What is the Integrated Farming for Productivity Improvement Scheme in Puducherry?

Integrated Farming for Productivity Improvement Scheme is a component of the Coconut Development Board's programme, implemented in the Union Territory by the Department of Agriculture and Farmers Welfare, Government of Puducherry. The scheme pays coconut farmers to do two specific things on their land: lay a demonstration plot showing integrated coconut farming practice, and build an organic manure unit.

Coconut is a long-cycle crop. A palm planted today yields for decades, and a garden's productivity depends far more on soil health, intercropping and nutrient management than on any single input bought in a season. The Coconut Development Board's approach is therefore to fund the demonstration of good practice rather than to hand out inputs, and to fund the on-farm infrastructure, principally composting capacity, that makes good practice sustainable.

Both components are paid by Direct Benefit Transfer into the farmer's own bank account after the work is done and sanctioned. There is no supply of materials in kind.

How much does the scheme pay?

According to the Department of Agriculture and Farmers Welfare, the pattern of assistance is:

Component Assistance
Laying of Demonstration Plot (LoDP) Rs 35,000 per hectare, in two annual instalments
Construction of Organic Manure Unit Rs 40,000 to Rs 60,000 per unit, on a pro-rata basis

The organic manure unit is sized between 150 cubic feet and 1,200 cubic feet, that is, between roughly 15 x 5 x 2 feet at the small end and 60 x 8 x 2.5 feet at the large end. Assistance is pro-rated within that band, so a farmer building at the upper end of the range receives closer to Rs 60,000 and one building a smaller pit receives closer to Rs 40,000.

The demonstration plot payment being split across two annual instalments is deliberate. A demonstration plot only demonstrates anything if it is maintained through a full cycle, so the second instalment follows the field inspection that confirms the plot is still being worked as intended.

The Department states that the eligible subsidy is released to the beneficiary's account in DBT mode after obtaining expenditure sanction as per norms, and that the final list of beneficiaries is displayed on the notice board of the Uzhavar Uthaviyagams, the Farmers' Help Centres that serve as the Department's front counter across Puducherry.

Who is eligible for the Coconut Development Board integrated farming assistance?

You can apply if:

  • You are a coconut farmer in the Union Territory of Puducherry. All categories of coconut farmers are eligible; there is no caste, income or land-ceiling restriction in the eligibility condition.
  • You hold a Farmers Identity Card carrying your survey numbers and the extent of your holding, or authenticated land records or documents in their place.
  • You are a tenant cultivating land owned by a religious institution, Wakf, Mutt, Trust or Municipality and you can produce a letter of consent from that institution's authority together with a cultivation certificate.

You cannot apply if:

  • You are not a coconut farmer. The scheme is crop-specific.
  • You hold neither a Farmers Identity Card nor an authenticated land record such as a sale deed, partition deed, gift deed or will. Without one of these the Department cannot establish the holding, and the application is not eligible.
  • You are a tenant without the institution's letter of consent and a cultivation certificate from the land owner or from the Agriculture or Revenue Department after joint verification.

The eligibility is unusually open by the standards of Puducherry farm schemes: the gate is documentary rather than categorical.

What documents are required?

Document Mandatory Notes
Farmers Identity Card Yes, for owner-cultivators With survey numbers and extent of holding
Land document If no identity card Sale deed, partition deed, gift deed or will
Letter of consent from the institution For institutional-land tenants From the authority concerned
Cultivation certificate For tenants From the land owner or after joint verification
Bank account details Yes For the DBT credit
Passport-sized photograph Yes Pasted on the application form

How to apply for the integrated farming assistance

  1. Visit your Uzhavar Udhaviyagam (Farmers' Help Centre) during office hours, or the Office of the Additional Director of Agriculture (Horticulture), and request a hard copy of the prescribed application form from the Agricultural Officer. The Department also publishes the horticulture coconut application form on agri.py.gov.in.
  2. Fill in all the mandatory fields, paste the passport-sized photograph and sign across it where the form requires, and attach self-attested copies of the Farmers Identity Card or land document, and, for tenants, the consent letter and cultivation certificate.
  3. Submit the duly filled and signed form with the documents to the concerned authority at the same centre.
  4. Collect your acknowledgement. On receipt, the office makes the entries in its application receipt register and assigns a unique number that identifies your file in all further correspondence and serves as your acknowledgement.
  5. Carry out the work; lay the demonstration plot, or construct the organic manure unit within the prescribed size range, and keep it available for inspection.
  6. Receive the DBT credit after the Agricultural Officer's inspection and the expenditure sanction. The demonstration plot component arrives in two annual instalments.

How are beneficiaries selected and the list published?

The Department runs a social audit step that is worth knowing about. The provisional list of beneficiaries is displayed in the Horticultural wing of the Department and on the Department's portal for a period of 10 days, during which objections can be filed by anyone. After that window closes the list is finalised, and the final list is displayed on the notice board of the Uzhavar Uthaviyagams.

Agricultural Officers (Horticulture) conduct periodic field inspections to verify the progress of cultivation, working in coordination with the Agricultural Officers of the Uzhavar Uthaviyagams. For the demonstration plot component in particular, the inspection is what triggers the release of the second annual instalment.

How do I check the status of my application?

Quote the unique number issued at the counter and follow up at the Uzhavar Udhaviyagam where you submitted the form, or with the Office of the Additional Director of Agriculture (Horticulture). Watch the notice board at your Uzhavar Uthaviyagam for the provisional and final beneficiary lists, and check the Department's portal during the 10-day objection window if you believe you have been wrongly left off.

Once sanctioned, the payment reaches the bank account you supplied. If the DBT credit does not arrive after sanction, the account details on the application are the first thing to verify.

Why applications get rejected or payments stall

  • No Farmers Identity Card and no land document. One or the other is essential to establish the holding.
  • Survey numbers or extent missing from the identity card copy submitted.
  • Tenant application without the consent letter from the institution, or without a cultivation certificate.
  • Organic manure unit outside the size band. A unit smaller than 150 cubic feet or larger than 1,200 cubic feet does not fit the pro-rata scale.
  • Demonstration plot not maintained, which stops the second annual instalment at the field inspection stage.
  • Bank account details wrong or account dormant, which blocks the DBT credit even after sanction.

The Department's guidelines do not provide for compensation where disbursal is delayed, so applicants should treat prompt and accurate paperwork as the main lever they control.

Where to raise a grievance

Contact the Director of Agriculture, Puducherry on 0413-2336977 or by email at diragri[dot]py[at]gov[dot]in. For horticulture components, the Additional Director of Agriculture (Horticulture) is the responsible officer. Karaikal applicants can reach the Additional Director of Agriculture, Karaikal, on 04368-230679.

The Department publishes a grievance redressal note, a citizen's charter and a list of responsibility centres on agri.py.gov.in, along with the email contacts for every Uzhavar Udhaviyagam. No fee is charged for the application form or for registration under this scheme.
