What is the unemployment allowance for differently abled persons?

Unemployment Allowance to Differently Abled Persons is a cash scheme of the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. It exists for a specific situation: a differently abled person who has finished school or college, registered for work, and still has no job a year later.

The department's Policy Note for 2025-26 states the scheme plainly. Unemployment allowance is given to ameliorate the economic status of Differently Abled Persons who remain unemployed for more than a year after registering with the employment exchange. The assistance is given depending on their educational qualification for a period of 10 years or till they get employment, whichever is earlier.

Three things follow from that sentence, and they define the whole scheme:

  1. The clock starts at employment exchange registration, not at leaving school.
  2. The rate depends on qualification, not on disability percentage.
  3. The payment is time-limited to 10 years, or until a job, whichever comes first.

The rates. The department publishes them as a table:

Educational qualification Allowance per month
10th standard completed Rs 600
12th standard completed Rs 750
Degree completed Rs 1,000

The scale. During 2024-2025, a sum of Rs 276.69 lakh was utilised to benefit 2,542 differently abled persons. A sum of Rs 1,400.00 lakh is provided in the Budget Estimate for 2025-26, a fivefold increase in provision, which suggests the department expects the number of beneficiaries to rise sharply.

Who is eligible for the unemployment allowance, and who is not eligible?

You can claim the allowance if:

  • You are a differently abled person holding a disability certificate from the appropriate certifying authority. Tamil Nadu issues its National Identity Disability Card to persons with 40 per cent and above disability on that basis.
  • You are registered with the employment exchange.
  • You have remained unemployed for more than a year after that registration.
  • You have completed at least the 10th standard, since the department's rate table begins there.
  • You are a resident of Tamil Nadu and apply through your own district office.

You cannot claim the allowance if:

  • You are not registered with the employment exchange. Registration is the starting point of the whole calculation, and an applicant without it is not eligible.
  • You have been unemployed for less than a year since registration. The application is premature and will be returned.
  • You are employed, in government or private service or in regular self-employment drawing an income. The allowance is for the unemployed, and getting a job ends it.
  • You have already drawn the allowance for 10 years. The entitlement is exhausted, and a fresh claim is not eligible.
  • You have no disability certificate, or the certificate has lapsed.
  • You have not completed the 10th standard, in which case no published rate applies to you. Vocational training routes are the better option. The department runs book binder training, multimedia and digital photography training, fitter training and other trade courses.

How to apply for the unemployment allowance

  1. Get the disability certificate. Certificates are issued by the appropriate certifying authority for the disability concerned — medical boards at Government Medical College Hospitals, District Headquarters Hospitals, and Taluk and non-Taluk hospitals, and at special camps. The State Resource cum Training Centres at Chennai and Tiruchirappalli also issue certificates.
  2. Obtain the NIDC or UDID card. The District Differently Abled Welfare Office issues the National Identity Disability Card to persons with 40 per cent and above disability, and the UDID card is generated through swavlambancard.gov.in. 8,94,220 UDID cards had been generated and delivered to residences as on 31 March 2025.
  3. Register with the employment exchange in the differently abled category, and keep the registration card safe. Renew the registration when it falls due, because a lapsed registration breaks the continuity the scheme is built on.
  4. Wait out the one-year period. Apply only after more than a year of registered unemployment has passed.
  5. Collect the application form from the District Differently Abled Welfare Officer and fill it in, attaching the employment exchange registration card, disability certificate, NIDC or UDID card, educational qualification certificate, Aadhaar, residence proof, bank passbook copy and the non-employment declaration.
  6. Submit the application to the District Differently Abled Welfare Officer and keep the dated acknowledgement. Departmental applications in Tamil Nadu are also received through e-Sevai centres.
  7. Follow the sanction and the monthly credit. After scrutiny the allowance is credited monthly to the beneficiary's bank account. Report any employment at once, because the allowance must stop when a job begins.

What documents are required?

Document Mandatory Notes
Employment exchange registration card Yes The one-year clock runs from this registration
Disability certificate Yes From the appropriate certifying medical authority
NIDC or UDID card Yes Issued for 40 per cent and above disability
Educational qualification certificate Yes Decides which of the three rates applies
Aadhaar card Yes Identification and DBT seeding
Bank passbook Yes The monthly credit goes here
Residence proof Yes Establishes the district
Non-employment declaration Yes The allowance stops on employment

Why claims are rejected or stop

  • Employment exchange registration missing or lapsed. The most common reason. The one-year period cannot be counted without a live registration.
  • Applied too early, before completing more than a year of registered unemployment.
  • Qualification certificate not attached, so the rate cannot be fixed. A degree holder who files only a 12th standard certificate is paid Rs 750 instead of Rs 1,000.
  • Disability certificate expired, which stalls the file until renewal.
  • Ten years completed. The allowance ends by its own terms.
  • Employment taken up. The allowance ends, and payments drawn after starting work are recoverable.
  • Bank account not seeded with Aadhaar, which stops the monthly DBT credit even after sanction.

What else does the department offer someone looking for work?

