Assistance to Differently Abled Law Graduates
Tamil Nadu state government scheme
Assistance to Differently Abled Law Graduates gives Rs 50,000 towards the purchase of books and other needs to a differently abled person in Tamil Nadu who has completed law graduation and registered with the Bar Council. In 2024-25, Rs 20.00 lakh was spent to benefit 40 differently abled law graduates.
What is the assistance to differently abled law graduates?
Assistance to Differently Abled Law Graduates is a small, precisely targeted grant from the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. The department's Policy Note for 2025-26 states its purpose and its terms in one paragraph: in order to promote professional education among Differently Abled Persons, financial assistance of Rs 50,000 is given towards purchase of books etc., to the Differently abled persons who have completed law graduation and registered in the Bar Council.
The scheme addresses a real gap. A law graduate enrolling with the Bar Council faces a set of costs before earning anything, enrolment fees, bare acts and commentaries, robes, and the expenses of the first months in a junior's chamber. For a differently abled graduate, add the cost of accessible study material and the practical difficulty of doing paid work while the practice is being built. Rs 50,000 at that moment is timed to matter.
The scale. In the financial year 2024-25, an expenditure of Rs 20.00 lakh was incurred to benefit 40 differently abled persons under this scheme. A sum of Rs 20.00 lakh is provided in the Budget Estimate for 2025-26, which implies a comparable number of beneficiaries. This is a Tier 3 scheme by design: the number of differently abled law graduates enrolling in Tamil Nadu in any year is small, and the department funds essentially all of them.
Who is eligible for the assistance, and who is not eligible?
You can claim the assistance if:
- You are a differently abled person holding a disability certificate from the appropriate certifying authority. Tamil Nadu issues its National Identity Disability Card to persons with 40 per cent and above disability on that basis.
- You have completed law graduation, the three-year LL.B. or the five-year integrated law degree.
- You have registered in the Bar Council. The department names enrolment expressly, so the certificate of enrolment is what makes the claim ripe.
- You are a resident of Tamil Nadu and apply through your own district office.
No income ceiling is stated for this scheme in the department's Policy Note. The stated object is the promotion of professional education among differently abled persons, not the relief of poverty.
You cannot claim the assistance if:
- You have not enrolled with the Bar Council. A law graduate who has finished the degree but not enrolled is not eligible yet; complete the enrolment and then apply.
- You have no disability certificate, or the certificate has lapsed. A temporary certificate past its validity date has to be renewed first.
- You have already received the assistance. It is a one-time grant.
- Your course is not a law degree. Graduates of other professional courses are not eligible under this head, and should look at the department's scholarship scheme and its course-specific support instead.
- You are applying for running expenses of a practice. The grant is expressly towards the purchase of books and similar requirements, not a business subsidy or a monthly stipend.
How to apply for the law graduates assistance
- Complete the law degree and obtain the degree certificate, or the provisional certificate if the degree is pending.
- Enrol with the Bar Council and obtain the enrolment certificate. This is the step that makes the claim eligible, so do not apply before it.
- Ensure the disability certificate is current and obtain the National Identity Disability Card or the UDID card. The District Differently Abled Welfare Office issues the NIDC to persons with 40 per cent and above disability, and the UDID card is generated through swavlambancard.gov.in. 8,94,220 UDID cards had been generated and delivered to residences as on 31 March 2025.
- Collect the application form from the District Differently Abled Welfare Officer of your district.
- Attach the documents; law degree certificate, Bar Council enrolment certificate, disability certificate, NIDC or UDID card, Aadhaar, residence proof and a bank passbook copy in your own name.
- Submit the application to the District Differently Abled Welfare Officer and keep the dated acknowledgement. Departmental applications in Tamil Nadu are also received through e-Sevai centres.
- Follow the sanction. The application is scrutinised at district level and the Rs 50,000 is credited to the beneficiary's bank account through Direct Benefit Transfer. Apply early in the financial year, because the annual provision is Rs 20.00 lakh and covers roughly 40 graduates.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Law degree certificate | Yes | LL.B. or five-year integrated degree |
| Bar Council enrolment certificate | Yes | The condition that triggers the grant |
| Disability certificate | Yes | From the appropriate certifying medical authority |
| NIDC or UDID card | Yes | Issued for 40 per cent and above disability |
| Aadhaar card | Yes | Identification and DBT seeding |
| Bank passbook | Yes | The Rs 50,000 is credited here |
| Residence proof | Yes | Establishes the district |
Why claims are rejected or delayed
- Applied before Bar Council enrolment. The commonest reason. The department's condition names registration in the Bar Council, and a degree certificate alone is not enough.
- Disability certificate lapsed. Temporary certificates carry validity dates.
- Annual provision exhausted. With Rs 20.00 lakh a year covering about 40 graduates, a claim filed late in the financial year may be carried to the next one.
- Bank account not seeded with Aadhaar, which stalls the DBT credit after sanction.
- Applying from outside Tamil Nadu, or applying in a district in which the graduate does not reside.
What else does the department do for differently abled students?
The law graduates grant is the top of a ladder of educational support that the Department for the Welfare of Differently Abled Persons runs:
- Scholarships. In the financial year 2024-25, an expenditure of Rs 20.00 lakh benefited 1,232 students under the department's scholarship scheme, with Rs 24.05 lakh provided in the Budget Estimate for 2025-26.
