What is the academic merit grant for wards of ex-servicemen in Puducherry?

The Grant to Meritorious Wards of Ex-Servicemen in Academics is a one-time lump sum award paid by the Department of Sainik Welfare, Government of Puducherry out of the Armed Forces Flag Day Fund (AFFDF). It recognises wards of registered ex-servicemen and widows of ex-servicemen who secure one of the top three positions in a board examination, or a gold medal from a university.

The Department's published Flag Day Fund schedule lists the rates at serial 17:

Achievement First Second Third
Class X (CBSE / matriculation / SSLC) Rs 20,000 Rs 18,000 Rs 15,000
Class XII (CBSE / HSC) Rs 25,000 Rs 22,000 Rs 20,000
University gold medal (UG or PG) Rs 30,000 , :

The eligibility line attached to the entry is short: ex-servicemen and widows of ex-servicemen, with the ward having studied in a government recognised institution. The claim window is equally specific, within three months from the date of publication of the respective examination results, filed with the mark statement or certificate.

This grant is distinct from the recurring educational assistance the same department pays. Reimbursement of tuition fees, Book Allowance and Uniform Allowance are annual or monthly heads that any eligible ward can draw. The merit grant is awarded only for an actual top-three placement or a gold medal, and it is a single payment rather than a stream.

The Department of Sainik Welfare functions as the Zila Sainik Welfare Office for the Union Territory, covering the Puducherry, Karaikal, Mahe and Yanam regions. It is the secretariat of the Managing Committee of the Armed Forces Flag Day Fund for Puducherry, and the same office handles registration, Flag Day collections and the Union Territory's own ex-servicemen concessions.

Who is eligible for the lump sum academic grant?

Your ward can receive the grant if:

  • You are an ex-serviceman or the widow of an ex-serviceman who is registered with the Department of Sainik Welfare, Government of Puducherry. The Department states plainly that all its schemes are applicable only to ex-servicemen and widows registered with it.
  • The ward studied in a government recognised institution.
  • The ward secured the first, second or third position in class X under CBSE, matriculation or SSLC, or in class XII under CBSE or HSC, or a university gold medal at undergraduate or postgraduate level.
  • The claim is filed within three months of the publication of results, with the mark statement or certificate.

You are not eligible and cannot apply if:

  • You are not registered with the Puducherry department. An ex-servicemen identity card issued by a Zila Sainik Board in another state creates no claim on the Puducherry Flag Day Fund; each state and union territory runs its own committee and its own rate schedule.
  • The ward did not secure a top-three position or a gold medal. High marks alone, however good, do not qualify, the grant is tied to placement.
  • The ward studied in an institution that is not government recognised.
  • You are re-employed as regular or deemed-regular staff in a government department, a public sector undertaking or a private organisation, or you are a self-employed income tax assessee. The Department applies this exclusion to all financial assistance except the items specially marked in its schedule.
  • You are serving defence personnel rather than an ex-serviceman.
  • The three-month window has closed and no relaxation is granted.

How to apply for the academic merit grant

  1. Wait for the official result and secure the position certificate. The board or university must certify the placement β€” a newspaper listing or a school announcement is not sufficient on its own. Start this step the week the results are published, because the three-month clock runs from the date of publication, not from the date the certificate is issued.
  2. Confirm your registration with the Department of Sainik Welfare, Government of Puducherry. If you settled in Puducherry after discharge and never registered locally, complete registration first at the Department's office at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013, taking the discharge book, the Pension Payment Order where one exists, proof of residence and photographs.
  3. Download or collect the application form for the meritorious wards grant from the Armed Forces Flag Day Fund page at sainik.py.gov.in, or from the Department's office.
  4. Fill the form and attach the documents. The mark statement, the rank or gold medal certificate, the bonafide certificate from the institution, the ex-servicemen identity card or discharge book, and a copy of the bank passbook.
  5. Submit the application in person at the Zila Sainik Welfare Office within three months of the result date, and take a dated acknowledgement.
  6. Follow up at the same office if the credit has not appeared after a few weeks, quoting the acknowledgement number.

How the payment works

The grant is a flat lump sum credited to the bank account recorded on the application. It is not scaled to marks, to family income or to the course the ward goes on to study, and it does not have to be spent on any particular purpose.

Because it is tied to a specific achievement, a ward can qualify more than once over a school and college career. A top-three position in class X, then again in class XII, and later a university gold medal are three separate achievements with three separate result dates and three separate three-month windows. Each requires its own application.

Why claims are rejected, and how to avoid it

  • The three-month window is missed. This is by far the most common reason a genuine claim fails. Families often wait for the ward to finish admission to the next course before applying, by which time the window has closed.
  • The parent is not registered in Puducherry. Registration precedes every Flag Day Fund benefit and is not automatic on settlement in the Union Territory.
  • No formal position certificate is produced. The Department needs documentary proof of rank, not a claim of high marks.
  • The institution is not government recognised, which takes the case outside the eligibility line.
  • Re-employment or income tax assessee status of the ex-serviceman, which removes the family from the scope of most Flag Day Fund assistance.
  • Duplicate claim for the same achievement already met by the Kendriya Sainik Board's own education grants. Where a national-level grant has been drawn for the same result, disclose it at the counter rather than after sanction.

