What is the Marriage Assistance to Normal Persons Marrying Speech and Hearing Impaired Persons scheme?

Marriage Assistance to Normal Persons Marrying Speech and Hearing Impaired Persons is a cash-and-gold incentive run by the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. The scheme pays a person without disability who marries a speech and hearing impaired partner a one-time grant of Rs 25,000 together with an 8 gram gold coin, rising to Rs 50,000 with 8 grams of gold where the applicant holds a degree or diploma.

The department's word for the applicant in its own scheme titles is "normal person", and that phrasing survives on district collectorate websites. It is dated language, but it identifies exactly who is meant: the spouse who does not have a disability.

The logic of the scheme is a social one rather than a purely financial one. A speech and hearing impaired person in Tamil Nadu faces a narrowed marriage market, and families often assume that a deaf or mute son or daughter can only marry within the deaf community. The department pays the incentive to the non-disabled spouse precisely to remove the economic argument against such a marriage and to shift a social attitude. The same department runs parallel heads for marriages to orthopaedically disabled and visually impaired partners, and a separate head where both spouses are differently abled.

The scheme is implemented through the District Differently Abled Welfare Officer (DDAWO) in every district collectorate, and the parent office is the Commissionerate for the Welfare of the Differently Abled at scd.tn.gov.in.

Who is eligible, and who is not eligible?

You can claim if:

  • You are the spouse without a disability, and your husband or wife is speech and hearing impaired, certified by the competent government medical authority.
  • Both spouses are residents of Tamil Nadu.
  • The marriage has actually taken place and can be evidenced; registration is the cleanest evidence.
  • Both spouses were of legal marriageable age at the time of the marriage.
  • The marriage is a first marriage for the beneficiary, which is the condition districts publish across the differently abled marriage assistance heads.
  • You claim the higher Rs 50,000 rate only if you can produce a degree or diploma certificate.

You are not eligible if:

  • Your spouse's disability is not speech and hearing impairment. Other disabilities fall under separate heads. A different application, not this one.
  • Your spouse has no disability certificate from the competent government medical authority. A private doctor's letter is not accepted.
  • Both of you are differently abled. That case is covered by the separate "differently abled person marrying a differently abled person" scheme, which pays Rs 25,000 with 8 grams of gold, or Rs 50,000 with 8 grams of gold for degree and diploma holders.
  • The marriage has already drawn assistance under another department or welfare board scheme.
  • You are not resident in Tamil Nadu.
  • The marriage cannot be evidenced: no registration, no certificate, no acceptable proof of solemnisation.

How to apply for marriage assistance

  1. Obtain the disability certificate for the speech and hearing impaired spouse from the government medical board, if one is not already held. Nothing in this application can move without it, and getting a fresh certificate takes time, so start here.
  2. Register the marriage with the Sub-Registrar and obtain the marriage certificate. Districts accept other proof of solemnisation, but a registered marriage removes the commonest cause of delay.
  3. Collect the prescribed application form from the District Differently Abled Welfare Office at your district collectorate. Several district collectorate websites: Viluppuram and Salem among them — publish the form as a downloadable PDF.
  4. Fill the form completely, entering both spouses' names, ages, addresses, the date of marriage and the nature of the spouse's disability, and paste the joint photograph.
  5. Attach self-attested copies of the disability certificate, marriage certificate, age proofs, Aadhaar of both spouses, residence proof, bank passbook and, if claiming Rs 50,000, the degree or diploma certificate.
  6. Submit the application at the District Differently Abled Welfare Office and take an acknowledgement with a reference number and date.
  7. Attend any verification the office calls for. The DDAWO typically verifies the disability certificate with the issuing medical authority and may call the couple for an interview.
  8. Collect the gold coin and the payment order when sanctioned. The cash component is paid by cheque or bank transfer and the gold coin is issued from the office.

How much is paid, and in what form?

Applicant's qualification Cash Gold
Degree or diploma holder Rs 50,000 8 grams
Others Rs 25,000 8 grams

Tamil Nadu's differently abled marriage assistance has traditionally been paid half as cash and half as a National Savings Certificate: in the Rs 25,000 version, Rs 12,500 by cheque towards marriage expenses and Rs 12,500 as an NSC held in the beneficiary's name. Districts still describe the scheme this way. The department has revised the mode of payment more than once, so ask your DDAWO whether the current sanction is fully in cash or partly in an NSC before you plan around the money. The gold component of 8 grams is issued as a coin.

How do you check the status of an application?

