What is the Protected Cultivation component in Puducherry?

Protected Cultivation is a component of the Establishment of New Gardens (Area Expansion) scheme under the National Horticulture Mission (NHM), a Centrally Sponsored Scheme of the Ministry of Agriculture and Farmers Welfare, Government of India. In the Union Territory it is implemented by the Department of Agriculture and Farmers Welfare, Government of Puducherry.

Protected cultivation means growing crops inside a controlled structure rather than in the open field. In Puducherry's climate the specific problems are intense summer heat, heavy monsoon rain and high pest pressure, all of which make open-field vegetable and flower production unreliable for part of the year. A poly house or shade net house extends the growing window, cuts pesticide use, protects against wind and driving rain, and allows high-value crops to be grown to a standard the open field cannot match.

The component delivers three things: a naturally ventilated poly house, a shade net house with a tubular structure, and plastic mulching for open-field beds. The first two are supplied at a subsidised cost per square metre; the third is a per-hectare cash subsidy.

How much does Protected Cultivation cost the farmer?

According to the Department of Agriculture and Farmers Welfare, the pattern of assistance is:

Item Subsidised cost Ceiling
Poly house, naturally ventilated system, tubular structure Rs 467.50 per square metre No maximum area specified
Shade net house β€” tubular structure Rs 355 per square metre Maximum 4,000 square metres per beneficiary
Plastic mulching Rs 10,000 per hectare subsidy Maximum 2 hectares per beneficiary

Read the first two rows carefully: the figure is the subsidised cost the farmer pays, expressed per square metre of structure, not a subsidy amount. A 1,000 square metre shade net house at Rs 355 per square metre therefore costs the beneficiary Rs 3,55,000 against a considerably higher market cost, with the balance met from the scheme.

Plastic mulching works differently. It is a straight subsidy of Rs 10,000 per hectare, capped at 2 hectares, paid against the mulch film laid on the beds. Mulching is the cheapest entry point into the component for a farmer not yet ready to build a structure: it suppresses weeds, conserves soil moisture and raises soil temperature, and it can be adopted on existing open-field vegetable beds.

The shade net house cap of 4,000 square metres is the binding constraint for most beneficiaries. The poly house component carries no stated maximum area, but sanctions are made against the Department's annual allocation, which is the practical limit.

Who is eligible for Protected Cultivation?

You can apply if:

  • You are a resident or native of Puducherry, evidenced by a residence-cum-nativity certificate issued by the Revenue Department.
  • You are a farmer, holding a Farmer Identity Card issued by the Department of Agriculture.
  • You have land on which the structure can be erected, with an electricity connection at the site and a soil and water test certificate showing the land is suitable for cultivation under a protected structure.

You cannot apply if:

  • You are a farmer from another Indian state. Only residents and natives of Puducherry are eligible, and the residence-cum-nativity certificate is a mandatory enclosure, so out-of-state farmers are not eligible.
  • You are not a farmer, or cannot produce a Farmer Identity Card.
  • You cannot furnish a soil and water test certificate. It is mandatory, and an unfavourable result on soil salinity or water quality can make a site unsuitable for a protected structure.
  • You have no detailed project statement or structural drawing, since the per-square-metre cost is applied against the drawing submitted.
  • You are seeking a shade net house above 4,000 square metres or plastic mulching beyond 2 hectares. Area above those ceilings is not eligible.

How to apply for Protected Cultivation

  1. Get the technical documents ready first. Arrange a soil and water test and obtain the certificate, prepare a detailed project statement setting out the structure, its area in square metres, the crop to be grown and the estimated cost, and have a detailed structural drawing of the tubular frame and covering prepared.
  2. Obtain the form. Visit the Office of the Additional Director of Agriculture (Horticulture) during office hours and request a hard copy of the prescribed application form from the Deputy Director of Agriculture (Horti-NHM), or simply print the form published on agri.py.gov.in.
  3. Fill in all mandatory fields, paste the passport-sized photograph and sign across it where the form requires it, and attach self-attested copies of the Farmer Identity Card, ration card, voter ID, residence-cum-nativity certificate, project statement, soil and water test certificate, structural drawing, land map and electricity bill receipt.
  4. Submit the duly filled and signed form with the documents to the Deputy Director of Agriculture (Chemistry), which is the receiving officer named in the Department's procedure for this component.
  5. Note the unique number. On receipt, the office makes the entries in its application receipt register and assigns a unique number that identifies your file in all further references and serves as your acknowledgement.
  6. Wait for sanction before building. The structure has to match the sanctioned drawing and area for the per-square-metre cost to apply.

How do I check the status of my application?

Quote the unique number issued at the counter and follow up with the Deputy Director of Agriculture (Horti-NHM) or the Office of the Additional Director of Agriculture (Horticulture). The Department publishes its responsibility-centre list on agri.py.gov.in, which identifies the officer handling each component and the office where the file sits.

Because this is a National Horticulture Mission component, sanctions depend on the annual NHM allocation reaching the Union Territory, so timing within the financial year affects how quickly a file moves.

Why applications get rejected, and how to fix them

  • No residence-cum-nativity certificate from the Revenue Department. This is the document that establishes eligibility and cannot be substituted with a ration card alone.
  • Soil and water test certificate missing, or a test result showing the site unsuitable for protected cultivation. Have the test done early, because an unfavourable result may mean choosing a different plot.
  • No structural drawing, leaving the Department unable to apply the per-square-metre cost.
  • Area above the ceiling, a shade net house beyond 4,000 square metres or plastic mulching beyond 2 hectares per beneficiary.
  • Structure built before sanction, or built to a different specification than the drawing submitted.
  • No electricity connection at the site, which the bill receipt is meant to evidence.
  • Project statement vague on the crop, area or cost, which stalls technical appraisal.

Where to raise a grievance

Contact the Deputy Director of Agriculture (Horti-NHM) in the first instance, whose email is listed on the Department's contacts page, or the Additional Director of Agriculture (Horticulture). For escalation, contact the Director of Agriculture, Puducherry on 0413-2336977 or by email at diragri[dot]py[at]gov[dot]in. Karaikal applicants can reach the Additional Director of Agriculture, Karaikal, on 04368-230679.

The Department publishes its citizen's charter, grievance redressal note and responsibility-centre list on agri.py.gov.in. No fee is charged for the application form, which can be printed free from the Department's website, and the Department notes that its schemes are subject to change without notice depending on the guidelines prescribed by the Government.

Who runs this scheme?

Protected Cultivation is a component of the Establishment of New Gardens (Area Expansion) scheme under the National Horticulture Mission, a Centrally Sponsored Scheme of the Ministry of Agriculture and Farmers Welfare. In Puducherry it is implemented by the Department of Agriculture and Farmers Welfare.

Can farmers from other states apply?

No. Only residents or natives of Puducherry who are farmers are eligible, and a residence-cum-nativity certificate from the Revenue Department is a mandatory document.

Why is a soil and water test certificate required?

The soil and water test certificate is used to assess whether the land is suitable for cultivation under the proposed protected structure. Protected cultivation concentrates irrigation on a small area, so water quality and soil salinity matter more than in open-field cropping.

Is there a deadline for applying?

The scheme documentation does not mention a specific deadline for application submission. Sanctions are made against the annual allocation, so applying early in the financial year is prudent.

Can I choose the brand of shade net?

The scheme does not specify restrictions on the brand or type of shade net house set-up, but the structure must be a tubular one and must match the detailed drawing submitted with the application.