The unemployment allowance is a bridge, not a career. The department runs a substantial training and employment programme alongside it, and an unemployed differently abled person should apply for both:

  • Vocational trade training. Book binder training, a one-year trade certificate course for visually impaired students who have completed the 12th standard, at the Government Higher Secondary School for the visually challenged at Poonamallee, with a stipend of Rs 300 and free accommodation and uniform. Multimedia and digital photography training of one month for locomotor affected and hearing impaired persons through the National Film Development Corporation of India in Chennai. Fitter training and other trades.
  • Higher education support. B.Com. and B.C.A. courses for hearing impaired students were started at Government Arts College, Paramakudi, in Ramanathapuram District and at Presidency College, Chennai.
  • Assistance to differently abled law graduates; Rs 50,000 towards the purchase of books and enrolment in the Bar Council. 40 persons received it in 2024-25 at a cost of Rs 20.00 lakh.
  • Aavin parlours. Differently abled persons are exempted from paying rent and advances while establishing an Aavin parlour in government premises owned by the Public Works Department and the Revenue and Disaster Management Department. In 2024-25, Rs 56.00 lakh was spent for the benefit of 112 differently abled persons.
  • Interest-free bank loan up to Rs 1.50 lakh for the beneficiary's contribution towards a house allotted by the Tamil Nadu Urban Habitat Development Board or built under the Kalaignarin Kanavu Illam scheme, repayable over 5 years.
  • Maintenance allowance of Rs 2,000 a month for persons with the specified severe conditions, given without considering income; 2,50,987 beneficiaries in 2024-25.

Where to ask and where to complain

  • Toll-free helpline: 1800-425-0111, set up exclusively for differently abled persons at the State Resource cum Training Centre, Chennai.
  • For hearing impaired persons: video call on WhatsApp 9499933703.
  • District level: the District Differently Abled Welfare Officer, who receives the application and sanctions the allowance.
  • Employment exchange: the District Employment Office, for registration and renewal, which is the precondition for the whole scheme.
  • State level: the Commissionerate for Welfare of the Differently Abled, Chennai: scd.tn.gov.in.

No fee is payable at any stage, and no agent can obtain the allowance.

How to check your application status

The Unemployment Allowance to Differently Abled Persons is processed offline through the District Differently Abled Welfare Officer, and the department has not published an online tracking portal for this particular allowance, so status checks work through the same offline channel the application went through.

  1. Keep the dated acknowledgement. When the application was submitted to the District Differently Abled Welfare Officer, or through an e-Sevai centre, it should have been given a receipt or acknowledgement number with the date of submission. Quote this reference in every follow-up.
  2. Visit or call the District Differently Abled Welfare Office first. This office holds the file and is scrutinising it before sanction, so it is the fastest way to learn whether the application is pending, under verification, sanctioned, or returned for a correction.
  3. Use the toll-free helpline for a state-level check. The helpline 1800-425-0111, run by the State Resource cum Training Centre, Chennai exclusively for differently abled persons, can be called for guidance on a stuck application or to be directed to the right district contact. Hearing impaired applicants can use the WhatsApp video call number 9499933703 instead of the voice line.
  4. Watch the bank account, not just the file. Because payment is made by monthly credit to the beneficiary's own bank account, the practical confirmation that an application has been sanctioned is the first monthly credit appearing, once the account is seeded with Aadhaar. If sanction has been confirmed verbally but no credit appears, follow up specifically on Aadhaar seeding with the District Differently Abled Welfare Officer.
  5. Escalate to the Commissionerate if the district office is unresponsive. The Commissionerate for Welfare of the Differently Abled, Chennai (scd.tn.gov.in) is the state-level authority above the district offices and can be approached if a status enquiry at district level does not get answered within a reasonable time.

Since eligibility itself depends on a continuing condition, being registered with the employment exchange and remaining unemployed, an applicant who is checking status should also confirm the employment exchange registration is still active, since a lapsed registration can hold up a file even after it looks otherwise complete.

Frequently asked questions

How much unemployment allowance does a differently abled person get in Tamil Nadu?

Rs 600 a month for those who have completed the 10th standard, Rs 750 for those who have completed the 12th standard and Rs 1,000 for those who have completed a degree, as set out in the Department for the Welfare of Differently Abled Persons' Policy Note for 2025-26.

How long is the allowance paid?

For a period of 10 years or until the person gets employment, whichever is earlier. The allowance is not a lifetime payment.

How long must I have been unemployed before applying?

More than one year after registering with the employment exchange. The allowance is given to differently abled persons who remain unemployed for more than a year after that registration.

Do I have to register with the employment exchange first?

Yes. Registration with the employment exchange is the starting point, because the one-year period of unemployment is counted from it. Without registration there is no eligibility.

How many people receive this allowance?

During 2024-2025, a sum of Rs 276.69 lakh was utilised to benefit 2,542 differently abled persons. A much larger sum of Rs 1,400.00 lakh is provided in the Budget Estimate for 2025-26.

Can I get this allowance and the differently abled pension together?

They are separate schemes with separate conditions — the unemployment allowance is paid by the Department for the Welfare of Differently Abled Persons, while the Differently Abled Pension Scheme of Rs 1,500 a month is a Revenue Department social security pension. Check with the District Differently Abled Welfare Officer before claiming both.

What happens if I get a job?

The allowance stops. It is payable for 10 years or till the person gets employment, whichever is earlier, so employment ends the entitlement and must be reported.

Is there an educational minimum?

The rate table starts at the 10th standard. A person who has not completed the 10th standard does not fall within any of the three rates published by the department.
