Low Tension Power Tariff (LTPT) Subsidy (Tamil Nadu)
Tamil Nadu state government scheme
Low Tension Power Tariff (LTPT) Subsidy refunds 20% of the electricity charges of an eligible Tamil Nadu MSME for 36 months from the date of commencement of production or the date of the power connection, whichever is later. The eligibility certificate must be applied for within three months, and the first claim within 30 days of that certificate, on msmeonline.tn.gov.in.
What is the Low Tension Power Tariff (LTPT) Subsidy?
Low Tension Power Tariff (LTPT) Subsidy is an operating-cost incentive of the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu, delivered through the Commissionerate of Industries and Commerce and the District Industries Centres. It exists to reduce the electricity bill of a small manufacturing enterprise in its first three years, when the unit is running below capacity and the power bill is a disproportionate share of costs.
According to the MSME Department's guidelines, the subsidy is 20% of the electricity charges, given for 36 months from the date of commencement of production or from the date of obtaining the power connection, whichever is later. Only actual energy charges, including surcharge, tax and other components, are eligible; penalty amounts are excluded.
Two dates control everything about this subsidy, and applicants who confuse them lose the benefit:
- The later of the commencement of commercial production and the power connection is the date from which the 36 months run.
- The three-month window from that same date is the period within which the application for an Eligibility Certificate must be filed.
Which enterprises are eligible for the LTPT subsidy?
You can apply if your enterprise is:
- A new micro manufacturing enterprise established anywhere in Tamil Nadu.
- A new small or medium manufacturing enterprise established in any of the 251 industrially backward blocks.
- A new agro-based micro, small or medium manufacturing enterprise in any of the 385 blocks of the state.
- An existing enterprise in these categories undertaking substantial expansion or diversification, which means an enhancement of at least 25% in the value of plant and machinery along with at least a 25% increase in turnover.
- Drawing power on a low tension service connection from TANGEDCO.
You are not eligible if:
- Your enterprise shares power with another enterprise. Such units cannot apply, and this is stated expressly in the guidelines.
- You are claiming for a second or later LT connection in the same premises. Where an enterprise has multiple LT connections at one premises, the subsidy is eligible for the first service connection only. A branch unit at a different location gets the subsidy on its own first connection.
- Your activity falls in the excluded list, sugar, distilleries, fertiliser, mining, iron and steel smelting, tobacco products, saw mills, service enterprises, cement, aluminium smelting, slaughter houses, repackaging of drugs, dyes, firecrackers, manufacture of ozone-depleting substances, poultry, caustic soda production, and agro-industries located within municipal corporations.
- You are a small or medium enterprise outside the 251 industrially backward blocks and not agro-based. Only micro manufacturing enterprises qualify anywhere in the state.
- You miss the three-month window for the eligibility certificate.

How to apply for the LTPT subsidy
- Fix your start date. Identify the later of the date of commencement of commercial production and the date of the LT power connection. Every deadline in this scheme runs from that single date.
- File the eligibility application within three months of that date, online on msmeonline.tn.gov.in, or with the General Manager, District Industries Centre, or the Regional Joint Director, Chennai. Attach the Udyam registration, the commencement certificate, the LT service connection document and, for a small or medium enterprise, proof that the unit is in a qualifying block or is agro-based.
- Obtain the Eligibility Certificate issued by the department after verification. This certificate is the document against which every future claim is made, so keep the number and date safe.
- Submit the first claim within 30 days from the date of issue of the Eligibility Certificate, enclosing the electricity bills paid up to that point.
- Submit subsequent claims every six months: bills for January to June by 31 August, and bills for July to December by 28 February of the following year.
- Continue claiming until the 36 months are complete, keeping every bill and payment receipt, since claims are settled against paid bills.
How is the subsidy calculated and paid?
The subsidy is 20% of the actual energy charges on the eligible service connection, computed from the bills for each claim period, and released into the enterprise's bank account. Surcharge, tax and similar components form part of the eligible energy charges; penalties do not, so a unit that incurs penalty charges for delayed payment loses subsidy on that portion.
Because the subsidy runs for a fixed 36 months, missing a six-monthly claim window does not extend the period. The 36 months keep running whether or not claims are filed, so a lapsed window is lost value, not deferred value. This is the single most expensive habit among enterprises that hold this incentive.
How to check the status of your LTPT claim
- Log in to msmeonline.tn.gov.in and open the incentive status screen for your eligibility certificate number.
- Contact the General Manager, District Industries Centre of your district, who processes the eligibility certificate and the claims. In Chennai, the Regional Joint Director handles it.
- Escalate to the Commissionerate of Industries and Commerce for a claim pending long after submission.
Why LTPT claims get rejected
- Eligibility application filed after three months from commencement of production or the power connection, whichever is later.
- First claim filed after 30 days from the issue of the Eligibility Certificate.
- Six-monthly claim window missed; bills for January to June not claimed by 31 August, or July to December bills not claimed by 28 February.
- Second LT connection claimed at the same premises, when only the first is eligible.
- Power shared with another enterprise, which is an outright bar.
- Excluded activity, most often a service enterprise or a saw mill applying under a manufacturing incentive.
- Penalty amounts included in the claim computation.
- Bills unpaid at the time of claim, since the subsidy is on charges actually borne.
Other Tamil Nadu MSME incentives worth claiming together
- Capital Subsidy to 25% of eligible plant and machinery up to Rs 150 lakh, applied for within one year of commencement of commercial production.
- Grant of Quality Certification Reimbursement of Charges — up to Rs 2 lakh for national and Rs 10 lakh for international certification.
- Subsidy for Asset Creation for Intellectual Property to 75% on the cost of patent registration and 50% on trademark or GI registration.
- Promotion of Energy Audit and Conservation of Energy (PEACE), subsidy on the cost of an energy audit and on the equipment installed on its recommendation. An enterprise drawing the LTPT subsidy is exactly the kind of unit for which an energy audit pays for itself.
