Capital Subsidy (Tamil Nadu MSME)
Tamil Nadu state government scheme
Capital Subsidy pays a Tamil Nadu MSME 25% of the value of eligible plant and machinery, up to Rs 150 lakh, with extra layers of 5% for women, SC, ST, differently abled and transgender entrepreneurs, 10% for micro enterprises and 25% for cleaner technology. Applications must be filed within one year of commencing commercial production, through msmeonline.tn.gov.in.
What is the Tamil Nadu MSME Capital Subsidy?
Capital Subsidy is the flagship investment incentive of the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu, delivered through the Commissionerate of Industries and Commerce and the District Industries Centres. It reduces the burden of buying plant and machinery for a new or expanding manufacturing enterprise.
According to the MSME Department's guidelines on msmeonline.tn.gov.in, the base benefit is 25% capital subsidy on the value of eligible plant and machinery, subject to a maximum of Rs 150 lakh. Several additional layers sit on top of that base, and an enterprise can qualify for more than one:
| Component | Rate | Ceiling |
|---|---|---|
| Base capital subsidy on eligible plant and machinery | 25% | Rs 150 lakh |
| Additional subsidy for micro enterprises | 10% | Rs 5 lakh |
| Additional subsidy for women, SC, ST, differently abled and transgender entrepreneurs | 5% | Rs 5 lakh |
| Additional subsidy for existing micro and small enterprises on expansion | 5% | Rs 25 lakh |
| Additional subsidy for cleaner and environment-friendly technology | 25% | Rs 10 lakh |
The cleaner-technology layer is worth noting because it applies to new and existing enterprises alike, and at 25% it is the same rate as the base subsidy.
Which enterprises are eligible for the capital subsidy?
You can apply if your enterprise is:
- A new micro manufacturing enterprise set up anywhere in Tamil Nadu.
- A new small or medium manufacturing enterprise in any of the 24 thrust sectors notified by the state. The thrust sector list spans electrical and electronics, leather goods, auto components, pharmaceuticals, solar equipment, jewellery for export, electric vehicle components, textiles, aerospace, biotechnology, food processing and specialty chemicals, among others.
- A new small or medium manufacturing enterprise located in any of the 254 industrially backward blocks.
- A new agro-based small or medium manufacturing enterprise in any of the 388 blocks of the state.
- An existing enterprise in these categories undertaking substantial expansion or diversification, meaning an enhancement of at least 25% in the value of plant and machinery together with at least a 25% increase in turnover.
You are not eligible if:
- Your business is a trading, retail or pure service enterprise. The capital subsidy is a manufacturing incentive and such businesses cannot apply.
- Your line of manufacture falls in the excluded list. The guidelines exclude sugar, distilleries, mining, cement, aluminium smelting, cigarette manufacturing, saw mills, slaughter houses and synthetic fibre production such as nylon, rayon and polyester, among others.
- You are a small or medium enterprise outside a thrust sector, outside the 254 industrially backward blocks and not agro-based. Location and sector are what qualify an SME; only micro enterprises are eligible anywhere in the state.
- You file more than one year after commencement of commercial production. A late applicant is not eligible, and this cannot be cured afterwards.
- The investment is in land, building, vehicles, furniture or working capital rather than eligible plant and machinery.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Udyam Registration certificate | Yes | The basic MSME credential |
| Commencement of commercial production certificate | Yes | Starts the one-year clock |
| Invoices and payment proofs for machinery | Yes | The subsidy is computed on these |
| Chartered Accountant certificate on investment | Yes | Certifies capitalised value |
| Bank sanction letter and loan statement | No | Where machinery is term-loan financed |
| Category proof for additional subsidy | No | Community, disability, transgender or woman-entrepreneur proof |
| Land, building documents and factory licence | Yes | Establishes the block and location |
| Statutory clearances | Yes | Pollution control consent and line-specific approvals |
How to apply for the Tamil Nadu capital subsidy
- Complete Udyam Registration for the enterprise if it is not already registered, since every Tamil Nadu MSME incentive runs off this credential.
- Obtain the commencement of commercial production certificate and note the date on it. Your application must reach the department within one year of that date, so build the file backwards from this deadline rather than waiting until the plant has stabilised.
- Assemble the investment file, invoices for each item of plant and machinery, proof of payment through the bank, and a Chartered Accountant's certificate on the value capitalised. Cash purchases without bank trail are the commonest reason for items being disallowed.
- Register and file the application on msmeonline.tn.gov.in, choosing the capital subsidy incentive, and claim each additional layer you qualify for, micro status, entrepreneur category, expansion, or cleaner technology, with supporting proof for each.
- Upload all documents listed above, including land and building papers, the factory licence and pollution control consent, so that the block and the line of manufacture can be verified.
