What is the Retrofitted Petrol Scooters scheme?

Retrofitted Petrol Scooters are supplied by the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu, to people who cannot use their legs. A retrofitted scooter is an ordinary petrol scooter modified with extra wheels for stability and with hand controls in place of foot controls, so it can be ridden by a person with no functional use of the legs.

The department's own description is direct: "Retrofitted petrol scooters are provided for orthopaedically affected persons, whose both legs are affected. Students, employed and self employed differently abled persons are eligible."

This is the largest single item in the department's assistive devices programme by expenditure, and it is worth seeing that in context. Across 23 types of aids and appliances in 2024-25, the department spent Rs 11,364.20 lakh benefiting 31,585 beneficiaries. Scooters alone accounted for the bulk of it:

Measure Figure
Beneficiaries of retrofitted petrol scooters and specially designed retrofitted scooters for spinal cord affected persons, 2024-25 9,203
Expenditure, 2024-25 Rs 9,284.89 lakh
Budget allocation, 2025-26 Rs 2,513.50 lakh

The department supplies the device in two forms. The standard retrofitted petrol scooter for differently abled persons, and the specially designed retrofitted petrol scooter for spinal cord affected persons, which is built for riders with a higher level of impairment.

The reason the scheme matters more than its cost suggests is that it is not a comfort item. For a person whose legs do not work, in a state where accessible public transport is uneven, the scooter is what makes a college course, a job or a small business physically possible. That is why the eligibility is framed around students, employed and self-employed persons rather than around income.

Who is eligible for a retrofitted petrol scooter, and who is not eligible?

The department's stated eligibility criterion is: "The age of the beneficiary should be more than 18 years. The candidate should be orthopaedically differently abled student / working in private organisations / self employed person and resident of the district / area."

You can apply if:

  • You are orthopaedically differently abled, and the scheme's gist specifies persons whose both legs are affected.
  • You are more than 18 years of age.
  • You are a student, or working in a private organisation, or a self-employed person. The scooter is supplied to support study or livelihood.
  • You are a resident of the district or area where you apply.
  • You hold a National Identity Card for the Differently Abled, which is the certificate the department names for this scheme.

There is no published income limit.

You cannot get a scooter under this scheme if:

  • You are 18 years or below. You are not eligible, and a younger orthopaedically disabled child should apply instead for a walking device, callipers, a tricycle, a wheelchair or a corner seat, all of which the department supplies.
  • Your disability is not orthopaedic, or your legs are not affected in the way the scheme describes. A visually impaired person is not eligible for a scooter for obvious reasons and should ask about the modular reflective folding stick, the modular reading device or the smartphone scheme.
  • You have no National Identity Card for the Differently Abled, without which the application cannot be processed.
  • You already received a scooter recently. Replacement is available only for beneficiaries who received a retrofitted scooter ten years ago and whose scooters have worn out due to prolonged usage.
  • You live outside Tamil Nadu, or apply in a district where you are not resident.

How to apply for a retrofitted petrol scooter

  1. Get the disability certificate. Certificates are issued by the certifying medical authority through medical boards at Government Medical College Hospitals, District Headquarters Hospitals, Taluk and non-Taluk hospitals, and at special camps. The State Resource cum Training Centres at Chennai and Tiruchirappalli also issue them. Ensure the certificate records the orthopaedic disability affecting both legs.
  2. Obtain the National Identity Card for the Differently Abled from the District Differently Abled Welfare Office. The UDID card generated through swavlambancard.gov.in runs alongside it; 8,94,220 UDID cards had been generated and delivered as on 31 March 2025.
  3. Assemble proof of status. A bonafide certificate if you are a student, an employer's certificate if you work in a private organisation, or evidence of your trade if you are self-employed. This is a condition of the scheme, not an optional extra.
  4. Collect the prescribed application form. The department confirms that applications are available with the concerned District Differently Abled Welfare Officer.
  5. Submit the completed form with the National Identity Card, disability certificate, age proof, residence proof, status proof and Aadhaar to the District Differently Abled Welfare Officer, and collect the acknowledgement.
  6. Choose your model if offered. Under the choice-based system introduced in 2021-22, retrofitted petrol scooters are among the devices where beneficiaries may select the model of their own choice. Beneficiaries are given subsidies for basic assured models, and if the price exceeds the subsidy amount for the selected model, the excess cost has to be borne by the differently abled person. 333 beneficiaries used the choice-based system across all devices in 2024-25.
  7. Obtain a driving licence for an adapted vehicle from the Regional Transport Office, so you can ride legally on public roads, and register the vehicle.
  8. Collect the scooter at the distribution event and sign the record.

Why scooter applications get delayed or refused

  • No National Identity Card for the Differently Abled. This is the commonest cause. The card comes first, the scooter afterwards.
  • Status proof missing. The scheme names students, private-sector employees and self-employed persons. An applicant with none of these documented is likely to be deferred.
  • Age below 18. The floor is explicit.
  • Waiting for the annual allocation. With Rs 2,513.50 lakh budgeted for 2025-26 against Rs 9,284.89 lakh spent in 2024-25, the annual quota is finite and a district can exhaust it. Ask to be recorded on the pending list rather than filing a fresh application.
  • Replacement sought too early. Replacement applies to scooters received ten years ago that have worn out.
  • Chose an expensive model without budgeting the difference. Under the choice-based system the excess over the subsidy is paid by the beneficiary.
  • No driving licence. The department supplies the vehicle; the licence and registration remain the rider's responsibility, and a scooter that cannot be ridden legally is of no use.

What else the department supplies orthopaedically disabled persons

In 2024-25 the department supplied, among its 23 device types:

  • Auxiliary crutches to 1,504 beneficiaries; elbow crutches to 1,044
  • Plastic callipers to 275; metal callipers to 82; artificial limbs to 327
  • Tricycles โ€” 625; foldable wheelchairs to 1,000; battery operated wheelchairs to 701, at an expenditure of Rs 775.83 lakh with Rs 1,200.82 lakh allocated for 2025-26
  • Wheelchairs for cerebral palsy affected persons to 701; corner seats to 250; standing frames to 217
  • Walking devices (rollators and walkers) to 181
  • Motorized sewing machines to 2,220, at Rs 141.37 lakh with Rs 261.13 lakh allocated for 2025-26

Orthopaedically differently abled persons are also given free travel concession up to 100 km to reach schools, colleges, hospitals, training centres or the workplace and return, with no income ceiling, and may travel throughout the state with an escort by paying only 25 per cent of the ticket cost.

Where to complain

The department names the grievance authority for this scheme:

  • Technical Officer, Office of the Commissionerate for Welfare of the Differently Abled, No. 5, Kamarajar Salai, Chennai 600 005, telephone 044-28444940.
  • District level: the District Differently Abled Welfare Officer.
  • Toll-free helpline: 1800-425-0111; WhatsApp video call 9499933703.
  • Email: scd.tn@nic.in.

No fee is charged for the scooter itself, and no intermediary can secure one. The only money a beneficiary may legitimately pay is the excess cost of a chosen model above the subsidy under the choice-based system.
