What is the Maintenance Allowance for differently abled persons?

Maintenance Allowance to Intellectually Disabled Persons is the largest cash benefit run by the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. The scheme pays Rs 2,000 per month to support the livelihood of a differently abled person, and it is delivered through the Commissionerate for Welfare of the Differently Abled and the District Differently Abled Welfare Offices.

Two features make this scheme unusually straightforward compared with most welfare payments in India:

  • No income test. The department's Policy Note for 2025-26 states that the allowance is provided based on the medical certificate without considering the income level. There is no income certificate to chase and no BPL condition.
  • A fixed payment date. The department states that it ensures the amount reaches the beneficiary's account directly through Direct Benefit Transfer before the 5th of every month.

Scale. In 2024-25, Rs 57,679.23 lakh was spent to benefit 2,50,987 beneficiaries. Rs 66,141.64 lakh is provided in the Budget Estimate for 2025-26, which points to further growth in coverage.

Who is eligible for the maintenance allowance, and who is excluded?

Eligibility is defined by disability category and percentage. The department's own table for 2024-25 sets it out:

Category Disability percentage required Beneficiaries in 2024-25
Persons with intellectual disability 40 per cent and above 1,82,846
Severely affected persons 75 per cent and above 46,286
Persons affected with Parkinson's disease, spinal cord injury and multiple sclerosis 40 per cent and above 3,498
Persons with autism spectrum disorder 40 per cent and above 2,422
Persons affected with muscular dystrophy 40 per cent and above 4,452
Leprosy affected persons 40 per cent and above 11,483
Total 2,50,987

You can apply if:

  • You fall in one of the six categories above at the stated disability percentage.
  • You hold a disability certificate from the appropriate certifying medical authority.
  • You are a resident of Tamil Nadu and apply through an e-Sevai centre in your district.
  • You have a bank account that can be seeded with Aadhaar for Direct Benefit Transfer.

Your income is irrelevant. So is your community, your employment status and whether anyone else in your family receives a pension.

You cannot apply if:

  • Your disability is below the percentage required for your category. A person with a locomotor disability assessed at 50 per cent, for instance, does not meet the 75 per cent threshold for "severely affected persons" and is not eligible on that route.
  • You have no disability certificate. The scheme is built entirely on the medical certificate, so an application without it cannot be processed.
  • Your category is not among the six listed. Persons with other disabilities should ask the District Differently Abled Welfare Officer which of the department's other schemes applies, such as the unemployment allowance or the high support need assistance.
  • You are outside Tamil Nadu.

How to apply for the maintenance allowance

  1. Get the disability certificate. Certificates are issued by the appropriate certifying authority for the particular disability, through the medical board at Government Medical College Hospitals, District Headquarters Hospitals, Taluk and non-Taluk hospitals, and at special camps. The State Resource cum Training Centres at Chennai and Tiruchirappalli also issue disability certificates.
  2. Obtain the National Identity Disability Card. The District Differently Abled Welfare Office issues the NIDC to persons with 40 per cent and above disability on the strength of the disability certificate. The Unique Disability Identification card is generated through swavlambancard.gov.in; 8,94,220 UDID cards had been generated and delivered as on 31 March 2025.
  3. Open or confirm a bank account in the beneficiary's name and get it seeded with Aadhaar. Where the beneficiary has an intellectual disability, a legal guardian operates the account.
  4. Visit the e-Sevai centre nearest your residence and file the maintenance allowance application. This is the route the department specifies.
  5. Submit the disability certificate, NIDC or UDID card, Aadhaar, bank passbook, residence proof and photograph at the centre and collect the acknowledgement carrying the application number.
  6. Wait for scrutiny by the District Differently Abled Welfare Officer, who verifies the certificate and the category before sanction.
  7. Check your bank account from the 5th of the month after sanction. Payments are made through DBT before the 5th of every month.

What documents are required?

Document Mandatory Notes
Disability certificate Yes The basis of the whole claim
NIDC or UDID card Yes Issued for 40 per cent and above disability
Aadhaar card Yes Identification and bank seeding
Bank passbook Yes DBT credit before the 5th of each month
Residence proof Yes District of application
Passport-size photograph Yes For the beneficiary record
Guardian details No Where a guardian operates the account

How to check your allowance status

  1. Return to the e-Sevai centre where you applied and ask for the status against your application number. e-Sevai runs a status-check service for applications filed through its centres.
  2. Contact the District Differently Abled Welfare Officer at the district headquarters. This is the officer who scrutinises and sanctions.
  3. Call the toll-free helpline 1800-425-0111, or for hearing impaired persons use the WhatsApp video call number 9499933703.
  4. Check the bank passbook or the bank's SMS alerts after the 5th of each month.

