Walking Device - Tamil Nadu
Tamil Nadu state government scheme
Walking Device is a free rollator or walker supplied by Tamil Nadu's Department for the Welfare of Differently Abled Persons to orthopaedically differently abled children who have difficulty walking, to enable walking training. 181 children received a walking device in 2024-25 and Rs 20.00 lakh is allocated for 2025-26.
What is the Walking Device scheme?
Walking Device is one of the smaller but more consequential items in the assistive devices programme of the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu, administered through the Commissionerate for Welfare of the Differently Abled and the District Differently Abled Welfare Offices.
The department describes the scheme in a single sentence: "Orthopaedically differently abled children having difficulties in walking are provided with Rolator / Walker to enable for walking training."
The phrase that matters there is walking training. A rollator or walker under this scheme is not a permanent substitute for walking; it is a training aid. A child with weak or poorly coordinated legs who is held upright and supported can practise the movement pattern of walking, build strength and, in many cases, progress to crutches, callipers or unaided walking. A child who is never supported upright generally does not.
Rollator or walker? Both are supplied.
- A walker is a rigid frame that the child lifts and places forward at each step. It gives maximum stability and suits a child with reasonable arm strength and poor balance.
- A rollator has wheels and usually brakes, so it rolls forward with the child rather than being lifted. It suits a child who cannot lift a frame repeatedly but can control direction and braking.
The choice should be made on a physiotherapist's or doctor's assessment of the individual child, which is why a recommendation, though not compulsory, is worth carrying to the district office.
Numbers for the walking device:
| Year | Beneficiaries | Amount |
|---|---|---|
| 2024-25 (actual) | 181 | Rs 3.95 lakh spent |
| 2025-26 (Budget Estimate) | ; | Rs 20.00 lakh allocated |
The allocation for 2025-26 is roughly five times the previous year's expenditure, which suggests the department expects to supply considerably more walking devices this year. In context, the whole assistive devices programme covered 31,585 beneficiaries across 23 types of aids and appliances in 2024-25 at an expenditure of Rs 11,364.20 lakh, with Rs 7,371.36 lakh provided in the Budget Estimate for 2025-26.
Who is eligible for a walking device, and who is not eligible?
The department's eligibility criterion is stated plainly: "Orthopaedically children having difficulties in walking."
You can apply if:
- The beneficiary is a child with an orthopaedic disability.
- The child has difficulty in walking, that is the functional test the scheme applies, rather than a fixed percentage or diagnosis.
- The child holds a National Identity Card for the Differently Abled, which the department names as the certificate to be furnished. The card is issued by the District Differently Abled Welfare Office to persons with 40 per cent and above disability, on the strength of a disability certificate.
- You are resident in the district where you file the application.
There is no income condition published for assistive devices, and no community condition.
You cannot get a walking device under this scheme if:
- The beneficiary is an adult. The scheme names children, so an adult with walking difficulty is not eligible here and should ask about auxiliary crutches, elbow crutches, callipers, a tricycle, a wheelchair, a battery operated wheelchair or, for a person above 18 whose both legs are affected and who is studying, employed or self-employed, a retrofitted petrol scooter.
- The child has no disability certificate and no National Identity Card. The application cannot be processed without them.
- The child's difficulty is not orthopaedic in origin in a way the certifying authority will record. Children with cerebral palsy, for instance, are separately supplied wheelchairs for cerebral palsy affected persons โ 701 beneficiaries in 2024-25, and corner seats, of which 250 were supplied.
- You live outside Tamil Nadu, or apply in a district where the child is not resident.
How to apply for a walking device
- Get the disability certificate. Certificates are issued by the appropriate certifying medical authority through the medical boards at Government Medical College Hospitals, District Headquarters Hospitals, Taluk and non-Taluk hospitals, and at special camps. The State Resource cum Training Centres at Chennai and Tiruchirappalli also issue disability certificates.
- Obtain the National Identity Card for the Differently Abled from the District Differently Abled Welfare Office. The Unique Disability Identification card is generated through swavlambancard.gov.in, and 8,94,220 UDID cards had been generated and delivered as on 31 March 2025.
- Get a physiotherapist's or doctor's recommendation on whether the child needs a walker or a rollator, and on the height and size required. This is not compulsory but it prevents a mismatched device.
- Collect the prescribed application form. The department confirms that a form is prescribed and that "application are available with concerned District Differently Abled Welfare Officer".
- Submit the completed form with the National Identity Card, disability certificate, the child's birth certificate or age proof, Aadhaar for the child and parent, and residence proof, to the District Differently Abled Welfare Officer, and collect the acknowledgement.
- Attend the distribution camp when called. Devices are commonly handed over at district camps. The department's mobile therapy units conducted 4,326 camps in 2024-25, benefiting 16,174 differently abled persons, and take services to rural areas with a rehabilitation assistant and therapeutic training material.
- Ask for walking training. The device exists to enable training, so ask the rehabilitation assistant or the therapist at the camp or the district Early Intervention Centre how the child should use it and how the height should be adjusted as the child grows.

- Ask when the next distribution camp is being held in your block or taluk.
- Call the toll-free helpline 1800-425-0111. Hearing impaired parents can use the WhatsApp video call number 9499933703.
- Contact the Commissionerate at No. 5, Kamarajar Salai, Chennai 600 005, on 044-28444940, or by email at scd.tn@nic.in.
Why walking device applications get delayed
- No National Identity Card for the Differently Abled. The device is issued against the card, so the card application must come first.
- Small annual quota. Only 181 children received a walking device in 2024-25. Even with the allocation raised to Rs 20.00 lakh for 2025-26, this remains one of the department's smaller device lines, so a district may hold applications until stock arrives. Ask to be recorded on the pending list.
- Disability certificate expired. Temporary certificates for children need renewal at a medical board, and a lapsed certificate stalls every departmental benefit.
- Wrong device requested. A child who cannot bear weight at all is better served by a wheelchair, a corner seat or a standing frame than by a walker, and the department supplies all of these.
- Child has outgrown the device. Children grow out of walkers. Ask the District Differently Abled Welfare Officer about replacement; the department earmarks 25 per cent of the annual allocation for replacing worn-out appliances, with published replacement cycles of 10 years for retrofitted scooters and 3 years for behind-the-ear hearing aids and Braille watches.
What else supports a child with walking difficulty in Tamil Nadu
- Hi-tech physiotherapy equipment. A scheme providing standing frames to 1,000 differently abled children affected with intellectual disability and cerebral palsy has been implemented with a budget of Rs 1.00 crore; equipment was provided to 217 beneficiaries at an expenditure of Rs 17.80 lakh.
- Early Intervention Centres. 93 centres with 290 special educators serve 2,466 children below 6 years across hearing impairment, intellectual disability, visual impairment, cerebral palsy, autism and multiple disabilities, providing therapy, learning materials, noon meal, weaning food and free transport.
- Mobile therapy units, which bring therapeutic training and a rehabilitation assistant to the neighbourhood in rural areas.
- Free travel concession for children with disabilities to attend early intervention centres and pre-schools along with one escort or parent, with no income ceiling.
- Chief Minister's Comprehensive Health Insurance Scheme, under which all differently abled persons and their family members are enrolled without any income ceiling.
