e-District portal at edistrict.py.gov.in. Use the contact details published on that portal for technical problems with the form.
An unresolved grievance can be filed through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS), which the department's website links to, addressed to the Adi Dravidar Welfare Department, Government of Puducherry.
Applying is free of cost. No fee is payable for the online form or for selection, and no agent can secure a seat on the yatra.
How to check your application status
Since the application itself is filed online only, the first place to check on it is the same portal.
- Log back into edistrict.py.gov.in with the same credentials or mobile number you used while applying, and open "My Applications" or the equivalent tracking option in your account.
- Keep your acknowledgement number handy. The portal generates one the moment you submit the form, and it is the reference you will need for any status query or follow-up, online or offline.
- Understand what a status update actually means here. Unlike a certificate or licence, this scheme does not "process" each file to a yes or no on its own timeline; applications are collected until the Department's notified time limit, then the seniority-by-age and first-come-first-served selection under Rule 6 is run once against the fixed regional quota of 32 Puducherry, 12 Karaikal, 4 Yanam and 2 Mahe seats. So an application usually shows as "submitted" or "under scrutiny" right up to the point the selection list is announced.
- Watch for the selection list, which the Adi Dravidar Welfare and Scheduled Tribes Welfare Department publishes through the same channels used to advertise the scheme, typically the Department's notice board and its website at adwelfare.py.gov.in, alongside the newspapers used for the original advertisement.
- If the portal shows no update and the list is not yet out, call or visit the Adi Dravidar Welfare and Scheduled Tribes Welfare Department office with your acknowledgement number rather than resubmitting the form; a duplicate application from the same person only adds confusion at scrutiny.
- If you were selected, the Department will contact you with the tour dates and reporting instructions before the eight-day programme; there is no separate confirmation to download from the portal beyond your original acknowledgement.
- If there is no response for an unreasonable time after the list should have appeared, use CPGRAMS, addressed to the Adi Dravidar Welfare Department, Government of Puducherry, quoting your acknowledgement number and the year you applied.
