What is the sports grant for wards of ex-servicemen in Puducherry?

The Grant to Meritorious Wards of ESM in Sports is a one-time cash award paid by the Department of Sainik Welfare, Government of Puducherry from the Armed Forces Flag Day Fund (AFFDF) to the children of registered ex-servicemen and widows of ex-servicemen who achieve at national or international level in sport.

According to the Department's published Flag Day Fund schedule, the grant sits at serial 18 and is listed as Rs 50,000 / Rs 75,000 for national and international level achievement. The eligibility line is a single sentence: ex-servicemen and widows of ex-servicemen, with the event organised by any government approved or recognised body. The claim must be made within three months from the date of the achievement, along with the relevant certificate.

The grant sits beside its academic twin. At serial 17 of the same schedule, the Department pays lump sum grants of Rs 20,000, Rs 18,000 and Rs 15,000 for the top three positions in class X, Rs 25,000, Rs 22,000 and Rs 20,000 in class XII, and Rs 30,000 for a university gold medal. The two schemes recognise different kinds of achievement, and a ward who has both an academic placement and a national medal has a basis for each claim, filed separately and each within its own window.

The Department of Sainik Welfare acts as the Zila Sainik Welfare Office for the whole Union Territory. The Puducherry, Karaikal, Mahe and Yanam regions, and is the secretariat of the Managing Committee of the Armed Forces Flag Day Fund for Puducherry. The same office handles registration of ex-servicemen and widows, Flag Day collections and the Union Territory's own concessions.

Who is eligible for the sports grant?

Your ward can receive the grant if:

  • You are an ex-serviceman or the widow of an ex-serviceman who is registered with the Department of Sainik Welfare, Government of Puducherry. The Department's note on the Flag Day Fund page states that all its schemes are applicable only to ex-servicemen and widows registered with it.
  • The ward has achieved at national or international level in sport.
  • The event was organised by a government approved or recognised body, a national or state sports federation, a school games federation, a university association or an equivalent recognised organiser.
  • The relevant certificate from the organising body is available.
  • The claim is filed within three months of the date of achievement.

You are not eligible and cannot apply if:

  • You are registered with a Zila Sainik Board outside Puducherry. Each state and union territory funds its own Flag Day Fund schedule at its own rates, and a claim lies where the ex-serviceman is registered.
  • The achievement is at district, state or club level only. The grant is written for national and international achievement, and lower levels do not attract it.
  • The event was not organised by a government approved or recognised body. A privately promoted open tournament, however large, falls outside the eligibility line.
  • You are re-employed as regular or deemed-regular staff in a government department, a public sector undertaking or a private organisation, or you are a self-employed income tax assessee. This exclusion applies to all the Department's financial assistance except the specially marked items.
  • You are serving defence personnel rather than an ex-serviceman.
  • The three-month window has closed.

What documents are required?

Document Mandatory Notes
Achievement certificate Yes From the organising body, for the national or international event
Proof the organiser is government approved or recognised Yes The eligibility line turns on this
ESM identity card or discharge book Yes Widows produce the late husband's discharge book and PPO
Registration with Sainik Welfare, Puducherry Yes Confirms the family is on the Union Territory's rolls
Proof of the ward's identity and relationship Yes Links the competitor named on the certificate to the ex-serviceman
Bank passbook copy Yes For crediting the grant
Residence proof in Puducherry No Ration card, Aadhaar or voter identity card

How to apply for the sports grant

  1. Collect the certificate from the organising body immediately after the event. Federations often take weeks to issue certificates, and the three-month clock runs from the date of the achievement rather than from the date the certificate is printed. Ask the organiser for a dated acknowledgement if the certificate will be delayed.
  2. Confirm your registration with the Department of Sainik Welfare, Government of Puducherry. An ex-serviceman who moved to the Union Territory after discharge is not automatically on its rolls. Register at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013, with the discharge book, the Pension Payment Order where one exists, proof of residence and photographs.
  3. Download or collect the application form for the sports grant from the Armed Forces Flag Day Fund page at sainik.py.gov.in, or from the Department's office.
  4. Fill the form and attach the documents — the achievement certificate, evidence that the organising body is government approved or recognised, the ex-servicemen identity card or discharge book, proof of the ward's identity and relationship, and a copy of the bank passbook.
  5. Submit the application in person at the Zila Sainik Welfare Office within three months of the achievement, and take a dated acknowledgement.
  6. Follow up at the same office if the credit has not appeared after a few weeks, quoting the acknowledgement number.