There is no public online tracker for this scheme. The working route is:

  1. Keep the acknowledgement slip issued at submission.
  2. Follow up at the District Differently Abled Welfare Office with the reference number.
  3. Ask specifically whether the disability certificate verification has come back from the medical authority, since that is where most files sit.
  4. Escalate to the District Collector through the weekly grievance day if the file has been pending for months without movement.
  5. For a policy-level question, contact the Commissionerate for the Welfare of the Differently Abled through scd.tn.gov.in.

Why do applications get rejected, and how are they fixed?

  • Disability certificate does not name speech and hearing impairment. A certificate showing a different disability routes the claim to a different scheme. Get the correct certificate or apply under the right head.
  • Certificate from a private hospital. Only a government medical board certificate is accepted. Attend the district medical board camp.
  • No proof the marriage took place. Register the marriage and attach the certificate.
  • Name and date-of-birth mismatch across the Aadhaar, disability certificate and marriage certificate. Correct the records before filing. This is the single most common avoidable rejection.
  • Claiming Rs 50,000 without a degree or diploma certificate. The higher rate needs the certificate attached; without it the sanction drops to Rs 25,000.
  • Duplicate claim where the couple has already drawn marriage assistance elsewhere for the same marriage.
  • Application filed in the wrong district. File where the couple resides.
  • Bank account not in the applicant's name or not KYC-complete, which stalls the transfer after sanction.

Where can you raise a grievance?

  • The District Differently Abled Welfare Officer at your district collectorate, the first and usually the only stop needed. The Thanjavur office, for example, sits at Room No. 14, Ground Floor, Collectorate Building Campus, Thanjavur 613010, and the Ranipet office at the Collectorate, on 04172 274177. Every district publishes its own DDAWO contact.
  • The District Collector's weekly grievance day.
  • The Commissionerate for the Welfare of the Differently Abled, Chennai, through scd.tn.gov.in.
  • The Tamil Nadu State Commissioner for the Differently Abled, for a rights-based complaint under the Rights of Persons with Disabilities Act, 2016.

No fee is payable for this application. The form is free at the DDAWO counter and no agent can speed up a marriage assistance sanction.

What other assistance can the couple look at?

Scheme What it gives
Marriage assistance, differently abled marrying differently abled Rs 25,000 with 8 g gold; Rs 50,000 with 8 g gold for degree or diploma holders
Maintenance allowance Rs 1,500 per month for persons with 75 per cent and above disability
Destitute Differently Abled Pension Rs 1,000 per month for destitute persons with 40 per cent and above disability
Aids and appliances Free hearing aids, tricycles, motorised tricycles and modular limbs
Self-employment subsidy One-third of the loan or Rs 10,000, whichever is less
Aavin parlour scheme Support to run an Aavin milk parlour, published by districts at Rs 50,000 subsidy and deposit
Differently Abled Welfare Board Accident, funeral, delivery, spectacles and children's education benefits for registered members

Registering the differently abled spouse with the Tamil Nadu Differently Abled Welfare Board is worth doing at the same visit, because most of the board's later benefits require membership before the event, not after.

Frequently asked questions

How much does the marriage assistance pay?

Rs 25,000 with 8 grams of gold coin for a mangalsutra, and Rs 50,000 with 8 grams of gold where the applicant is a degree or diploma holder. Tamil Nadu district administrations publish these two rates across all the differently abled marriage assistance heads.

Who is the applicant — the disabled spouse or the other one?

The person without disability who marries the speech and hearing impaired partner. That is what makes this scheme distinct from the marriage assistance paid to a differently abled person who marries.

Is part of the money paid as a National Savings Certificate?

Historically yes. Tamil Nadu's differently abled marriage assistance was structured as half in cash and half as a National Savings Certificate — for example Rs 12,500 as a cheque and Rs 12,500 as an NSC in the Rs 25,000 version. Confirm the current split with your District Differently Abled Welfare Officer, as the department has changed the mode over time.

Where is the application submitted?

At the District Differently Abled Welfare Office in your district collectorate. The application is offline on the prescribed form.

Does the marriage have to be a first marriage?

Yes in practice. Tamil Nadu's differently abled marriage assistance conditions published by districts specify first marriages, with an age band for the beneficiary. Confirm the exact band with the District Differently Abled Welfare Officer.

Is the gold given as jewellery or as a coin?

As an 8 gram gold coin, which the couple can use towards the thali. The district office issues it along with the cash component.

Can this be combined with other marriage assistance schemes?

No. Assistance is not paid twice for the same marriage. A couple that has drawn marriage assistance from the Social Welfare Department, a welfare board or the Adi Dravidar and Tribal Welfare Department for the same marriage cannot also claim under this head.