- Attend the pre-scrutiny and inspection by the General Manager, District Industries Centre, or the Regional Joint Director, Chennai, who verifies the machinery physically against the invoices.
- Track the application on the portal and respond quickly to any query raised, since a query left unanswered stalls the file.
How is the subsidy released?
The subsidy is disbursed after sanction, and where the plant and machinery was financed by a term loan it is typically routed through the financing bank and credited against the loan account. Enterprises that funded machinery from their own resources receive it in the enterprise's account.
The subsidy is on the value of eligible plant and machinery only. Land, buildings, vehicles, office equipment, furniture, generators for non-process use and working capital do not enter the computation, and second-hand machinery is generally excluded.
How to check the status of your capital subsidy claim
- Log in to msmeonline.tn.gov.in with the credentials used for the application and open the incentive status screen.
- Contact the General Manager, District Industries Centre for your district, who holds the file during pre-scrutiny and inspection. In Chennai the file sits with the Regional Joint Director.
- Escalate to the Commissionerate of Industries and Commerce where a file has been pending beyond a reasonable period after inspection.
Why capital subsidy claims get rejected
- Filed after one year from commencement of commercial production. This is the most common and least curable defect.
- Excluded line of manufacture, such as sugar, distillery, cement, saw mill or synthetic fibre.
- SME outside a thrust sector and outside a backward block, where only micro enterprises would have qualified anywhere in the state.
- Machinery invoices without bank payment trail, or invoices in a name other than the enterprise.
- Second-hand or reconditioned machinery claimed as eligible investment.
- Expansion claimed without meeting the 25% and 25% test on plant and machinery value and turnover.
- Additional 5% claimed without the category certificate; community certificate, disability certificate or transgender identity card.
- Physical verification failing because the machinery is not installed at the address on record.
Other Tamil Nadu MSME incentives to claim alongside
An enterprise that qualifies for the capital subsidy usually qualifies for several other MSME Department incentives, each of which is applied for separately on msmeonline.tn.gov.in:
- Low Tension Power Tariff (LTPT) Subsidy to 20% of energy charges for 36 months, applied for within three months of commencement of production or the power connection, whichever is later.
- Grant of Quality Certification Reimbursement of Charges — up to Rs 2 lakh for national certification and Rs 10 lakh for international certification.
- Subsidy for Asset Creation for Intellectual Property to 75% on the cost of patent registration and 50% on the cost of trademark or GI registration.
- Promotion of Energy Audit and Conservation of Energy (PEACE): subsidy on the cost of an energy audit and on the equipment installed on its recommendation.

Frequently asked questions
How much capital subsidy does Tamil Nadu give an MSME?
25% of the value of eligible plant and machinery, subject to a maximum of Rs 150 lakh. On top of that, an additional 10% is available to micro enterprises up to Rs 5 lakh, an additional 5% to enterprises set up by women, Scheduled Caste, Scheduled Tribe, differently abled and transgender entrepreneurs up to Rs 5 lakh, an additional 5% to existing micro and small enterprises undertaking expansion up to Rs 25 lakh, and an additional 25% for plant and machinery installed to promote cleaner and environment-friendly technologies up to Rs 10 lakh.
By when must a capital subsidy application be filed?
Within one year from the date of commencement of commercial production. This is a strict deadline and a late application is not entertained, which makes the commencement of production certificate the most important paper in the file.
Which enterprises are eligible for the capital subsidy?
All new micro manufacturing enterprises anywhere in the state; new small and medium manufacturing enterprises in any of the 24 thrust sectors; new small and medium manufacturing enterprises in the 254 industrially backward blocks; new agro-based small and medium manufacturing enterprises in 388 blocks; and existing enterprises in these categories undertaking substantial expansion or diversification.
Which industries cannot claim the capital subsidy?
The guidelines exclude sugar, distilleries, mining, cement, aluminium smelting, cigarette manufacturing, saw mills, slaughter houses and synthetic fibre production such as nylon, rayon and polyester, among others. Service enterprises are outside the capital subsidy, which is for manufacturing.
What counts as substantial expansion or diversification?
For Tamil Nadu MSME incentives, expansion or diversification means an enhancement of at least 25% in the value of plant and machinery along with at least a 25% increase in turnover. An existing enterprise meeting that test can claim the subsidy on the additional investment.
Where do I apply for the Tamil Nadu capital subsidy?
Online at msmeonline.tn.gov.in, the Micro, Small and Medium Enterprises Department's incentive portal. The application is pre-scrutinised and verified by the General Manager of the District Industries Centre, or the Regional Joint Director in Chennai.
Can a trading business or a shop claim the capital subsidy?
No. The capital subsidy is confined to manufacturing enterprises. A trading firm, a retail shop or a pure service business cannot apply, though some Tamil Nadu MSME incentives such as quality certification reimbursement do cover service enterprises.
