Community Certificate in Puducherry (Caste Certificate for SC, ST and OBC)
Puducherry state government scheme
Community Certificate in Puducherry is the UT's name for the caste certificate, issued by the Tahsildar of the Revenue Department and applied for online at edistrict.py.gov.in. The e-District portal covers all four regions, Puducherry, Karaikal, Mahe and Yanam, and runs a toll-free help line on 1800 425 2260 for citizens who need assistance.
Community Certificate in Puducherry is what the rest of India calls a caste certificate. The Union Territory follows the southern terminology, the same word Tamil Nadu uses, and its Revenue Department issues the document through the Tahsildar for Scheduled Caste, Scheduled Tribe and Other Backward Class applicants alike.
Puducherry's geography makes this more complicated than the small population suggests. The Union Territory is four separate, non-contiguous regions: Puducherry and Karaikal on the Coromandel coast, Mahe on the Malabar coast, and Yanam on the Andhra coast. Each has its own Tahsil administration, and your community certificate application goes to the region where you actually live.
Which department issues the community certificate in Puducherry?
The Revenue Department of the Government of Puducherry issues it, and the Tahsildar of the applicant's jurisdiction is the signing authority. Citizens can visit the concerned Tahsil office directly, or apply online.
The online channel is e-District Puducherry at edistrict.py.gov.in, run by the Directorate of Information Technology, Government of Puducherry. e-District describes itself as a one-stop shop for government-to-citizen services, delivered through local service centres at district, block and village level and through Common Services Centres. Karaikal district's administration lists what that means in practice: "Online Certificates (Caste, Nativity and Nationality)".
The portal publishes a toll-free help line, 1800 425 2260, and directs citizens who need in-person help to citizen facilitation centres at district and block level.
Who can and cannot apply for a Puducherry community certificate?
You can apply if you are a resident of the Union Territory of Puducherry and belong to a Scheduled Caste, Scheduled Tribe or Other Backward Class notified for the UT. Residence in one of the four regions is the threshold condition, since a UT-issued certificate certifies standing within the UT.
Community descends through the father in Puducherry practice, as across India, which is why an existing community certificate held by the father or by another family member: issued by the village panchayat or the taluk office: is the document that carries the most weight. Where no such certificate exists in the family, the UT accepts a certificate from a gazetted officer stating that the applicant belongs to the SC or ST community, which is then verified by the Tahsil office.
You cannot obtain a Puducherry community certificate if your community is not on the UT's notified SC, ST or OBC lists. This catches migrants more often than anyone else: a caste notified as a Scheduled Caste in Tamil Nadu or Andhra Pradesh is certified by that state, and its notification does not automatically extend to Puducherry. Nor can you apply without residence proof in the territory.
A national restriction also applies. Scheduled Caste status under the Constitution (Scheduled Castes) Order is confined to persons professing Hinduism, Sikhism or Buddhism, so a person who has converted to a religion outside those three cannot hold an SC certificate. That is not a Puducherry rule, but it decides a share of Puducherry applications.
What documents does the Puducherry community certificate need?
The document set for an SC or ST community certificate in Puducherry runs to a copy of the applicant's Aadhaar card or another government-issued photo identity, a copy of the birth certificate, a copy of an existing community certificate from the village panchayat or taluk office, and, where the family holds no certificate. A certificate from a gazetted officer stating that the applicant belongs to the Scheduled Caste or Scheduled Tribe community.
Add residence proof in the region where you live, since the Tahsil office has to satisfy itself of jurisdiction, and the ration or family card, which establishes who is in the household.
For an OBC application, the additional document that matters is the income certificate, and only for the non-creamy-layer endorsement. Creamy-layer status turns on parental income and service rank rather than on community, and an OBC certificate issued without the income evidence will not carry the non-creamy-layer wording that reservation actually requires.
How to apply for a community certificate in Puducherry online
- Open the e-District Puducherry portal at edistrict.py.gov.in and register as a citizen, or log in if you already hold an account. If you prefer help, go to a Common Services Centre or a citizen facilitation centre at district or block level and have the operator file for you.
- Select the Community Certificate service under the Revenue Department, choosing the Scheduled Caste, Scheduled Tribe or Other Backward Class variant that applies to you.
- Fill the application with your name, your father's name, your permanent address in Puducherry, Karaikal, Mahe or Yanam, and your community and sub-community exactly as they appear on your father's certificate. A sub-community spelt differently from the notified list is a common reason a file is returned.
- Upload the scanned documents — photo identity, birth certificate, the family's existing community certificate or the gazetted officer's certificate, and residence proof.
- Submit the application and note the unique registration number printed on the acknowledgement. That number is what you will use to track the file.
- Check the status on the state portal using the registration number, and download or collect the certificate once the Tahsildar has approved it.