What else the Department can sanction for a student family

The Puducherry Flag Day Fund schedule carries a complete educational block alongside the merit grant. Reimbursement of tuition fees runs at Rs 1,500 a month for school, Rs 2,500 a month for military and Sainik schools, Rs 3,000 a month for a school for special children, Rs 1,000 a month for a diploma in polytechnic, Rs 2,500 a month for NDA or IMA, Rs 1,500 a month for a bachelor degree, Rs 2,000 a month for a master degree and Rs 2,500 a month for a professional course such as MBBS, BE or BTech. Book Allowance pays Rs 2,500 a year at school or polytechnic level, Rs 3,500 for a bachelor degree and Rs 5,000 for a master degree or professional course. Uniform Allowance pays Rs 2,500 a year at school level and Rs 3,000 for other courses.

For sport, the schedule pays Rs 50,000 or Rs 75,000 to meritorious wards who achieve at national or international level in an event organised by a government approved or recognised body, again within three months of the achievement.

The Union Territory's own concessions add reserved seats, 1 per cent in government recognised medical colleges through CENTAC and 3 per cent in all other government recognised higher educational institutions, for wards of registered ex-servicemen and widows and of serving defence personnel who are natives of Puducherry, subject to five continuous years of study in a Puducherry school or college.

Where to raise a grievance

Complaints about a delayed or rejected merit grant are made to the Department of Sainik Welfare, Government of Puducherry on +91-413-2253107 or by email at sainik.pon@nic.in. Carry the acknowledgement issued at submission together with the original mark statement and position certificate.

No fee is charged for the form or for processing this grant, and no agent is required.

How to check your application status

This is an offline scheme, so there is no online tracking portal or reference number system on sainik.py.gov.in for the merit grant itself. Status has to be checked the same way the claim was filed, by following up directly with the office that received it.

  1. Keep the dated acknowledgement from submission. When you hand in the application at the Zila Sainik Welfare Office, ask the counter staff to note the date received and give you a receiving stamp or slip. This is the only reference you will have to quote later, since the scheme does not issue a separate application or claim number.
  2. Allow a working gap before following up. The Department processes claims out of the Armed Forces Flag Day Fund, which runs through its Managing Committee, so a lump sum sanction is not instant. Give it a few weeks past submission before pressing for an update, rather than calling within days of filing.
  3. Call the Department of Sainik Welfare helpline on +91-413-2253107 and quote the date of submission and the ward's name, class and examination in place of a claim number.
  4. Email sainik.pon@nic.in if the phone line is unreachable, describing the application (ward's name, examination and result date, and the date the form was submitted) and asking for the sanction status.
  5. Visit the Zila Sainik Welfare Office in person at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013, if there is no response by phone or email. Carry the acknowledgement slip, a copy of the mark statement, and the position or gold medal certificate, since the file may need to be located manually from the register of Flag Day Fund claims rather than a database.
  6. Check the bank account named in the application once the office confirms sanction. The lump sum is credited directly, and there is no separate payment-status message or SMS alert for this particular grant.

Because sanction runs through a committee, delays are more often a processing queue than a rejection. Only treat a claim as refused if the office confirms it in writing or over the phone, quoting one of the disqualifying reasons such as a missed three-month window or non-registration with the Puducherry department.

Frequently asked questions

How much is the academic merit grant for wards of ex-servicemen in Puducherry?

The Department of Sainik Welfare, Puducherry pays Rs 20,000, Rs 18,000 and Rs 15,000 to the first, second and third position holders in class X (CBSE, matriculation or SSLC), Rs 25,000, Rs 22,000 and Rs 20,000 for the same three positions in class XII (CBSE or HSC), and Rs 30,000 for a university gold medal at undergraduate or postgraduate level.

Who is eligible for the lump sum academic grant?

Wards of ex-servicemen and of widows of ex-servicemen registered with the Department of Sainik Welfare, Puducherry are eligible, provided the ward studied in a government recognised institution and secured one of the top three positions or a university gold medal.

What is the last date to apply?

Applications must be submitted within three months from the date of publication of the respective examination results, along with the mark statement or certificate.

Is the grant paid once or every year?

It is a lump sum, paid once for the achievement claimed. A ward who tops class X and later tops class XII can claim twice, because the two are separate achievements with separate result dates.

Can a ward claim both this grant and the sports grant?

The academic grant at serial 17 and the sports grant at serial 18 of the Flag Day Fund schedule recognise different achievements, so a ward with both an academic position and a national sports medal has a basis for each claim. Confirm at the Zila Sainik Welfare Office before filing.

Does a re-employed ex-serviceman's ward qualify?

No. The Department excludes ex-servicemen, living spouses and widows who are re-employed as regular or deemed-regular staff in government, PSU or private organisations, and self-employed income tax assessees, from financial assistance other than the specially marked items.

Can the application be filed online?

No. Armed Forces Flag Day Fund claims in Puducherry are made offline at the Department of Sainik Welfare, with original certificates produced for verification.

How do I follow up if the grant has not been credited?

Contact the Department of Sainik Welfare, Government of Puducherry on +91-413-2253107 or by email at sainik.pon@nic.in, carrying the acknowledgement issued at submission along with the original mark statement and position certificate.
