What is marriage assistance for marrying an orthopedically differently abled person?

Marriage Assistance to Normal Persons Marrying Orthopedically Differently Abled Persons is the name under which one branch of Tamil Nadu's marriage assistance scheme for the differently abled is commonly listed. The scheme is run by the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu, through the Commissionerate for Welfare of the Differently Abled and the District Differently Abled Welfare Offices.

"Orthopedically differently abled" is the older term for what the department now calls locomotor affected persons: people whose disability affects movement, including polio, amputation, cerebral palsy, spinal injury and similar conditions. The scheme was designed to remove one specific obstacle: the extra cost and the social hesitation around a marriage in which one partner has a disability.

How the scheme grew. The department's Policy Note for 2025-26 traces its history in three lines. The scheme was introduced to encourage a normal person to marry a visually impaired person. It was subsequently extended to normal persons marrying other categories of disabilities like hearing impaired and the locomotor affected persons. And it now covers all differently abled persons marrying all categories of differently abled. The orthopedic branch is therefore the second stage of a scheme that has since become general.

What is given. Under the marriage assistance scheme, an 8 gram gold coin is given to make the Thirumangalyam and a sum of Rs 25,000 is given as cash assistance to the couple. If any one of the couple is a graduate or a diploma holder, then Rs 50,000 is given as cash assistance. The gold coin is the same in both cases.

The scale. During 2024-25, a sum of Rs 683.17 lakh was utilised and 588 beneficiaries were given assistance under the scheme. Rs 717.73 lakh is provided in the Budget Estimate for 2025-26.

Who is eligible for this marriage assistance, and who is not eligible?

You can claim the assistance if:

  • One spouse is a locomotor affected or otherwise differently abled person, and the other is a person without disability. In the scheme's present, wider form, a marriage between two differently abled persons is equally covered.
  • The differently abled spouse holds a disability certificate issued by the appropriate certifying authority. Tamil Nadu issues its National Identity Disability Card to persons with 40 per cent and above disability on that basis.
  • Both spouses are of legal marriageable age and the marriage is valid.
  • You are a resident of Tamil Nadu and apply through your own district office.

The department's Policy Note does not state an income ceiling for marriage assistance, and the department's stated practice on its allied maintenance allowance is to give the benefit without considering the income level.

You cannot claim the assistance if:

  • Neither spouse is differently abled. A couple with no disability is not eligible here, and should look instead at the Social Welfare and Women Empowerment Department's four marriage assistance schemes, under which 7,963 beneficiaries were assisted to the tune of Rs 98.16 crore in 2024-25.
  • The differently abled spouse has no disability certificate. Obtaining the certificate is the first step, not a formality to be completed later.
  • You claim Rs 50,000 without a degree or diploma certificate for either spouse. In that case the claim is settled at Rs 25,000.
  • You have already received marriage assistance for the same marriage, from this department or from another department. Assistance is once per marriage.

How to apply for marriage assistance

  1. Get the disability certificate. Certificates are issued by the appropriate certifying authority for the disability concerned; medical boards at Government Medical College Hospitals, District Headquarters Hospitals, and Taluk and non-Taluk hospitals, and at special camps. The State Resource cum Training Centres at Chennai and Tiruchirappalli also issue disability certificates.
  2. Obtain the National Identity Disability Card or the UDID card. The District Differently Abled Welfare Office issues the NIDC to persons with 40 per cent and above disability; the Unique Disability Identification card is generated through swavlambancard.gov.in. 8,94,220 UDID cards had been generated and delivered to residences as on 31 March 2025.
  3. Collect the marriage assistance application form from the District Differently Abled Welfare Officer. Differently Abled Welfare Offices function in every district, each headed by a District Differently Abled Welfare Officer.
  4. Attach the documents; disability certificate, NIDC or UDID card, marriage invitation or marriage certificate, age proof of both spouses, Aadhaar of both, a bank passbook copy, and the degree or diploma certificate if the Rs 50,000 amount is being claimed.
  5. Submit the application to the District Differently Abled Welfare Officer and keep the dated acknowledgement. Departmental applications in Tamil Nadu are also received through e-Sevai centres.
  6. Follow the scrutiny. Applications are scrutinised by the District Differently Abled Welfare Officer, and the cash component is credited to the beneficiary's bank account through Direct Benefit Transfer.
  7. Collect the gold coin as arranged by the district office.

What documents are required?

Document Mandatory Notes
Disability certificate Yes From the appropriate certifying medical authority
NIDC or UDID card Yes Issued for 40 per cent and above disability
Marriage invitation or certificate Yes Establishes the marriage and its date
Age proof of both spouses Yes Birth or school certificate
Degree or diploma certificate No Only for the Rs 50,000 claim
Aadhaar of both spouses Yes Identification and DBT seeding
Bank passbook Yes Cash assistance is paid by DBT

Why claims get delayed or rejected

  • Disability certificate missing or lapsed. A temporary certificate that has expired is the commonest cause of delay. Get it renewed at a medical board or a camp before applying.
  • Disability assessed below 40 per cent, which keeps the applicant outside the benchmark threshold on which the department's benefits are built.
  • Degree or diploma certificate not attached, so a claim intended at Rs 50,000 is settled at Rs 25,000.
  • Bank account not seeded with Aadhaar, which stalls the DBT credit even after sanction.
  • Application filed long after the marriage, which makes verification harder and slows the file.
  • Duplicate claim where assistance has already been drawn for the same marriage from another department.

