Tricycles - Tamil Nadu
Tamil Nadu state government scheme
Tricycles is a Tamil Nadu scheme that distributes hand-propelled tricycles free of cost to orthopaedically differently abled persons whose both lower limbs are affected, generally requiring at least 40 per cent certified disability and normal upper limbs. Apply offline on the prescribed form at the District Differently Abled Welfare Office in your collectorate.
What is the Tricycles scheme in Tamil Nadu?
Tricycles is an assistive device scheme of the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. The department distributes hand-propelled tricycles free of cost to orthopaedically differently abled persons whose both lower limbs are affected, so that they can move independently instead of depending on another person to carry or push them.
The scheme sits inside the department's wider aids and appliances programme, which also supplies hearing aids with solar rechargeable batteries, motorised tricycles, modular artificial limbs, calipers, crutches, wheelchairs and battery-operated wheelchairs. The parent office is the Commissionerate for the Welfare of the Differently Abled at scd.tn.gov.in, and delivery is entirely through the District Differently Abled Welfare Officer (DDAWO) in each district collectorate.
The design of the aid explains the eligibility. A hand-propelled tricycle is driven by the arms through a lever or chain mechanism. It is the right device for someone whose legs cannot bear weight but whose upper limbs are normal and strong enough to propel it. That is why district listings describe the beneficiary as a person "affected with both lower limbs with normal upper limbs". A person whose arms are also affected needs a motorised tricycle or a battery-operated wheelchair, which the department supplies under a separate head.
There is no cash component. The benefit is the machine itself, handed over usually at a distribution camp organised at the taluk or district level.
Who is eligible, and who is not eligible?
You can apply if:
- You have an orthopaedic disability affecting both lower limbs, certified by a government medical board.
- Your upper limbs are normal, since the tricycle is hand-propelled.
- Your certified disability is at least the threshold the district applies: district listings commonly cite 40 per cent or more orthopaedic disability.
- You meet the minimum age the district applies. District listings commonly cite above 12 years, with some stating above 14 years, on the practical ground that a standard adult tricycle does not fit a small child.
- You are a resident of the district where you apply.
- You cannot walk without support or have real difficulty in independent mobility.
- You have not already received a tricycle or an equivalent mobility aid under any government or non-government scheme.
You are not eligible if:
- Your upper limbs are affected to a degree that makes it impossible to propel the tricycle. Ask instead about a motorised tricycle or battery-operated wheelchair.
- Only one lower limb is affected. Crutches, calipers or a modular limb are the appropriate aids, not a tricycle.
- You have no disability certificate from a government medical board. A private hospital certificate is not accepted.
- You already hold a tricycle received under any scheme, unless the department accepts a documented replacement case.
- You are not resident in Tamil Nadu.
- Your certified disability is below the district threshold.

How to apply for a tricycle in Tamil Nadu
- Obtain or renew the disability certificate. Attend the district medical board at the government hospital and get the certificate showing orthopaedic disability and the limbs affected. If you hold a UDID card, carry it too. Everything else in this application depends on this document.
- Visit the District Differently Abled Welfare Office at your district collectorate and collect the prescribed application form. Several district collectorate websites, including Viluppuram and Salem, publish the tricycle application as a downloadable PDF, so you can fill it before you travel.
- Fill the form completely — name, age, address, nature and percentage of disability, limbs affected, and current mobility. State plainly that both lower limbs are affected and that the upper limbs are normal.
- Attach self-attested copies of the disability certificate, Aadhaar, residence proof and photograph, and sign the declaration that no tricycle has been received earlier.
- Submit the application at the District Differently Abled Welfare Office and take an acknowledgement with a reference number and date.
- Attend the physical verification or camp when called. The department typically calls applicants for a physical assessment so that the correct size and type of device is issued.
- Collect the tricycle at the distribution camp and sign the receipt register. Ask for the manufacturer's details and any warranty paper handed over with the device.
How do you check the status of an application?
There is no online tracking system for this scheme. The route is:
- Keep the acknowledgement slip from submission.
- Follow up at the District Differently Abled Welfare Office with the reference number, and ask specifically whether your name is on the current year's sanctioned list and when the next distribution camp is due.
- If the district's annual allotment for tricycles is exhausted, ask to have the application carried into the next allotment and get that confirmed in writing.
- Escalate at the District Collector's weekly grievance day where an application has been pending across more than one distribution cycle.
