What is Startup India Investor Connect?

Startup India Investor Connect is an online matchmaking platform run by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry. Startup India Investor Connect was launched on 11 March 2023 at the sixth meeting of the National Startup Advisory Council (NSAC), chaired by the Union Minister for Commerce and Industry. The platform was ideated by the NSAC and co-developed by DPIIT with SIDBI.

Startup India Investor Connect exists to solve a discovery problem rather than a capital problem. Recognised startups outside the metros often have no route to credible investors, and investors have no verified pipeline outside their own networks. The platform puts both sides in one place and matches them on sector, stage, geography and ticket size.

Main features

  • Free to use for both DPIIT-recognised startups and registered investors.
  • Matching driven by sector, funding stage, geography and ticket size.
  • Startup profiles are pre-verified in the sense that DPIIT recognition has already been granted, so investors are not starting from zero.
  • Investors can post investment requirements that startups apply against.
  • The portal explicitly does not conduct securities transactions.

What Startup India Investor Connect is not

This is the point readers most often get wrong. Startup India Investor Connect is not a funding scheme. There is no sanction, no grant, no loan, no guarantee and no subsidy attached to registering on it. Nothing on the platform obliges any investor to invest, and DPIIT does not underwrite, recommend or guarantee any deal that results.

The three DPIIT schemes that do involve money are separate and have their own application routes:

Scheme What it provides Where to apply
Startup India Seed Fund Scheme Grant and convertible debenture support up to Rs 50 lakh, through selected incubators seedfund.startupindia.gov.in
Fund of Funds for Startups SIDBI-managed capital into SEBI-registered AIFs, which invest in startups Through the AIF, not the government
Credit Guarantee Scheme for Startups Credit guarantee cover on loans to DPIIT-recognised startups Through the member lending institution

Investor Connect sits alongside these as a discovery layer, not a fourth funding window.

Who is eligible for Startup India Investor Connect?

You can register as a startup if:

  • Your entity holds valid DPIIT recognition under the Startup India initiative.
  • You have an active Startup India portal account, Investor Connect uses the same credentials and pulls your company details from the recognition record.

You can register as an investor if:

  • You are an angel investor, angel network, venture capital fund, corporate investor, family office or similar entity willing to complete the platform's investor registration.

You cannot apply or are not eligible if:

  • Your startup does not hold DPIIT recognition. Recognition is the gate, and there is no waiver.
  • You are an individual seeking a personal benefit, a loan, a stipend or a grant. Startup India Investor Connect has no individual benefit of any kind.
  • Your entity is a proprietorship or an unregistered venture, since DPIIT recognition itself is limited to private limited companies, registered partnership firms and LLPs.
  • Your entity was incorporated more than 10 years ago, or had turnover above Rs 100 crore in any financial year since incorporation — both disqualify you from DPIIT recognition and therefore from the platform.

What documents are required for Startup India Investor Connect?

Document Mandatory Notes
DPIIT recognition certificate Yes The gate for a startup profile
Startup India portal login Yes Same credentials; company details auto-populate
Certificate of incorporation or registration Yes Needed to obtain DPIIT recognition
Pitch deck and funding requirement No Not required by the portal, but a profile without an ask rarely gets a response

How to apply on Startup India Investor Connect

  1. Obtain DPIIT recognition on startupindia.gov.in if you do not already hold it. Recognition is free and is the prerequisite for everything below.
  2. Go to investorconnect.startupindia.gov.in and log in with your existing Startup India credentials.
  3. Confirm the auto-populated company details drawn from your DPIIT recognition record, and correct anything that is out of date.
  4. Complete your startup profile, sector, stage, traction, team, the amount you are raising and what the money will be used for.
  5. Browse the posted investment requirements from registered investors and apply to the ones that match your sector and stage.
  6. Respond to investor queries directly. Diligence, valuation, term sheet and share transfer all take place outside the portal.

Investors follow the mirror route: register on the same platform, complete the investor profile, post investment requirements, and review applications from matched startups.

Is Startup India Investor Connect worth registering on?

Startup India Investor Connect costs nothing and takes under an hour once DPIIT recognition is in hand, so the arithmetic is straightforward for a startup that is actively raising. The realistic expectation is visibility, not capital. A listing does not shorten diligence, does not substitute for a warm introduction, and does not commit any investor to anything.

The platform is most useful to startups outside the established funding hubs, where the constraint is being seen at all rather than being evaluated.

Neither DPIIT nor SIDBI charges for registration or for an introduction. Anyone demanding a fee to "list you" on Investor Connect or to "arrange" a government-backed investor is not acting for the government.

Frequently asked questions

Does Startup India Investor Connect give funding?

No. Startup India Investor Connect gives no money at all - it is an introduction platform, not a funding scheme. Any investment that follows is a private commercial transaction between the startup and the investor, on terms they negotiate themselves. For government-backed capital, look at the Startup India Seed Fund Scheme or the Fund of Funds for Startups.

Who can register on Startup India Investor Connect?

Only startups holding valid DPIIT recognition under the Startup India initiative can register as startups, alongside investors such as angel networks, VC funds and corporate investors. An individual who does not run a DPIIT-recognised startup cannot apply for a personal benefit here.

Startup India Investor Connect was launched on 11 March 2023 at the 6th meeting of the National Startup Advisory Council, chaired by the Union Minister for Commerce and Industry. It was ideated by the NSAC and co-developed by DPIIT and SIDBI.

Is there any fee to use Startup India Investor Connect?

No. Registration and use of the platform are free. There is no advisory fee, no success commission and no subscription charge levied by the portal. Any fee demanded by a third party claiming to place you with an Investor Connect investor is not a government charge.

Does the portal handle the investment transaction itself?

No. The portal states that it has been developed only for introducing investors and startups, and that it does not participate in online or offline buying, selling or any other transaction of securities. Due diligence, valuation and share transfer happen entirely outside it.
