Multimedia and Digital Photography Training - Tamil Nadu
Tamil Nadu state government scheme
Multimedia and Digital Photography Training is a free one-month course run by the Tamil Nadu Department for the Welfare of Differently Abled Persons for locomotor-affected and hearing-impaired persons. Training is delivered through the National Film Development Corporation of India in Chennai for 250 beneficiaries a year, with Rs 37.10 lakh allocated in 2025-26.
What is the Multimedia and Digital Photography Training scheme?
Multimedia and Digital Photography Training is a short-term skill programme run by the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. According to the department's 2025-26 policy note, the training is conducted for the benefit of locomotor affected and hearing impaired differently abled persons, runs for one month, and is delivered through the National Film Development Corporation of India in Chennai.
The scheme sits inside the department's employment and self-employment chapter, alongside Book Binder Training and Fitter trade training. Its logic is straightforward: media production is one of the few skilled trades where a hearing impairment or a mobility limitation is not a barrier to doing the work well. Editing, colour grading, photography and animation are done at a workstation, and much of the craft is visual.
Courses offered at the institution, as named in the policy note:
- Multimedia and Digital Photography trade
- Pro-Digital
- Final Cut Pro Digital Non-Linear Editing (FCP-DNLE)
- AVID Digital Non-Linear Editing
- Digital Still Photography
- Audio Engineering
- Animation
Scale and money. The department trains 250 beneficiaries every year. In the financial year 2024-25 an expenditure of Rs 33.22 lakh was incurred to benefit 250 differently abled persons, and Rs 37.10 lakh has been provided in the Budget Estimate for 2025-26. That works out to roughly Rs 13,000 to Rs 15,000 of public spending per trainee, which is the value of the seat the trainee receives free.
Who is eligible, and who cannot apply?
You can be considered if:
- You are a differently abled person with a locomotor disability or a hearing impairment. These are the two categories the department names.
- You hold a disability certificate and a National Identity Card for Differently Abled Persons (NIDC) or a Unique Disability Identity Card (UDID).
- You are a resident of Tamil Nadu.
- You can attend the full one-month batch in Chennai.
- You have the basic literacy and computer comfort to follow a software-based course. The institution assesses this at admission.
You cannot apply if:
- Your disability is outside the locomotor and hearing-impairment categories. Visually impaired persons are not eligible for this particular course, because the trades are screen-based; the department runs separate schemes for them, including assistive devices and special education.
- You have no disability certificate. Certification is the gateway to every scheme of this department, and there is no route around it.
- You cannot travel to and stay in Chennai for the batch. There is no district-level delivery of this course.
- You are looking for a cash benefit. This scheme funds a training seat, not a stipend or a grant. The department's cash-type supports are separate β for example the maintenance allowance and marriage assistance schemes.
How to apply for the multimedia training
- Get your disability certified. Visit the District Differently Abled Welfare Office or the government medical board in your district and obtain a disability certificate recording locomotor disability or hearing impairment.
- Obtain your identity card. Apply for the National Identity Card for Differently Abled Persons (NIDC) at the District Differently Abled Welfare Office, and for the UDID card through the Government of India portal swavlambancard.gov.in. Both are issued free.
- Approach the District Differently Abled Welfare Officer in your district and ask to be sponsored for the Multimedia and Digital Photography Training batch. This officer is the department's field authority and the person who forwards candidate lists.
- Submit the application with copies of your disability certificate, NIDC or UDID card, Aadhaar, address proof and passport photographs.
- Attend the selection or counselling call from the training institution in Chennai. Since only 250 seats exist statewide in a year, candidates are called in batches.
- Complete the one-month course and collect the certificate issued by the training institution.
If you cannot reach the district office easily, call the toll-free helpline 1800-425-0111. Hearing-impaired applicants can make a WhatsApp video call to 9499933703, a facility the department set up specifically so that a deaf applicant is not forced to rely on a voice call.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | Must show locomotor disability or hearing impairment |
| NIDC or UDID card | Yes | Issued free by the district office / swavlambancard.gov.in |
| Aadhaar card | Yes | Identity proof |
| Tamil Nadu residence proof | Yes | Ration card, voter ID or Aadhaar with a TN address |
| Passport photographs | Yes | Usually three copies |

How to check the status of your application
Tamil Nadu does not run a public online tracker for this particular training scheme. The practical route is:
- Ask the District Differently Abled Welfare Officer whether your name has been forwarded and for which batch.
- Call the toll-free helpline 1800-425-0111 with your NIDC number.
- Ask at the State Resource cum Training Centre, Chennai, which is the department's central point for training, certificates and helpline services.
Why candidates do not get a seat
- Wrong disability category. The course is reserved for locomotor and hearing-impaired candidates.
- Disability certificate or NIDC not ready. This is the most common practical hold-up and it is fixable at the district office.
- Only 250 seats a year. A qualified candidate may simply be waiting for the next batch rather than being rejected.
- Inability to attend in Chennai, which rules out candidates who cannot arrange travel and stay for the month.
What else is available alongside this training
The Department for the Welfare of Differently Abled Persons runs a wider set that a trainee should know about:
- Fitter training for hearing-impaired persons at the Government Industrial Training Institute, Guindy, a two-year course with an intake of 20 a year.
- Book Binder Training, a smaller scheme with Rs 0.66 lakh budgeted for 2025-26.
- Five per cent allocation of shops for differently abled persons in government commercial complexes.
- Unemployed Youth Employment Generation Programme (UYEGP) for self-employment finance.
- Chief Minister's Comprehensive Health Insurance Scheme, which covers differently abled persons and their family members for treatment up to Rs 5.00 lakh and also supplies artificial limbs.
- The TN-RIGHTS Project, a World Bank-assisted programme with an allocation of Rs 1,773.87 crore over six years, under which "Vizhuthugal" One Stop Social Care Service Centres are being opened at district, sub-division and block level, and vocational training is being arranged with private partners.
