What the numbers show

Shahari Waqf Sampatti Vikas Yojana gives interest-free loans to Waqf Boards and waqf institutions to put up income-earning buildings on urban waqf land. The Ministry of Minority Affairs funds the Central Waqf Council (CWC), which gives the loans. A Lok Sabha answer of 19 March 2025 set out what the CWC asked for and what it got over five years.

The trend over the years

Releases have shrunk. The Ministry gave the CWC Rs 3.16 crore in 2019-20 and Rs 3.00 crore in 2020-21, then Rs 1.00 crore in 2021-22. Nothing was released in 2022-23 or 2023-24. The CWC's demand stayed between Rs 3.00 crore and Rs 5.20 crore a year over the same period, so every year it received less than it asked for. The CWC also held no meetings in 2022-23 or 2023-24, against five, three and four meetings in the three years before.

What this means for applicants

With no fresh money released in the two latest years covered, new loans depend on what is set aside in the budget. The answer said three loan applications worth Rs 387.25 lakh were pending, and that releases are made based on the budgetary provision under the scheme. A Waqf Board planning a project should check with the CWC on whether funds are available before spending heavily on a detailed project report.

What the figures do not tell you

The answer gives money released to the CWC, not loans paid out to individual waqf projects in each year, and it does not say how many projects were built or are repaying their loans. A year with a nil release is a year with no new central grant, which is not the same as a count of loans given.
