What is the micro irrigation subsidy in Puducherry?

Assistance for Installation of Sprinkler / Drip Micro Irrigation Systems is a water-saving irrigation subsidy of the Department of Agriculture and Farmers Welfare, Union Territory of Puducherry. The Department pays for the installation of a sprinkler or drip system in the farmer's field at 90% of the total cost or Rs 25,000 per hectare, whichever is less, for marginal farmers, small farmers, Scheduled Caste and Scheduled Tribe farmers and women farmers, and at 70% of the total cost or Rs 25,000 per hectare, whichever is less, for big farmers and institutions.

Puducherry irrigates overwhelmingly from groundwater, and the territory's aquifers are stressed enough that every new tubewell needs a permit from the Pondicherry Ground Water Authority. Micro irrigation is the cheapest lever the Department has on that problem: a drip line delivers water to the root zone instead of the field surface, so the same well irrigates more area, the pumping hours fall, and fertiliser applied through the system is used rather than washed past the roots. The subsidy exists because the capital cost of laying that system is what stops most smallholders from adopting it.

The scheme is administered by the State Ground Water Unit and Soil Conservation wing at Thattanchavady, the same wing that handles tubewell construction and pumpset subsidies. It sits within the Department's Farm Mechanization and Micro Irrigation group of schemes listed on agri.py.gov.in.

Who is eligible for the sprinkler and drip subsidy?

You can apply if:

  • You are a marginal farmer, small farmer, Scheduled Caste farmer, Scheduled Tribe farmer, woman farmer, big farmer, or an institution.
  • You own cultivable agricultural land in the Union Territory of Puducherry.
  • The land has an owned or leased tubewell with adequate water and a pumping system.
  • You can produce a revenue certificate in the prescribed format from an authority not below the rank of Deputy Tahsildar.

You are not eligible if:

  • You have already availed the maximum subsidy amount during the past 10 years for a sprinkler system, or the past 8 years for a drip system.
  • Your land is already covered by an earlier installation inside those 10-year or 8-year windows. The period follows the land, not the owner: the Standard Operating Procedure states the period will not be reconsidered even if ownership has changed.
  • You have no assured water source; no owned or leased tubewell with adequate water and a pumping system on the land.
  • You cannot establish the holding with a revenue certificate and an FMB sketch.

Two important qualifications sit alongside those exclusions. First, a farmer who drew only part of the maximum subsidy earlier may still be considered for an additional area within the 10-year or 8-year window, and will be paid the balance after deducting the assistance already noted. Second, a farmer who took a sprinkler system earlier is eligible for a drip system, and vice versa, provided the farmer opts to cultivate an intercrop for three years.

How much is paid, and to whom?

Category Rate Ceiling
Marginal farmers 90% of total cost Rs 25,000 per hectare
Small farmers 90% of total cost Rs 25,000 per hectare
Scheduled Caste and Scheduled Tribe farmers 90% of total cost Rs 25,000 per hectare
Women farmers 90% of total cost Rs 25,000 per hectare
Big farmers 70% of total cost Rs 25,000 per hectare
Institutions 70% of total cost Rs 25,000 per hectare

The ceiling of Rs 25,000 per hectare applies to every category; only the percentage changes. Whichever of the two is lower governs the sanction.

Payment follows the financing route. If the farmer completes the work with own funds, the subsidy is released through the Electronic Clearing System into the farmer's bank account. If the farmer chooses an approved manufacturer or dealer to install the system, the subsidy is released directly to the manufacturer's or dealer's bank account, after the Department obtains a satisfactory completion letter from the farmer. That completion letter is the farmer's leverage: the dealer does not get paid until the farmer signs off on the installation.

How the dealer and design process works

The scheme runs a controlled supplier list rather than an open market. Quotations are called from reputed manufacturers and dealers of sprinkler and drip systems, and the approved list is finalised by the Joint Director or Additional Director (Agricultural Engineering) on four conditions:

  • The supplier must supply only BIS-certified products, supported by CIPET documents.
  • The supplier must give a material guarantee for one year and a system performance guarantee for two years from the date of installation.
  • The supplier must ensure the supply of spare parts throughout the life of the system.
  • The supplier must have its own service centres in the Puducherry or Karaikal region for quick delivery and after-sales service.

The approved list is then handed to the farmer, who chooses freely from it. Once the choice is made, a field survey is conducted to design the system for that specific field, taking account of topography, soil type, climate, water quality and the irrigation need of the crop. An estimate is prepared on rates approved by the Joint Director or Additional Director (Agricultural Engineering) or the Director of Agriculture. The farmer's own contribution, that is the cost less the subsidy portion, is then worked out and paid directly to the manufacturer or dealer.

