What is the Modular Reflective Folding Sticks scheme?

Modular Reflective Folding Sticks: known in India as the smart cane; are distributed free of cost by the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu, through the Commissionerate for Welfare of the Differently Abled and the District Differently Abled Welfare Offices.

The department's own description of the scheme is short and precise: "Modular reflective folding sticks are being distributed to needy visually impaired persons. This plays a vital role in self orientation and for the independent mobility of visually impaired persons."

Two features distinguish this stick from an ordinary white cane:

  • Modular and folding. The cane comes apart into sections and folds down, so a user can carry it in a bag on a bus or in an autorickshaw and reassemble it on arrival. A rigid cane is far harder to travel with.
  • Reflective. The reflective surface makes the user visible to drivers at night and in poor light, which is exactly when a pedestrian with low or no vision is most at risk on an Indian road.

The scheme is one of 23 types of aids and appliances the department supplies. In 2024-25, an expenditure of Rs 11,364.20 lakh was incurred to benefit 31,585 beneficiaries across all 23 device types, and Rs 7,371.36 lakh is provided in the Budget Estimate for 2025-26.

Numbers for the folding stick specifically:

Year Beneficiaries Amount
2024-25 (actual) 1,980 Rs 6.42 lakh spent
2025-26 (Budget Estimate) , Rs 290.18 lakh allocated

That jump in allocation, from an expenditure of Rs 6.42 lakh to a budget of Rs 290.18 lakh, is the single most useful fact for a visually impaired reader in Tamil Nadu: the department has budgeted for a very large expansion of folding stick distribution in 2025-26, so this is a good year to apply.

Who is eligible for the folding stick, and who cannot get one?

The department's eligibility criterion for this scheme is stated in one line: the applicant "should be a visually impaired person".

You can apply if:

  • You are a visually impaired person, the scheme covers blindness and low vision.
  • You hold a National Identity Card for the Differently Abled, which the department names as the certificate to be furnished with the application. The card is issued by the District Differently Abled Welfare Office to persons with 40 per cent and above disability, on the strength of a disability certificate.
  • You are a resident of the district where you apply.

There is no income condition published for assistive devices, no age condition and no community condition. A student, a working person and a pensioner apply on the same terms.

You cannot get a folding stick under this scheme if:

  • You have no disability certificate and no National Identity Card. The whole distribution runs off that card, so an application without it cannot be processed, and you are not eligible until the card is issued.
  • Your disability is not visual. A person with a locomotor disability is not eligible for a folding stick but should ask about auxiliary crutches, elbow crutches, callipers, a tricycle, a wheelchair, a walking device or a retrofitted petrol scooter, all of which the department supplies.
  • You live outside Tamil Nadu.
  • You apply in a district where you are not resident. District Differently Abled Welfare Officers process applications for their own districts.

How to apply for the modular reflective folding stick

  1. Get a disability certificate if you do not hold one. Certificates are issued through the medical boards at Government Medical College Hospitals, District Headquarters Hospitals, Taluk and non-Taluk hospitals, and at special camps. The State Resource cum Training Centres at Chennai and Tiruchirappalli also issue disability certificates.
  2. Obtain the National Identity Card for the Differently Abled from the District Differently Abled Welfare Office. This is the document the scheme requires. The Unique Disability Identification card, generated through swavlambancard.gov.in, runs alongside it; 8,94,220 UDID cards had been generated and delivered as on 31 March 2025.
  3. Collect the prescribed application form. The department confirms that a prescribed form exists and that "applications are available with concerned District Differently Abled Welfare Officer".
  4. Fill the form and attach the National Identity Card, the disability certificate, Aadhaar, residence proof and a passport-size photograph.
  5. Submit the application to the District Differently Abled Welfare Officer, who is the officer the department names as the recipient of the application, and collect the acknowledgement.
  6. Attend a distribution camp if called. The department distributes assistive devices at district camps; 4,326 camps were conducted in 2024-25 through the mobile therapy units, benefiting 16,174 differently abled persons.
  7. Collect the stick and sign the distribution record. Ask for a demonstration of how the modular sections join and fold, and for orientation and mobility training if you have not used a cane before.

How to check the status of your application

  1. Return to the District Differently Abled Welfare Officer with your acknowledgement. This officer both receives the application and controls the district's allocation of devices.
  2. Call the toll-free helpline 1800-425-0111, set up by the Commissionerate for Welfare of the Differently Abled.
  3. Ask about the next distribution camp in your block or taluk, since devices are commonly handed over at camps rather than posted.
  4. Contact the Commissionerate at No. 5, Kamarajar Salai, Chennai 600 005, on 044-28444940, or by email at scd.tn@nic.in.

Why folding stick applications get delayed or refused

  • No National Identity Card for the Differently Abled. By far the commonest reason. Apply for the card first at the District Differently Abled Welfare Office; the device application follows.
  • Disability certificate expired. Temporary certificates need renewal at a medical board, and a lapsed certificate stalls every departmental benefit, not just this one.
  • Allocation exhausted for the year. Assistive devices are supplied against an annual budget. With Rs 290.18 lakh allocated for folding sticks in 2025-26 against Rs 6.42 lakh spent in 2024-25, this constraint should ease sharply, but a district can still run out before the year ends. Ask to be recorded on the pending list rather than reapplying from scratch.
  • Applied in the wrong district. File where you reside.
  • Wrong device requested. Persons with low vision sometimes need a magnifier or a modular reading device rather than a cane; 76 people received magnifiers and 1,171 received modular reading devices in 2024-25.

What else the department supplies visually impaired persons

The folding stick sits inside a larger list. In 2024-25 the department supplied, among its 23 device types:

  • Magnifiers to 76 beneficiaries
  • Braille watches β€” 1,105 beneficiaries
  • Goggles to 1,945 beneficiaries
  • Electronic Braille readers to 48 beneficiaries
  • Modular reading devices to 1,171 beneficiaries
  • Smartphones for hearing and visually impaired persons to 2,500 beneficiaries, at an expenditure of Rs 404.98 lakh, with Rs 1,512.50 lakh allocated for 2025-26

Visually impaired persons in Tamil Nadu are also given free travel concession up to 100 km to and fro within the district without any condition, with no income ceiling, and all categories of differently abled persons with an escort may travel throughout the state by paying only 25 per cent of the ticket cost.

Where to complain

The department names the grievance authority for this scheme precisely:
