Police Verification Certificate (Character Certificate) in Tamil Nadu
Tamil Nadu state government scheme
Police Verification Certificate in Tamil Nadu is issued by Tamil Nadu Police through its CCTNS citizen portal at eservices.tnpolice.gov.in, which offers police verification in four categories; Self, Job, Tenant and Domestic Help. Tamil Nadu Police treats it as a paid citizen service, and the jurisdictional police station verifies the address before the certificate is approved.
What is a police verification certificate in Tamil Nadu?
A police verification certificate in Tamil Nadu is Tamil Nadu Police's written statement that its records show nothing adverse against a named person at the address given in the request. Tamil Nadu Police delivers the service through its CCTNS citizen portal at eservices.tnpolice.gov.in, which is linked from the department's main site at police.tn.gov.in.
Tamil Nadu is one of the states that splits this document into four named categories rather than issuing one generic "character certificate". Tamil Nadu Police's police verification service runs as Self, Job, Tenant and Domestic Help, and the category you pick changes whose details you enter. Self and Job verify you; Tenant verifies the person renting your property; Domestic Help verifies a worker you are engaging in your household. Choosing the wrong one is the commonest way a Tamil Nadu request goes wrong at the first screen.
This is a police document rather than a revenue one. Tamil Nadu's e-Sevai platform, run by the Tamil Nadu e-Governance Agency across more than ten thousand e-Sevai centres, issues income, community, nativity and first-graduate certificates through the Revenue Department, but no tahsildar issues a police verification certificate, because only the police hold the records it reports on.
Who can and who cannot apply?
You can apply for a Tamil Nadu police verification certificate if you have a Tamil Nadu address that a police station can verify, and you fall into one of the four categories the portal offers. That includes an individual verifying their own antecedents for a job, a landlord verifying a tenant, and a household verifying a domestic worker. There is no income limit, no community criterion and no age bar. This is a records check, not a welfare benefit, so none of the tests that govern Tamil Nadu's community or income certificates apply here.
You cannot apply through the Tamil Nadu Police portal for an address outside Tamil Nadu. Tamil Nadu Police verifies its own jurisdiction only, and a previous address in Kerala, Karnataka or Andhra Pradesh has to be verified by that state's police. You also cannot apply here for a Police Clearance Certificate meant for a passport, a visa or foreign immigration, that goes through the Passport Seva portal to the Regional Passport Office, and applying on the police portal instead is the single most common wasted application in Tamil Nadu.
You are not eligible for a clean verification while an FIR or criminal case is pending against you. Tamil Nadu Police reports what the register shows.
What documents are required?
The Tamil Nadu flow is built around identity, photograph and a verifiable address, plus the details of the person being verified where that is not you:
- Proof of identity. A government photo ID in the name of the person being verified.
- Proof of the Tamil Nadu address to be verified, a rent agreement, EB (electricity) card, property tax receipt or ration card.
- A passport-size photograph, in the size and format the upload screen states.
- Details of the tenant or domestic worker, for the Tenant and Domestic Help categories: their identity document, their photograph and the address they will occupy.
- The payment record the portal generates, since police verification sits under Citizen Service (Paid).
Keep the originals available. Tamil Nadu Police completes the request with a physical verification by the jurisdictional station, and the officer who visits will ask to see something that ties the person to the address.
How to apply for a police verification certificate in Tamil Nadu online
- Open eservices.tnpolice.gov.in, the Tamil Nadu Police citizen portal, and go to Citizen Service (Paid) → Police Verification → New Request from the main menu.
- Log in with your mobile number. Enter the mobile number and the security code shown, receive the OTP on that number, and log in with it. Use a number you actually hold, because it carries the later alerts and the reference number.
- Choose the category — Self, Job, Tenant or Domestic Help. This decides whose particulars the form asks for next, so choose before you start typing.
- Fill the request form. Enter the name exactly as it appears on the identity document, date of birth, the complete Tamil Nadu address with the district and the police station covering it, and the purpose. For a Tenant or Domestic Help request, enter the person being verified rather than yourself.
- Upload the documents, identity proof, address proof and photograph, in the formats the upload screen specifies.
- Pay the fee the portal displays and submit. Save the reference number on the acknowledgement; it is what you use for the status check and any follow-up.
- Stay available for the jurisdictional police station's verification. Tamil Nadu Police completes the physical address verification before the request is approved and the certificate issued.
How do you check the application status?
Tamil Nadu Police runs a status-check facility for police verification services on the same portal at eservices.tnpolice.gov.in. A separate entry from the application itself, listed on the national services portal as "Check the Status of Police Verification Services (Self/Job/Tenant/Domestic-Help), Tamil Nadu Police". Look the request up with the reference number you were given at submission.
Because the middle of the process sits with a police station rather than the software, a request that appears unchanged for several days is normally waiting on the station's report rather than stuck. If nothing has moved for well over a fortnight, approach the station covering the address with the reference number in hand.
Why do Tamil Nadu requests get delayed or rejected?
- The wrong category was chosen, a Self request filed where a Tenant request was needed, or the reverse.
- The person being verified was not found at the declared address when the officer visited.
- The address entered falls outside the jurisdiction of the station selected.
- Name or date of birth on the form does not match the identity document uploaded.
- Uploads are unreadable or in an unaccepted format.
- The applicant actually needed a Passport Seva PCC for a visa and filed a police verification request instead.
- An FIR or criminal case is pending, which the verification then has to record.
What does it cost, and what about agents?
Tamil Nadu Police lists police verification under Citizen Service (Paid) and displays the applicable charge on the portal's own payment screen at the time of the request. That displayed amount, paid online by net banking, debit card or credit card on eservices.tnpolice.gov.in, is the entire legitimate government cost. Where you use an e-Sevai centre or a Common Service Centre to file it, the operator's notified service charge is on top of it and nothing else is.
Nobody at a police station is entitled to a rupee beyond that. Agents in Chennai, Coimbatore and Madurai who advertise a "one-week guaranteed police verification" for a few thousand rupees are selling a queue position that does not exist, the file still goes to the same station and the same verifying officer, and the physical verification still takes as long as it takes.
Pay on the portal yourself and keep the receipt. It is your proof of exactly what the government charged and the first document to produce if anyone asks for money on the side. If verification has not started at all, or if money is demanded, the Superintendent of Police for the district or the Commissioner of Police for the city is the correct escalation, and the department's own grievance route is published on police.tn.gov.in.

Frequently asked questions
Who issues a character certificate in Tamil Nadu?
Tamil Nadu Police issues it as a Police Verification Certificate through its CCTNS citizen portal at eservices.tnpolice.gov.in. The police station whose jurisdiction covers the address on the request carries out the physical verification before approval.
What are the four Tamil Nadu police verification categories?
Tamil Nadu Police offers police verification as Self, Job, Tenant and Domestic Help. Self and Job cover your own antecedents, Tenant covers a person renting your property, and Domestic Help covers a worker you are engaging at home, so choose the category before you start the form.
Can I apply for a Tamil Nadu police verification certificate online?
Yes — Tamil Nadu Police runs the service on eservices.tnpolice.gov.in under Citizen Service (Paid), where you log in with your mobile number and an OTP, complete the request, pay and submit. There is no need to visit a police station to lodge the request itself.
Is a Police Verification Certificate the same as a PCC for a visa?
No. A Police Verification Certificate from Tamil Nadu Police covers local purposes such as employment, tenancy and domestic help, whereas a Police Clearance Certificate for a passport, a visa or foreign immigration is applied for separately through the Passport Seva portal and issued by the Regional Passport Office.
Which police station will verify my Tamil Nadu request?
The police station in whose jurisdiction the address on the request falls does the verification, which is why the address must be the real one. Being unreachable when the verifying officer calls or visits is the most common cause of delay.
What does the Tamil Nadu police verification cost?
Tamil Nadu Police lists police verification under "Citizen Service (Paid)" and displays the applicable charge on the portal's own payment screen at the time of the request, so check the figure shown to you before paying. Whatever that screen shows is the entire government charge.
How do I check the status of my request?
Tamil Nadu Police provides a status-check facility for police verification services on the same portal, eservices.tnpolice.gov.in, where you look the request up with the reference number you were given at submission.
Can a landlord get a tenant verified in Tamil Nadu?
Yes, Tenant is one of the four categories Tamil Nadu Police offers on the citizen portal, and the landlord files the request with the tenant's identity and address details. Households engaging a domestic worker use the Domestic Help category in the same way.