How to apply offline at the Tahsil office
- Visit the Tahsil office of your region, Puducherry, Karaikal, Mahe or Yanam, and ask for the community certificate application form.
- Complete it with your name, parentage, address and the community claimed, and affix a passport-size photograph.
- Attach photo identity, birth certificate, the family's existing community certificate or a gazetted officer's certificate, residence proof, and the family card.
- Submit the file at the counter and take the acknowledgement with the registration number on it.
- Attend the field verification if the Tahsil office calls for one, then collect the signed certificate from the same office.
What does it cost and how long does it take?
Neither the e-District Puducherry portal nor the district administrations publish a fee or a processing timeline for the community certificate on their public pages, so this guide will not quote either. Confirm the government charge at the Tahsil counter or on the toll-free help line 1800 425 2260, and take a receipt for anything you pay.
The important thing to hold on to is that whatever the government's listed fee is, that is the entire cost of the certificate. Common Services Centres charge a published service fee for filing on your behalf; that too is fixed and receipted. Any private agent quoting a few hundred or a few thousand rupees to "arrange" a community certificate is selling access to a counter that is already open to you, and no such payment speeds anything up inside the Tahsil office.
How do I check status and get help?
Use the unique registration number issued at submission to check status on the state portal. If the portal shows nothing or the file appears stuck, call the e-District Puducherry toll-free number 1800 425 2260, or visit a citizen facilitation centre at district or block level, quoting the registration number.
For a genuine delay, escalate to the Tahsildar holding the file and then to the District Collector of the region. A grievance can also be lodged on the central CPGRAMS portal at pgportal.gov.in with the acknowledgement attached.
Does the certificate expire, and why do applications fail?
A community certificate records a fact of descent, so the community entry itself does not lapse and Puducherry operates no routine renewal cycle for it. The non-creamy-layer element of an OBC certificate is different. It depends on current parental income and service rank, and recruiters typically want one issued recently, often within the last year. Treat the OBC non-creamy-layer certificate as something to refresh before each major application.
Applications fail for a small set of recurring reasons. Community or sub-community spelt differently from the UT's notified list is the first. Missing paternal proof. The applicant's own documents attached without any family certificate or gazetted officer's certificate, is the second. Residence proof from outside the region in which the application was filed is the third, and it is entirely avoidable: file in Mahe if you live in Mahe, not in Puducherry town. Finally, an OBC file with no income certificate will be issued, if at all, without the non-creamy-layer endorsement that was usually the point of applying.

Frequently asked questions
What is a Community Certificate in Puducherry?
Community Certificate is Puducherry's own name for the caste certificate — the Revenue Department document recording that a person belongs to a Scheduled Caste, Scheduled Tribe or Other Backward Class notified for the Union Territory. Puducherry follows Tamil Nadu's terminology here rather than the "caste certificate" wording used in north India.
How do I apply for a community certificate in Puducherry?
Apply online through the e-District Puducherry portal at edistrict.py.gov.in, which the Government of Puducherry runs through its Directorate of Information Technology, or visit the concerned Tahsil office. District administrations list "Online Certificates (Caste, Nativity and Nationality)" as the services delivered through e-District.
Who issues the community certificate in Puducherry?
The Tahsildar of the Revenue Department issues it for the applicant's jurisdiction, with the online channel administered by the Directorate of Information Technology. Puducherry, Karaikal, Mahe and Yanam each have their own Tahsil offices, and your file goes to the one covering your residence.
Does the same certificate work across all four regions of Puducherry?
Yes — the certificate is issued by the Government of Puducherry and is valid throughout the Union Territory, covering the Puducherry, Karaikal, Mahe and Yanam regions. But you apply to the Tahsil office of the region where you reside, not to a central office.
Is there a help line for e-District Puducherry?
Yes — e-District Puducherry publishes a toll-free number, 1800 425 2260, for citizens who need help with the portal. The portal also directs users to citizen facilitation centres at district and block level and to Common Services Centres.
What documents do I need for a Puducherry SC or ST community certificate?
You need photo identity such as Aadhaar, your birth certificate, an existing community certificate from the village panchayat or taluk office, and residence proof in the Union Territory. Where no family certificate exists, a certificate from a gazetted officer stating that you belong to the SC or ST community is used to support the claim.
Do I need an income certificate for a Puducherry OBC certificate?
Only for the non-creamy-layer version used in reservation, since creamy-layer status is decided on parental income and service rank rather than on community alone. A plain community certificate recording OBC status does not itself carry an income test.
How do I check my application status in Puducherry?
Use the unique registration number issued when you submit the application to check status on the state portal. Keep the acknowledgement safe, because that number is the only way to trace the file, and call 1800 425 2260 if the portal shows nothing.