What else is available to a couple where one spouse is differently abled?

  • Maintenance allowance of Rs 2,000 per month, given on a medical certificate without considering income, to persons with intellectual disability at 40 per cent and above, severely affected persons at 75 per cent and above, and persons with Parkinson's disease, spinal cord injury, multiple sclerosis, autism spectrum disorder, muscular dystrophy or leprosy at 40 per cent and above. 2,50,987 beneficiaries received it in 2024-25.
  • Differently Abled Pension Scheme at Rs 1,500 per month, the rate fixed with effect from 1 January 2023, for unemployed differently abled persons aged 18 and above with 40 per cent and above disability, or with annual income up to Rs 3 lakh if self-employed.
  • Unemployment allowance by educational qualification β€” Rs 600 a month after the 10th standard, Rs 750 after the 12th and Rs 1,000 after a degree, for those registered with the employment exchange and unemployed for more than a year.
  • Interest-free bank loan up to Rs 1.50 lakh towards the beneficiary's contribution for a house allotted by the Tamil Nadu Urban Habitat Development Board or built under the Kalaignarin Kanavu Illam scheme, repayable over 5 years, with Rs 120 lakh allocated annually to benefit 1,000 persons.
  • Free travel concession on government buses for differently abled persons.

Where to ask and where to complain

  • Toll-free helpline: 1800-425-0111, set up exclusively for differently abled persons at the State Resource cum Training Centre, Chennai.
  • For hearing impaired persons: video call on WhatsApp 9499933703.
  • District level: the District Differently Abled Welfare Officer, who receives and scrutinises the application.
  • State level: the Commissionerate for Welfare of the Differently Abled, Chennai: scd.tn.gov.in.

Marriage assistance carries no application fee, and no agent is needed either to obtain a disability certificate or to have the assistance sanctioned.

How to check your application status

This scheme has no online tracking portal of its own, so status checking is done directly with the office that received the application, not through a website login.

  1. Keep the dated acknowledgement. When the application is submitted to the District Differently Abled Welfare Officer, the office gives a dated receipt. This acknowledgement number or date is what the office uses to trace the file, so quote it in every follow-up rather than only giving the applicant's name.
  2. Visit or call the District Differently Abled Welfare Office first. Since this office receives, scrutinises and forwards the application, it is the first and fastest point to ask whether the file has cleared scrutiny, whether any document is pending, and whether the case has been sent for sanction.
  3. If the application went through an e-Sevai centre, the centre can confirm whether the application was forwarded to the District Differently Abled Welfare Office and on what date, since e-Sevai only receives and routes the form rather than deciding on it.
  4. Watch the bank account for the DBT credit. Because the cash component is paid by Direct Benefit Transfer, a sanctioned claim shows up as a credit in the beneficiary's Aadhaar-seeded bank account. If scrutiny is complete but no credit has appeared, the likely hold-up is at the seeding or disbursal stage, which is again best raised with the District Officer.
  5. Use the toll-free helpline for a status query on 1800-425-0111, run for differently abled persons at the State Resource cum Training Centre, Chennai. Hearing impaired applicants can raise the same query by video call on WhatsApp at 9499933703.
  6. Escalate to the Commissionerate for Welfare of the Differently Abled at scd.tn.gov.in if the District Office does not respond after repeated follow-up, since the Commissionerate is the state-level authority over all District Differently Abled Welfare Offices.
  7. Collect the gold coin separately if not already given. Because the gold coin is handed over through a district-level arrangement rather than by DBT, an applicant who has received the cash credit but not the coin should follow up with the District Office specifically for the coin's handover schedule.

Frequently asked questions

How much is the marriage assistance when a person without disability marries a locomotor affected person?

Rs 25,000 in cash to the couple together with an 8 gram gold coin to make the Thirumangalyam. Where either the bride or the groom is a graduate or a diploma holder, the cash assistance is Rs 50,000 with the same 8 gram gold coin.

Does the scheme still apply only to orthopedically differently abled persons?

No. The Department for the Welfare of Differently Abled Persons records that the scheme was introduced to encourage a normal person to marry a visually impaired person, was subsequently extended to normal persons marrying other categories of disability such as hearing impaired and locomotor affected persons, and now covers all differently abled persons marrying all categories of differently abled.

What disability percentage is required?

Tamil Nadu issues the National Identity Disability Card to persons with 40 per cent and above disability on the basis of the disability certificate, and the department's benefits are built around that benchmark threshold.

How many couples receive this assistance each year?

During 2024-25 a sum of Rs 683.17 lakh was utilised and 588 beneficiaries were given assistance. Rs 717.73 lakh is provided in the Budget Estimate for 2025-26.

Is there an income limit?

No income limit is stated for the marriage assistance scheme in the department's Policy Note. The department's maintenance allowance for differently abled persons is likewise given without considering the income level.

Where is the application filed?

With the District Differently Abled Welfare Officer of your district. Differently Abled Welfare Offices function in all 38 districts of Tamil Nadu, each headed by a District Differently Abled Welfare Officer.

How is the gold coin given?

The 8 gram gold coin is given to make the Thirumangalyam and is handed over by the district office, while the cash component is credited to the bank account through Direct Benefit Transfer.

Can the assistance be claimed after the wedding?

Applications are received through the year, but should be filed close to the date of the marriage. A claim filed long afterwards is harder to verify and is a common cause of delay.
