What is the maintenance allowance for muscular dystrophy?

Maintenance Allowance for Persons Affected with Muscular Dystrophy is a cash benefit of the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. A person assessed with muscular dystrophy at 40 per cent disability and above receives Rs 2,000 per month, credited by Direct Benefit Transfer to their bank account before the 5th of every month.

Muscular dystrophy is one of six categories under the department's single maintenance allowance framework. The department's own figures for 2024-25 show 4,452 muscular dystrophy beneficiaries, out of a total of 2,50,987 across all categories, at a total cost of Rs 57,679.23 lakh.

The full maintenance allowance table

Category Disability required Beneficiaries in 2024-25
Persons with intellectual disability 40 per cent and above 1,82,846
Severely affected persons 75 per cent and above 46,286
Parkinson's disease, spinal cord injury, multiple sclerosis 40 per cent and above 3,498
Autism spectrum disorder 40 per cent and above 2,422
Muscular dystrophy 40 per cent and above 4,452
Leprosy affected persons 40 per cent and above 11,483
Total 2,50,987

Why muscular dystrophy has its own line matters. The condition is progressive; muscle strength declines over years, which means a person often crosses out of paid work long before they would cross the 75 per cent threshold that the "severely affected persons" category requires. Setting the muscular dystrophy threshold at 40 per cent allows the allowance to begin while the person still has partial mobility and the household is already losing income to caregiving and medical cost.

Who is eligible, and who is not?

You can apply if:

  • You are affected with muscular dystrophy, assessed at 40 per cent disability and above on a disability certificate from a government medical board.
  • You are a resident of Tamil Nadu.
  • You hold, or can obtain, the National Identity Disability Card issued by the District Differently Abled Welfare Office, or a UDID card.
  • You have a bank account in your own name that can be seeded with Aadhaar.

Your income is irrelevant. So is your community, your employment history and whether another family member receives a pension.

You cannot apply if:

  • Your disability is assessed below 40 per cent. The certificate is the whole basis of the claim and an applicant below the threshold is not eligible.
  • You have no disability certificate from a government medical board.
  • You are already drawing a disability allowance from the Revenue Department or another maintenance allowance. District listings are explicit that the allowance goes to those who have not obtained the Revenue Department allowance.
  • You are resident outside Tamil Nadu.
  • Your condition is a different disability. A person with a locomotor disability of another origin should apply under the correct category; severely affected persons at 75 per cent and above, or one of the other listed heads.

How to apply for the muscular dystrophy maintenance allowance

  1. Obtain the disability certificate. Get the assessment done through the medical board at a Government Medical College Hospital, District Headquarters Hospital, Taluk or non-Taluk hospital, or at a special camp. The State Resource cum Training Centres at Chennai and Tiruchirappalli also issue disability certificates. The certificate must record muscular dystrophy and an assessment of 40 per cent or above.
  2. Get the National Identity Disability Card. Apply at the District Differently Abled Welfare Office, which issues the NIDC to persons with 40 per cent and above disability on the strength of the certificate. The Unique Disability Identification card is generated through swavlambancard.gov.in.
  3. Open or confirm a bank account in the beneficiary's own name and get it seeded with Aadhaar. Where the person cannot operate the account, a legal guardian's details must be recorded.
  4. Visit the e-Sevai centre nearest your residence and file the maintenance allowance application under the muscular dystrophy category. This is the route the department specifies.
  5. Submit the documents; disability certificate, NIDC or UDID, Aadhaar, bank passbook, ration card, residence proof and photograph β€” and collect the acknowledgement with the application number.
  6. Wait for scrutiny by the District Differently Abled Welfare Officer, who verifies the certificate and the category before sanctioning the allowance.
  7. Check the bank account from the 5th of the month after sanction. Payments are made by Direct Benefit Transfer before the 5th of every month.

How to check the status of your application

  1. Return to the e-Sevai centre where you applied and ask for the status against your application number. e-Sevai runs a status-check service for applications filed through its centres.
  2. Contact the District Differently Abled Welfare Officer at the district headquarters. The officer who scrutinises and sanctions. Differently Abled Welfare Offices function in all 39 districts.
  3. Call the toll-free helpline 1800-425-0111, or use the WhatsApp video call number 9499933703 if you are hearing impaired.
  4. Check the bank passbook or the bank's SMS alerts after the 5th of each month.

Why applications get rejected, and how to fix them

  • Disability assessed below 40 per cent. Re-assessment is possible where the condition has progressed. Approach the medical board again with current medical records; muscular dystrophy is progressive and an old assessment may understate the present position.
  • Certificate does not name muscular dystrophy. A generic locomotor disability certificate can route the file to the wrong category. Ask the medical board to record the diagnosis specifically.
  • No National Identity Disability Card. Obtain it from the District Differently Abled Welfare Office before or alongside the allowance application.
  • Bank account not Aadhaar-seeded, which blocks Direct Benefit Transfer even after sanction.
  • Account not in the beneficiary's name. Where a guardian operates it, the guardianship must be recorded with the district office.
  • Already drawing a Revenue Department disability allowance. Only one payment is permitted; the department checks this.
  • Name or address mismatch between the certificate, Aadhaar, ration card and the bank account. Align these before filing.

What else a person with muscular dystrophy can claim in Tamil Nadu

The maintenance allowance is one of a set. A person holding the National Identity Disability Card should ask the District Differently Abled Welfare Office about:

  • Chief Minister's Comprehensive Health Insurance Scheme, available to identity card holders with no income limit and covering family members.
  • Aids and appliances: wheelchairs, including battery-operated wheelchairs for spinal cases, walkers, calipers, crutches and CP chairs.
  • Bus fare concessions, including free travel to school, college, hospital or work, a 75 per cent concession across Tamil Nadu, and the same concession for an escort certified as necessary.
  • Three-fourths concession on train fares on a severe disability certificate from a government doctor.
  • Scholarships across school, ITI, polytechnic and higher education.
  • Welfare Board benefits for registered members: marriage assistance, delivery assistance, funeral expenses of Rs 2,000, natural death assistance of Rs 15,000 and accidental death assistance of Rs 1,00,000.

Where to raise a grievance

  • The District Differently Abled Welfare Officer at your district collectorate.
  • The toll-free helpline 1800-425-0111, and WhatsApp video call 9499933703 for hearing impaired callers.
  • The State Commissionerate for the Differently Abled, Chennai, scd.tn.gov.in.
  • The district collector's grievance day for files pending an unreasonable time.

The allowance is free to apply for. e-Sevai charges only its small notified service fee, and no agent can secure a sanction on your behalf.