How the payment works

The grant is a flat lump sum credited to the bank account recorded on the application. It is not reimbursement of training or travel costs, so no bills are required, and the money carries no restriction on how it is used.

The two figures published in the schedule, Rs 50,000 and Rs 75,000 to correspond to the national and international tiers. Where a certificate describes an event in terms that do not map cleanly onto either tier, the Zila Sainik Welfare Office places the case before the Managing Committee of the Armed Forces Flag Day Fund for the Union Territory, which is why producing the organiser's own description of the event level matters as much as producing the medal certificate.

Why claims fail, and how to avoid it

  • The three-month window is missed while waiting for a certificate. File the application within the window with whatever documentation exists and supply the certificate when it arrives, rather than letting the window lapse.
  • The event level is not established. A certificate that says only "championship" without stating national or international level invites a query. Ask the organiser to state the level explicitly.
  • The organiser is not a government approved or recognised body, which takes the case outside the scheme entirely.
  • The parent is not registered in Puducherry. Registration precedes every Flag Day Fund claim.
  • Re-employment or income tax assessee status of the ex-serviceman, which removes the family from the scope of most Flag Day Fund assistance.
  • The competitor's name on the certificate does not match the ward's records. Sports entries are often made under a short name or a school roll name, and a mismatch delays sanction until it is reconciled.

What else a sporting ward's family can claim

The same schedule carries a full educational block. Reimbursement of tuition fees runs at Rs 1,500 a month for school, Rs 2,500 a month for military and Sainik schools, Rs 3,000 a month for a school for special children, Rs 1,000 a month for a diploma in polytechnic, Rs 2,500 a month for NDA or IMA, Rs 1,500 a month for a bachelor degree, Rs 2,000 a month for a master degree and Rs 2,500 a month for a professional course. Book Allowance pays Rs 2,500 to Rs 5,000 a year by level of study, and Uniform Allowance Rs 2,500 at school level and Rs 3,000 for other courses.

For the ex-serviceman and the family more broadly, the schedule includes subsistence allowance of Rs 14,000 a month for Second World War veterans and Rs 12,000 a month for non-pensioner ex-servicemen above 60 below the poverty line and their widows, a festival grant of Rs 5,000 a year, a marriage grant of Rs 50,000 for up to two daughters, and one-time spectacle, hearing aid and denture grants of Rs 5,000, Rs 25,000 and Rs 40,000.

The Union Territory separately reserves 1 per cent of seats in government recognised medical colleges through CENTAC and 3 per cent of seats in all other government recognised higher educational institutions for wards of registered ex-servicemen and widows and of serving defence personnel who are natives of Puducherry, subject to five continuous years of study in a Puducherry school or college.

Where to raise a grievance

Complaints about a delayed or rejected sports grant go to the Department of Sainik Welfare, Government of Puducherry on +91-413-2253107 or by email at sainik.pon@nic.in. Carry the acknowledgement issued at submission with the original achievement certificate.

No fee is charged for the form or for processing, and no agent is required to obtain this grant.

How to check your application status

This grant is filed offline at the Zila Sainik Welfare Office in Puducherry, so there is no online tracking portal and no application number generated on a website. Status has to be followed up in person, by phone or by post, using the acknowledgement given at submission.

  1. Keep the dated acknowledgement slip issued when the application was handed in at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013. This slip, not any online reference, is what the office uses to trace a file.
  2. Wait a reasonable processing period before following up. Flag Day Fund claims go through the Zila Sainik Welfare Office and, where the event level is unclear, before the Managing Committee of the Armed Forces Flag Day Fund, so sanction is not instant. A first follow-up after three to four weeks is reasonable.
  3. Call the Department of Sainik Welfare on +91-413-2253107 and quote the acknowledgement number, the ward's name and the date the achievement certificate was submitted. The office can confirm whether the file is still under scrutiny, has gone to the Managing Committee, or has been sanctioned for payment.
  4. Email sainik.pon@nic.in if a phone follow-up is inconvenient, describing the same details, and ask for a written update.
  5. Visit the office in person if there is no response after a further two to three weeks. Bringing the original acknowledgement and a copy of the achievement certificate lets the staff pull the physical file on the spot rather than search by name alone.
  6. Check the bank account used in the application once the office confirms sanction. The grant is credited directly, and no separate disbursement notice is normally issued beyond the credit itself.

Because there is no tracking ID system beyond the office's internal file number, the acknowledgement slip is the only reliable reference for any status enquiry, and it is worth keeping a photograph or photocopy of it in case the original is misplaced before the credit comes through.
