What is the Subsistence Allowance for ex-servicemen in Puducherry?

Subsistence Allowance is a recurring monthly payment made by the Department of Sainik Welfare, Government of Puducherry, out of the Armed Forces Flag Day Fund (AFFDF). It is the largest recurring benefit in the Department's schedule of Flag Day Fund assistance and it exists for the poorest part of the ex-servicemen community: men and women who left the armed forces without a service pension, and the very small number of surviving veterans of the Second World War.

According to the Department of Sainik Welfare, Puducherry, the allowance is paid at these rates:

Category Monthly allowance
Second World War veterans, irrespective of financial status Rs 14,000
Non-pensioner ex-servicemen above 60 years, below the poverty line Rs 12,000
Widows of the above two categories Rs 12,000

The distinction between the two categories matters. Second World War veterans are paid irrespective of financial status: there is no means test, no BPL requirement and no income certificate. The Government of India and the state Flag Day Fund committees have consistently treated this shrinking group as a special case. The non-pensioner category, by contrast, is means-tested: the applicant must be above 60 and below the poverty line.

Most ex-servicemen assume that leaving the forces automatically brings a pension. It does not. A soldier discharged before completing the qualifying service length receives no service pension at all, and a man discharged in his twenties or thirties who spent the rest of his working life in casual employment can reach sixty with nothing. That is precisely the person this allowance is designed for.

Who is eligible for the Subsistence Allowance?

You can apply if you fall in one of these categories:

  • You are a veteran of the Second World War. No income or poverty condition applies, and the rate is Rs 14,000 a month.
  • You are a non-pensioner ex-serviceman above 60 years of age who is below the poverty line, at Rs 12,000 a month.
  • You are the widow of a Second World War veteran or the widow of a non-pensioner ex-serviceman in the above category, at Rs 12,000 a month.

In every case you must be registered with the Department of Sainik Welfare, Government of Puducherry, and resident in the Puducherry, Karaikal, Mahe or Yanam region.

You are not eligible and cannot apply if:

  • You draw a service pension. The scheme's second category is expressly for non-pensioner ex-servicemen, and a pension disqualifies you from it.
  • You are a non-pensioner ex-serviceman under 60 years of age. The age condition of 60 applies to that category.
  • You are a non-pensioner ex-serviceman above 60 who is not below the poverty line.
  • You are serving personnel.
  • You are registered with the Zila Sainik Board of another state, in which case your claim lies with that state's Flag Day Fund committee at its own rates.
  • You are a dependant other than a widow — sons, daughters and parents cannot claim this allowance.

What documents are required?

Death certificate of the ex-serviceman No Only where a widow applies in her own right
Residence proof in Puducherry Yes Ration card, Aadhaar or voter identity card

Second World War veterans do not need the BPL card or income certificate, since their category carries no financial test.

How to apply for the Subsistence Allowance

  1. Register with the Department of Sainik Welfare, Puducherry if you have not already done so. Registration is what brings an ex-serviceman or widow within the Union Territory's Flag Day Fund, and no allowance can start without it. Take the discharge book, residence proof and photographs to the Zila Sainik Welfare Office.
  2. Assemble the category evidence. A non-pensioner applicant needs age proof and a BPL card or income certificate, plus a declaration or certificate that no service pension is drawn. A widow needs the ex-serviceman's discharge book and the death certificate. A Second World War veteran needs the service record establishing the period of service.
  3. Collect the application form for subsistence allowance under the Armed Forces Flag Day Fund from the Zila Sainik Welfare Office.
  4. Fill the form and attach the documents, including a copy of the bank passbook in the applicant's own name so that the monthly credit reaches the right account.
  5. Submit the application in person at the Zila Sainik Welfare Office and take a dated acknowledgement.
  6. Follow up after the Managing Committee meets. Sanction of a recurring allowance is a committee decision rather than a counter transaction, so ask the office when the next Managing Committee of the Armed Forces Flag Day Fund is scheduled to consider cases.