Why do applications get rejected, and how are they fixed?
- Disability certificate does not show both lower limbs affected. A generic orthopaedic certificate may not be enough. Ask the medical board to record the limbs involved.
- Certificate from a private hospital. Only a government medical board certificate is accepted. Attend the board camp.
- Percentage below the district threshold. Where the disability has worsened since the certificate was issued, apply for reassessment before applying for the tricycle.
- Upper limb involvement. A hand-propelled tricycle will not be issued where the arms cannot drive it. Apply for a motorised tricycle or wheelchair instead.
- Applicant already holds a tricycle. The declaration is verified against the office register.
- Applicant is below the minimum age the district applies.
- Application filed in a district where the applicant does not reside. File where you live.
- Allotment exhausted rather than rejection. Many applications are not refused but deferred. Ask explicitly whether the file was rejected or carried forward, because the answers require different next steps.
Where can an applicant raise a grievance?
- The District Differently Abled Welfare Officer at the district collectorate. Each district publishes its own contact. The Thanjavur office is at Room No. 14, Ground Floor, Collectorate Building Campus, Thanjavur 613010, and the Ranipet DDAWO is on 04172 274177.
- The District Collector's weekly grievance day.
- The Commissionerate for the Welfare of the Differently Abled, Chennai, through scd.tn.gov.in.
- The State Commissioner for the Differently Abled, for a complaint under the Rights of Persons with Disabilities Act, 2016.
The tricycle is free. No fee is payable to anyone, and no agent, middleman or supplier can secure a tricycle faster. Any demand for money in connection with the distribution should be reported to the DDAWO and the Collector.
What other mobility and support schemes should be checked?
| Scheme | What it gives |
|---|---|
| Motorised tricycle | For persons who cannot propel a hand tricycle |
| Battery-operated wheelchair | For persons with severe mobility limitation |
| Modular artificial limbs, calipers, crutches | Fitted aids for limb loss and partial involvement |
| Hearing aids with solar rechargeable batteries | For hearing impaired persons and students |
| Maintenance allowance | Rs 1,500 per month for persons with 75 per cent and above disability |
| Destitute Differently Abled Pension | Rs 1,000 per month for destitute persons with 40 per cent and above disability |
| Self-employment subsidy | One-third of the loan or Rs 10,000, whichever is less |
| Aavin parlour scheme | Support to run an Aavin milk parlour, published by districts at Rs 50,000 subsidy and deposit |
| Travel concession | Bus and rail concessions for differently abled persons and an escort |
A single visit to the District Differently Abled Welfare Office with the disability certificate is usually enough to check every one of these at once, and applicants should ask for the full list rather than only the aid they came for. Registering with the Tamil Nadu Differently Abled Welfare Board at the same visit is also worth doing, because the board's accident, funeral, marriage and children's education benefits require membership before the event.

Frequently asked questions
Who gets a tricycle under the Tamil Nadu scheme?
An orthopaedically differently abled person whose both lower limbs are affected and whose upper limbs are normal, since the tricycle is hand-propelled. District listings commonly require at least 40 per cent certified orthopaedic disability and an age above 12 to 14 years.
Does the tricycle cost anything?
No. The tricycle is distributed free of cost to eligible beneficiaries by the Department for the Welfare of Differently Abled Persons. No fee is payable at any stage and no agent is involved.
Where does one apply?
At the District Differently Abled Welfare Office in the district collectorate, on the prescribed form. The application is offline.
Can a person with only one leg affected get a tricycle?
Not usually under this head. The scheme is aimed at persons affected in both lower limbs. A person with one limb affected should ask the District Differently Abled Welfare Officer about crutches, calipers or a modular limb instead.
What if the applicant's hands are also affected?
A hand-propelled tricycle is not suitable, and the applicant should ask about a motorised tricycle or a battery-operated wheelchair, which Tamil Nadu also distributes to eligible persons.
How long does it take?
It depends on the district's annual allotment. Tricycles are supplied against a sanctioned quantity and are usually handed over at distribution camps, so an application filed early in the financial year is likelier to be met in the same year.
Can a person get a second tricycle?
Not normally. The self-declaration in the application asks the beneficiary to confirm no tricycle has been received earlier. A replacement for a worn-out tricycle should be requested in writing to the District Differently Abled Welfare Officer with reasons.