- B.Com. and B.C.A. courses for hearing impaired students, started at Government Arts College, Paramakudi in Ramanathapuram District and at Presidency College, Chennai. For these courses, 3 guest lecturers are engaged at an honorarium of Rs 25,000 each per month, along with a computer lab technician at Rs 6,000 per month.
- Vocational trade training: one-year book binder training for visually impaired students who have completed the 12th standard, with a stipend of Rs 300 and free accommodation and uniform; multimedia and digital photography training for one month through the National Film Development Corporation of India in Chennai; and fitter training.
- Unemployment allowance by qualification — Rs 600 a month after the 10th standard, Rs 750 after the 12th and Rs 1,000 after a degree, for those registered with the employment exchange and unemployed for more than a year, paid for 10 years or until employment. 2,542 persons received it in 2024-25 at a cost of Rs 276.69 lakh.
- Aavin parlours established by differently abled persons in government premises, with exemption from rent and advance. 112 persons benefited in 2024-25.
A differently abled law graduate who has not yet started earning should note that the unemployment allowance and this grant address different needs, the allowance is monthly and conditional on registered unemployment, the Rs 50,000 is one-time and conditional on enrolment.
Where to ask and where to complain
- Toll-free helpline: 1800-425-0111, set up exclusively for differently abled persons at the State Resource cum Training Centre, Chennai.
- For hearing impaired persons: video call on WhatsApp 9499933703.
- District level: the District Differently Abled Welfare Officer, who receives and scrutinises the application.
- State level: the Commissionerate for Welfare of the Differently Abled, Chennai: scd.tn.gov.in.
No fee is payable for the application, and no agent is needed either to obtain a disability certificate or to have the Rs 50,000 sanctioned.
How to check your application status
This is an offline, district-administered grant, and the Department for the Welfare of Differently Abled Persons does not run a public online tracker where an applicant can enter an acknowledgement number and see a live status, the way a large central scheme portal does. Checking on an application here means following up through the channel it was actually submitted in.
If you applied at the District Differently Abled Welfare Office directly:
- Keep the dated acknowledgement you received at submission. It is the only proof the office accepted your file, and you will need to quote its date and your name when you follow up.
- Visit or call the same District Differently Abled Welfare Office after a few weeks and ask for the status against that acknowledgement. Since the annual provision for this scheme is small (Rs 20.00 lakh, covering about 40 graduates statewide), the district office can usually tell you directly whether your file is still under scrutiny, has been forwarded for sanction, or is pending because the year's provision is exhausted.
- If the office says the sanction has been issued, ask for the date it was passed on for Direct Benefit Transfer, and separately check your linked bank account for the Rs 50,000 credit.
If you applied through an e-Sevai centre:
- e-Sevai issues its own service request or application number at the time of submission, separate from the department's acknowledgement.
- Return to the same e-Sevai centre, or call its helpline, and quote that service request number to ask whether the application has been forwarded to the District Differently Abled Welfare Officer and what stage it is at.
If you cannot get a clear answer at the district level:
- Call the department's toll-free helpline, 1800-425-0111, set up exclusively for differently abled persons, and ask them to check the status with the concerned district office on your behalf.
- If you are a hearing impaired applicant, the department also takes a WhatsApp video call on 9499933703 for the same purpose.
- As a last resort, the Commissionerate for Welfare of the Differently Abled in Chennai (scd.tn.gov.in) is the state-level office above the district offices, and a written follow-up there is the next step if the district office itself is unresponsive.
Because sanction depends on the bank account being seeded with Aadhaar, a "no credit received" status after sanction is often a seeding problem rather than a rejection, so confirm the bank linkage before escalating further.

Frequently asked questions
How much assistance does a differently abled law graduate get in Tamil Nadu?
Rs 50,000. The Department for the Welfare of Differently Abled Persons gives financial assistance of Rs 50,000 towards the purchase of books and similar needs to differently abled persons who have completed law graduation and registered in the Bar Council.
Is Bar Council enrolment compulsory?
Yes. The department's condition is that the differently abled person has completed law graduation and registered in the Bar Council, so enrolment is what triggers the assistance rather than the degree alone.
How many law graduates receive this each year?
In the financial year 2024-25 an expenditure of Rs 20.00 lakh was incurred to benefit 40 differently abled persons under this scheme. The same sum of Rs 20.00 lakh is provided in the Budget Estimate for 2025-26.
Is the money paid as a lump sum?
Yes. It is a one-time grant of Rs 50,000 towards the purchase of books and related requirements at the start of practice, not a recurring payment.
What disability percentage is needed?
Tamil Nadu issues its National Identity Disability Card to persons with 40 per cent and above disability on the basis of the disability certificate, and the department's benefits are framed around that benchmark threshold.
Is there an income condition?
No income ceiling is stated for this scheme in the department's Policy Note. The purpose stated is to promote professional education among differently abled persons.
Where do I apply?
To the District Differently Abled Welfare Officer of your district. Differently Abled Welfare Offices function in every district, each headed by a District Differently Abled Welfare Officer.
Are there similar schemes for other professional courses?