How the allowance is paid and reviewed

The Subsistence Allowance is credited monthly to the beneficiary's bank account. Because it is a recurring, means-tested payment for the non-pensioner category, beneficiaries should expect periodic verification that the qualifying conditions still hold, that the beneficiary is alive, still resident in the Union Territory, and still without a pension. Keeping the bank account active and responding promptly to any life-certificate request from the Department prevents an interruption.

Widows should note that the allowance does not transfer automatically on the death of an ex-serviceman who was drawing it. A widow applies in her own name, producing the death certificate along with the discharge book.

How this allowance connects to other Flag Day Fund benefits

Drawing subsistence allowance is a gateway to other assistance from the same fund. The Department's relief during natural calamities, which compensates damage to a thatched house up to Rs 1,00,000, is directed at ex-servicemen and widows who are drawing subsistence allowance. The festival grant of Rs 5,000 a year is available to non-pensioner ex-servicemen aged 60 and above and to widows without an age restriction, largely the same group.

The wider schedule published by the Department of Sainik Welfare, Puducherry also includes a marriage grant of Rs 50,000 per daughter for up to two daughters, a funeral grant of Rs 25,000 on the death of an ex-serviceman and Rs 20,000 on the death of a widow, spot assistance of Rs 25,000 after severe accidental injury, one-time medical grants of Rs 40,000 for dentures, Rs 25,000 for hearing aids and Rs 5,000 for spectacles for non-ECHS members, and education and skill grants covering driving licence training, B.Ed and ITI courses and school expenses. An applicant visiting the office for the subsistence allowance should ask for the full schedule to be reviewed in the same sitting.

Where to raise a grievance

Grievances about a delayed, stopped or refused allowance go to the Department of Sainik Welfare, Government of Puducherry, which is the secretariat of the Managing Committee of the Armed Forces Flag Day Fund for the Union Territory. Take the acknowledgement issued at submission and the original documents.

Where a payment stops without explanation, the two most common causes are a dormant bank account and a pending verification of continued eligibility. Both are resolved at the Zila Sainik Welfare Office without a fresh application.

Rates under the Armed Forces Flag Day Fund are revised from time to time by the Managing Committee, and older listings of this scheme carry lower figures. The schedule published by the Department of Sainik Welfare, Puducherry governs, and it should be checked at the office. No fee is charged for registration, for the form, or for processing.

How to check your application status

The Subsistence Allowance is processed entirely offline through the Department of Sainik Welfare, Puducherry, and there is no online tracking portal or application ID system for it. Status has to be confirmed through the office that took the application.

  • Visit the Zila Sainik Welfare Office in person and quote the date and the acknowledgement number given at submission. The staff can tell you whether the file is still awaiting documents, has gone forward for the Managing Committee's review, or has been sanctioned.
  • Ask specifically whether the case has been listed for the Managing Committee of the Armed Forces Flag Day Fund. Because sanction of a recurring allowance is a committee decision rather than a same-day counter approval, an application can sit for weeks simply waiting for the next meeting date, and this is the single most useful question to ask.
  • Check the bank account for the monthly credit once you have been told the case is sanctioned. A first payment can take a cycle or two to appear even after approval, since it is released after the committee's sanction is processed.
  • Call or write to the Department of Sainik Welfare, Puducherry if a visit is not possible. The official portal, sainik.py.gov.in, lists the department's contact details for the Armed Forces Flag Day Fund assistance schemes; no dedicated helpline number is published for this specific allowance, so route queries through the department's general office contact.
  • Keep the original acknowledgement slip. Since there is no digital reference number, this paper acknowledgement is the only proof of submission and is what the office will ask for at every follow-up.

If a previously sanctioned allowance stops arriving, that is a different situation from a pending new application: treat it as a payment interruption (commonly a dormant bank account or a due verification) rather than a status check, and raise it directly at the Zila Sainik Welfare Office.

Common reasons for rejection

  • Applicant already draws a service pension. The non-pensioner category is defined by the absence of a pension, so any record of a service pension, even a small one, disqualifies the claim outright. There is no partial or reduced award for a pensioner. A widow of a pensioner should check whether she instead qualifies for a different Flag Day Fund benefit meant for pensioners' families, rather than reapplying under this scheme.
  • Age below 60 for the non-pensioner category. The Rs 12,000 rate is restricted to non-pensioners above 60; an application filed just before the birthday is returned rather than held. The fix is simply to reapply once the applicant turns 60, carrying forward the same supporting documents.
  • No BPL card or income proof, or income above the cutoff, for the non-pensioner category. This category is means-tested, and a missing or unfavourable income document is one of the most frequent reasons a non-pensioner file is refused. An income or BPL certificate has to be current and issued by the appropriate revenue authority; an expired or informal document is treated as no document.
  • Registration is with another state's Zila Sainik Board, not Puducherry. The Puducherry Flag Day Fund pays only ex-servicemen and widows registered on its own rolls. An applicant registered elsewhere has to pursue the claim through that state's Sainik Welfare department instead of reapplying locally.
  • Missing or mismatched bank details. A passbook copy that does not clearly show the applicant's name, account number and IFSC code delays or stalls sanction, since the allowance is credited directly and the department will not release a monthly payment against an unverifiable account.
  • Incomplete discharge or service documentation, particularly for a widow claiming on a late husband's service record. Where the discharge book is lost or illegible, a duplicate or a service verification from the last unit or the Zila Sainik Board of the last-registered state is generally needed before the file can move forward.
  • Claim made by a dependant who is not a widow. Sons, daughters and parents of a deceased ex-serviceman are outside the scope of this particular allowance and cannot claim it in their own name regardless of financial need.
  • Second World War veteran category claimed without service-period proof. Since this category carries no means test, the department verifies the actual period and theatre of service instead; without documentary proof of Second World War-era service, the higher Rs 14,000 rate will not be granted even to an elderly applicant, though the ordinary non-pensioner route may still apply if age and income conditions are met.

Most rejections at this office are documentary rather than final: refiling with the missing certificate or proof, once obtained, is normally enough to revive a case without starting the registration process over.

Frequently asked questions

How much is the Subsistence Allowance in Puducherry?

The Department of Sainik Welfare, Puducherry lists Rs 14,000 per month for Second World War veterans irrespective of financial status, and Rs 12,000 per month both for non-pensioner ex-servicemen above 60 years who are below the poverty line and for the widows of these two categories.

Do Second World War veterans need to prove they are poor?

No. The Department's schedule pays Second World War veterans Rs 14,000 a month irrespective of financial status, so no BPL card or income certificate is required for that category.

Can an ex-serviceman who draws a service pension get this allowance?

No. The Rs 12,000 category is expressly for non-pensioner ex-servicemen, so a pensioner is not eligible for it. The Second World War veteran category is the only one that does not turn on financial status.

Can a widow claim the Subsistence Allowance?

Yes. Widows of Second World War veterans and widows of eligible non-pensioner ex-servicemen are listed at Rs 12,000 a month in the Department's schedule, and they apply in their own name.

Is the allowance paid monthly?

Yes, it is a recurring monthly payment credited to the beneficiary's bank account, unlike the one-time Flag Day Fund grants such as the denture, hearing aid and spectacle grants.

Can the application be made online?

No. Applications under the Armed Forces Flag Day Fund in Puducherry are made offline at the Zila Sainik Welfare Office with original documents for verification.

Does drawing subsistence allowance affect other Flag Day Fund benefits?

It helps rather than hurts. The Department's relief for damage to thatched houses during natural calamities is directed specifically at ex-servicemen and widows who are drawing subsistence allowance, so the two are linked.