How to apply for the micro irrigation subsidy

  1. Watch for the advertisement. The Department publishes notices inviting applications in leading local Tamil dailies in the Puducherry and Karaikal regions and broadcasts them on All India Radio.
  2. Collect the prescribed form during office hours from the Office of the Hydrogeologist-II, State Ground Water Unit and Soil Conservation, Thattanchavady, Puducherry 605 009, or from the Office of the Additional Director of Agriculture, Karaikal for the Karaikal region, or from the respective Uzhavar Udhaviyagams in either region. The form may also be downloaded from agri.py.gov.in, and authorised manufacturers and dealers also collect applications.
  3. Fill in every mandatory field, paste the passport-sized photograph and sign across it where required, and attach the revenue certificate, the FMB sketch photocopy, the electricity policy card of the tubewell, the bank passbook first and last transaction pages, and, for Scheduled Caste or Scheduled Tribe applicants claiming preference, the caste certificate.
  4. Submit the signed form and documents to the State Ground Water Unit at Thattanchavady for the Puducherry region, or to the Additional Director of Agriculture, Karaikal, for the Karaikal region.
  5. Collect your acknowledgement. The office enters the application in the receipt register and assigns a unique seniority number used for all future reference and serving as the acknowledgement.
  6. Choose your supplier from the Department's approved list, after which a field survey is carried out and a design and estimate prepared for your field.
  7. Pay your own contribution directly to the manufacturer or dealer, once the estimate is finalised.
  8. Issue the satisfactory completion letter after installation, which releases the subsidy portion to the dealer, or receive the ECS credit if you financed the work yourself.

How to apply online through the e-District portal

  1. Visit edistrict.py.gov.in, click Login at the top right, then Register a New Membership.
  2. Complete the registration page with username, password, full name, email address, current address, gender, date of birth and mobile number. Agree to the declaration, enter the captcha and click Signup.
  3. Sign in and open the department-wise list of Government of Puducherry schemes.
  4. Select this scheme under the Department of Agriculture, complete every field marked with a red asterisk and upload the mandatory documents, self-attested where required.
  5. Tick the declaration and submit. Note the application number, which also reaches your registered mobile number and email address.
  6. Track the file at edistrict.py.gov.in/User/TrackApplication.aspx.

How do I check the status of my application?

Quote the unique seniority number and follow up with the State Ground Water Unit at Thattanchavady, or the Additional Director of Agriculture, Karaikal. Online applicants track by application number on the e-District portal. Because sanctions are made against a fixed annual allocation, the seniority number reflects your position in the queue rather than a promise of sanction in the same season.

Why applications get rejected, and how to fix them

  • No revenue certificate, or a certificate issued below the rank of Deputy Tahsildar.
  • No FMB sketch for the land consented for installation, which leaves the extent unverifiable.
  • No electricity policy card for the tubewell, or no owned or leased tubewell at all.
  • Earlier subsidy inside the 10-year or 8-year bar, including where the land, not the applicant, carries the earlier installation.
  • Caste certificate missing where Scheduled Caste or Scheduled Tribe preference is claimed.
  • Bank pages incomplete โ€” the Department asks for both the first page and the last transaction page.
  • Supplier chosen from outside the approved list, which leaves the installation outside the guarantee and certification framework the scheme is built on.

Frequently asked questions

How much subsidy is given for drip or sprinkler irrigation in Puducherry?

Marginal farmers, small farmers, Scheduled Caste and Scheduled Tribe farmers and women farmers receive 90% of the total cost or Rs 25,000 per hectare, whichever is less. Big farmers and institutions receive 70% of the total cost or Rs 25,000 per hectare, whichever is less.

Do I need my own tubewell to qualify?

You need an owned or leased tubewell with adequate water and a pumping system, on cultivable agricultural land you own in the Union Territory of Puducherry. A micro irrigation system without an assured water source is not supported.

How often can I claim this subsidy?

Farmers who have already drawn the maximum subsidy amount during the past 10 years for a sprinkler system, or the past 8 years for a drip system, are not eligible. Those who drew only part of the maximum may claim the balance for an additional area within those periods.

Does the clock reset if I buy the land from someone who already claimed?

No. The Standard Operating Procedure states that for land already covered, the 10-year period for sprinkler systems and the 8-year period for drip systems continue to apply even if ownership has changed.

Can I switch from sprinkler to drip, or the other way round?

Yes. Farmers who availed a sprinkler system earlier are also eligible for a drip system and vice versa, provided the farmer opts to cultivate an intercrop for a period of three years.

Who chooses the manufacturer or dealer?

The farmer does. The Standard Operating Procedure states that the choice of manufacturer or dealer is left to the farmer and no particular make should be thrust upon them, from the Department's approved list of BIS-certified suppliers.

How is the subsidy actually paid?

If the farmer completes the work with own funds, the subsidy is released by Electronic Clearing System into the farmer's bank account. If the farmer uses an approved manufacturer or dealer, the subsidy goes directly to the dealer's account after the farmer issues a satisfactory completion letter.

What guarantee do the dealers have to give?

Approved manufacturers and dealers must give a material guarantee for one year and a system performance guarantee for two years from the date of installation, must supply only BIS-certified products supported by CIPET documents, must ensure spare parts throughout the life of the system, and must run their own service centres in the Puducherry or Karaikal region.