Why maintenance allowance payments stop

  • Aadhaar not seeded with the bank account, so the DBT credit fails and returns.
  • Bank account dormant or closed, which is common where the account was opened only for the allowance and not operated.
  • Disability certificate expired. Temporary certificates need renewal at a medical board; a lapsed certificate is the commonest cause of suspension.
  • Percentage reassessed downward at a fresh medical board.
  • Beneficiary admitted to a government institution where maintenance is already provided, which is checked at verification.
  • Name mismatch between the Aadhaar record and the bank record.

For any of these, the fix runs through the District Differently Abled Welfare Officer, not through the bank alone.

Other benefits a beneficiary should know about

  • Financial assistance for high support need: Rs 1,000 per month to the caregiver of a person certified as having high support need by the Assessment Board. 14,987 beneficiaries received it in 2024-25.
  • Unemployment allowance for differently abled persons who remain unemployed for more than a year after registering with the employment exchange, given by educational qualification for 10 years.
  • Marriage assistance โ€” Rs 25,000 with an 8-gram gold coin, or Rs 50,000 where either spouse is a graduate or diploma holder.
  • Interest-free bank loan up to Rs 1.50 lakh towards the beneficiary's contribution for a government-allotted house, repayable over 5 years.
  • Educational scholarships ranging from Rs 2,000 a year in Classes 1 to 5 to Rs 14,000 a year for postgraduate and professional courses, plus reader's allowance and scribe assistance for visually impaired students.

Help and grievance

  • Toll-free helpline: 1800-425-0111 at the State Resource cum Training Centre, Chennai.
  • Hearing impaired: WhatsApp video call 9499933703.
  • District level: District Differently Abled Welfare Officer, in all 39 districts.
  • e-Sevai helpdesk: 1800 425 6000, for problems with the application filed at a centre.
  • State level: Commissionerate for Welfare of the Differently Abled, Chennai; scd.tn.gov.in.

The maintenance allowance is free to apply for beyond the small e-Sevai service charge. No agent can get an allowance sanctioned, and no official will ask for a payment.

Common reasons for rejection

The page already explains why an approved allowance later stops being paid. Rejection is a different stage: it happens when the District Differently Abled Welfare Officer scrutinises a fresh application and declines to sanction it in the first place. The common reasons are specific to how this scheme is built around the medical certificate and the six eligibility categories.

  • Disability percentage falls short of the category threshold. Persons with intellectual disability, autism spectrum disorder, muscular dystrophy, Parkinson's disease, spinal cord injury or multiple sclerosis, and leprosy need 40 per cent disability and above. "Severely affected persons" need 75 per cent and above. An applicant certified below the required percentage for their category is rejected on that ground alone, even if every other document is in order. The fix is to get reassessed at a medical board if the condition has since worsened, and to apply under the correct category rather than a higher one the certificate does not support.

  • The disability does not fall within one of the six listed categories. This allowance does not cover every kind of disability recognised elsewhere in law, only the six named on the department's table. An application for a disability outside that list is not sanctioned under this scheme. The applicant should ask the District Differently Abled Welfare Officer which other departmental scheme, such as the unemployment allowance, actually fits.

  • No valid disability certificate, or a certificate from an authority not recognised for this purpose. Since the scheme runs entirely on the medical certificate rather than an income test, an application without one, or with one issued outside the recognised medical boards and hospitals, cannot be processed. Getting the certificate reissued through a Government Medical College Hospital, District Headquarters Hospital, Taluk hospital, or a State Resource cum Training Centre resolves this.

  • NIDC or UDID card missing or not yet generated. The National Identity Disability Card and the swavlambancard.gov.in-issued Unique Disability Identification card back up the medical certificate at verification. An application filed before this card is in hand is commonly held back or rejected pending it; applying for the card first through the District Differently Abled Welfare Office avoids the delay.

  • Bank account not in the beneficiary's own name, or not Aadhaar-seeded. Since payment is by Direct Benefit Transfer, an account held jointly in a way the department cannot process, or one not seeded with Aadhaar, is a frequent ground for sending the file back at scrutiny rather than sanctioning it outright. Where the beneficiary has an intellectual disability and a legal guardian must operate the account, the guardianship link needs to be clearly recorded at account opening.

  • Application filed from outside Tamil Nadu, or residence proof does not match the district of application. Since eligibility is tied to Tamil Nadu residency and the application is filed at a district e-Sevai centre, a mismatch between the residence proof submitted and the district applied in is checked and can lead to rejection or a request to re-file at the correct centre.

  • Incomplete document set at the e-Sevai centre. An application missing the disability certificate, NIDC or UDID card, Aadhaar, bank passbook, residence proof, or photograph is not accepted for scrutiny in the first place, or is returned by the District Differently Abled Welfare Officer for resubmission. Carrying originals and photocopies of all seven items listed on the department's document table before visiting the centre avoids this.

If an application is rejected, the applicant can ask the e-Sevai centre or the District Differently Abled Welfare Officer for the specific reason recorded against the file, correct that one deficiency, such as a fresh medical board assessment or a re-seeded bank account, and re-file rather than starting the process from scratch each time.
