Back Ended Investment Subsidy to Paddy Growers, component of the Crop Production Technology scheme
Puducherry state government scheme
Back Ended Investment Subsidy to Paddy Growers pays paddy farmers residing in the Yanam region of Puducherry Rs 4,000 per hectare as a back-ended investment subsidy under the Crop Production Technology scheme. Land-holding farmers apply online at edistrict.py.gov.in or offline at the Deputy Director of Agriculture, Yanam, with the money credited to their bank account.
What is the Back Ended Investment Subsidy to Paddy Growers?
Back Ended Investment Subsidy to Paddy Growers is a component of the Crop Production Technology scheme run by the Department of Agriculture and Farmers Welfare, Union Territory of Puducherry. The component pays paddy farmers residing in the Yanam region a flat Rs 4,000 per hectare as a back-ended investment subsidy.
Yanam is the smallest and most geographically separated of Puducherry's four regions, an enclave on the Godavari delta surrounded by Andhra Pradesh. Paddy is its dominant crop, and the cropping pattern, input costs and market conditions there differ substantially from those in the Puducherry and Karaikal regions on the Coromandel coast. The Department therefore runs a Yanam-specific paddy component rather than folding it into the territory-wide paddy subsidies, which pay on a per-acre basis for the Kuruvai, Sornavari, Samba and Thalady seasons.
The word back-ended is the key to how the scheme works. The farmer bears the cost of cultivation from personal or borrowed funds, cultivates the crop, and then claims the subsidy afterwards. Nothing is advanced at the start of the season.
How much does the paddy subsidy pay?
The pattern of assistance is a single, flat rate:
- Rs 4,000 per hectare of paddy cultivated
Three points follow from that structure and are worth stating plainly:
- The rate is not adjusted for yield or grain quality. A hectare that yields well and a hectare that yields poorly attract the same Rs 4,000.
- The scheme guidelines specify no maximum limit on the total subsidy a farmer may receive; the amount simply scales with the hectares of paddy cultivated.
- The amount is typically disbursed as a lump sum rather than in instalments, and is transferred directly to the bank account of the eligible paddy farmer.
There is no provision for additional incentives or bonuses within the scheme, and no top-up for particular varieties or practices.
Who is eligible for the Yanam paddy subsidy?
You can apply if:
- You are a resident or native of Puducherry.
- You are residing in the Yanam region.
- You are a farmer.
- You possess land holdings on which paddy is cultivated.
You cannot apply if:
- You reside in the Puducherry, Karaikal or Mahe regions. This component is confined to Yanam, and farmers elsewhere in the Union Territory are not eligible under it, although other paddy subsidies published on agri.py.gov.in may apply to them.
- You hold no land. A landless agricultural labourer working on someone else's paddy field is not eligible for this per-hectare investment subsidy.
- You cultivate a crop other than paddy. The component is crop-specific.
- You hold land in Yanam but reside outside it, or cannot produce a residence-cum-nativity certificate from the competent authority.
A farmer with paddy holdings in Yanam and additional holdings in another region can claim only for the Yanam area; holdings elsewhere do not add to the entitlement under this component.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Identification and account seeding |
| Ration card | Yes | Proof of address |
| Applicant's photograph | Yes | Passport-sized, pasted on the form |
| Farmers Identity Card | Yes | Establishes farmer status |
| Bank passbook | Yes | Account that receives the credit |
| Field Measurement Book (FMB) extract | Yes | Survey number and extent, the basis of the per-hectare calculation |
| Residence-cum-nativity certificate | Yes | From the competent authority; verifies Yanam residency |
The FMB extract and the residence-cum-nativity certificate are the two documents that do the real work here. The first fixes the area on which Rs 4,000 per hectare is calculated; the second establishes the single eligibility condition that distinguishes this component from every other paddy subsidy in Puducherry.
How to apply for the paddy subsidy offline
- Visit the office during working hours. Go either to the Agricultural Officer at your Uzhavar Udhaviyagam (Farmers' Help Centre), or to the Office of the Deputy Director of Agriculture, Yanam, and request a hard copy of the prescribed application form. The form is also published on agri.py.gov.in.
- Fill in all the mandatory fields, paste the passport-sized photograph and sign across it where the form requires it, and state the survey numbers and the extent of the paddy area you are claiming for.
- Attach self-attested copies of the Aadhaar card, ration card, Farmers Identity Card, bank passbook, FMB extract and the residence-cum-nativity certificate.
- Submit the duly filled and signed form with the documents to the concerned authority at that office.

How do I check the status of my application?
Online applicants use the application number on the e-District Track Application page. Offline applicants quote the unique number issued at the counter and follow up with the Agricultural Officer at the Uzhavar Udhaviyagam, or with the Deputy Director of Agriculture, Yanam.
Once the file is sanctioned, the amount is credited to the bank account recorded on the application. If the sanction has been issued but no credit has appeared, check the account number and IFSC recorded on the form first.
Why applications get rejected, and how to fix them
- Residence outside Yanam. This is the defining condition of the component and the most common reason a Puducherry paddy farmer's claim fails.
- Residence-cum-nativity certificate missing or issued by an authority other than the competent one.
- FMB extract not attached, leaving the Department with no verified area on which to calculate Rs 4,000 per hectare.
- No Farmers Identity Card, which is the document establishing farmer status for the Department's records.
- Crop other than paddy cultivated on the area claimed.
- Bank account details incorrect or dormant, which blocks the transfer even after sanction.
Because the subsidy is back-ended, a claim filed before the crop is grown has nothing to attach to. Cultivate first, then claim against the completed season.
Where to raise a grievance
Yanam applicants should first approach the Deputy Director of Agriculture, Yanam, whose office is listed among the Department's responsibility centres on agri.py.gov.in. For escalation, contact the Director of Agriculture, Puducherry on 0413-2336977 or by email at diragri[dot]py[at]gov[dot]in.
The Department publishes its citizen's charter, grievance redressal note, responsibility-centre list and the email contacts for every Uzhavar Udhaviyagam on agri.py.gov.in. No fee is charged for the application form or for registration under this scheme.
Note that the schemes listed by the Department are stated to be subject to change without notice depending on the guidelines prescribed by the Government, so the per-hectare rate should be confirmed at the Yanam office before a claim is prepared.

The subsidy is Rs 4,000 per hectare of paddy cultivated. It is a fixed per-hectare rate and is not adjusted for crop yield or grain quality.
Is the subsidy available to all paddy farmers in Puducherry?
No. Only paddy farmers residing in the Yanam region are eligible for this component. Farmers in the Puducherry, Karaikal and Mahe regions cannot claim under it.
Is there a maximum area limit?
No specific maximum limit on the total subsidy is stated in the scheme guidelines. The subsidy is calculated per hectare of land cultivated with paddy.
How is the money paid?
The subsidy amount is transferred directly to the bank account of the eligible paddy farmer, and is typically disbursed as a lump sum rather than in instalments.
Can a farmer with land in more than one region claim for each?
No. The subsidy is specific to the Yanam region, and holdings in other regions of Puducherry do not make the farmer eligible for this scheme.
What proves that I live in Yanam?
The residence-cum-nativity certificate issued by the competent authority is the document the Department relies on to verify residency in Yanam.
Where do I collect the application form?
From the Agricultural Officers of the Uzhavar Udhaviyagam, or from the Office of the Deputy Director of Agriculture, Yanam. The form is also published on agri.py.gov.in.
Are there bonuses or incentives on top of the Rs 4,000?
