What is the Goggles scheme?

Goggles by the Welfare of Differently Abled Persons Department is an assistive device scheme of the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. Under it, goggles are distributed to needy visually impaired persons to enable them to protect themselves from sunlight.

Goggles are the smallest of the department's 23 assistive devices by cost and one of the widest by reach. In 2024-25, 1,945 beneficiaries received goggles at a total expenditure of Rs 2.74 lakh, an average of roughly Rs 141 per pair. A budget allocation of Rs 6.00 lakh is provided for 2025-26, more than double the previous year's spend.

Why goggles matter for a visually impaired person. The word "goggles" understates the purpose. For many people with low or no vision, sunlight is not merely uncomfortable but painful. Conditions such as albinism, aniridia, corneal scarring, glaucoma and photophobia after eye surgery all leave the eye unable to regulate incoming light, and a person with these conditions may lose what residual vision they have in bright outdoor light. For a person with no useful vision, tinted protective lenses serve a different purpose: they shield an eye that no longer blinks reliably or closes fully from dust, wind, insects and accidental physical injury. A real risk for someone walking with a cane in traffic.

Goggles also carry a social function that the department's own beneficiaries report. A visible pair of dark glasses signals to others on a footpath or in a bus queue that the person cannot see them, which reduces the daily friction of being jostled or shouted at.

Who is eligible for free goggles, and who is excluded?

A person can claim if:

  • The applicant is visually impaired. This is the defining condition of the scheme.
  • The applicant has a benchmark disability of 40 per cent and above, as defined under the Rights of Persons with Disabilities Act, 2016. Every benefit of this department runs off that threshold.
  • The applicant holds a disability certificate issued by a medical board at a Government Medical College Hospital, District Headquarters Hospital, Taluk or non-Taluk hospital, or at a departmental special camp.
  • The applicant holds a National Identity Disability Card (NIDC) or UDID card issued by the District Differently Abled Welfare Office. 8,94,220 UDID cards had been generated and delivered as on 31 March 2025.
  • The applicant is resident in Tamil Nadu and applies in the district of residence.
  • The applicant is assessed as needy. The scheme's own word. There is no published income ceiling for assistive devices under this department.

A person cannot claim if:

  • The disability is assessed below 40 per cent. A claim under the benchmark is not eligible, however genuine the light sensitivity.
  • The disability is not visual impairment. Persons with hearing, locomotor or intellectual disabilities remain eligible for the department's other devices but are not eligible for goggles under this head.
  • There is no disability certificate, or a temporary certificate has lapsed.
  • Residence is outside Tamil Nadu.

A person who needs prescription spectacles rather than protective goggles is a different case. Corrective spectacles for refractive error do not come under this scheme, and are handled through the Health and Family Welfare Department's eye care programmes and school eye screening.

How to apply for goggles in Tamil Nadu

  1. Obtain the disability certificate. Attend a medical board at a Government Medical College Hospital, District Headquarters Hospital, Taluk or non-Taluk hospital, or a departmental special camp. The certificate must record visual impairment and the percentage of disability.
  2. Obtain the NIDC or UDID card from the District Differently Abled Welfare Office on the basis of that certificate. Every device application is checked against this record.
  3. Collect the assistive device application form from the District Differently Abled Welfare Office, or download it from your district's NIC website. District portals such as Karur's publish a single form covering goggles, callipers and crutches, artificial limbs, special hearing aids and special wheelchairs for cerebral palsied persons.
  4. Attach the documents; disability certificate, NIDC or UDID card, Aadhaar, residence proof and passport-size photographs.
  5. Submit the application to the District Differently Abled Welfare Officer and collect the acknowledgement. Applications are also accepted at the department's special camps; 4,326 camps were conducted in 2024-25 through mobile therapy units, benefiting 16,174 differently abled persons.
  6. Collect the goggles at the distribution event and sign the register. Because goggles need no measurement or casting, this head moves faster than most of the department's devices.

What else visually impaired persons receive

Goggles are rarely applied for alone. The same office, the same form and the same disability certificate open the department's whole range of devices for visually impaired persons. Figures below are for the financial year 2024-25.

Assistive device Beneficiaries Expenditure (Rs lakh) 2025-26 allocation (Rs lakh)
Goggles 1,945 2.74 6.00
Reflecting folding sticks 1,980 6.42 290.18
Braille watches 1,105 19.40 30.00
Modular reading device 1,171 155.97 151.20
Magnifier 76 7.90 20.00
Electronic Braille reader 48 22.87 142.03
Smartphone for hearing and visually impaired persons 2,500 404.98 1,512.50
Total (23 devices) 31,585 11,364.20 7,371.36

The reflecting folding stick allocation is worth flagging to any goggles applicant. It rises from Rs 6.42 lakh spent in 2024-25 to Rs 290.18 lakh allocated for 2025-26 โ€” a forty-fold increase, and by far the sharpest rise on the department's device table. Anyone eligible for goggles is almost certainly eligible for a folding stick, and this is the year to ask for one.

Education support for visually impaired students. Beyond devices, the department pays a reader's allowance of Rs 3,000 a year for standards 9 to 12, Rs 5,000 for a UG degree and Rs 6,000 for a PG or professional degree, and scribe assistance at Rs 300 per paper for examinations. In 2024-25 the reader's allowance reached 1,454 students at Rs 65.67 lakh, and scribe assistance 535 students at Rs 29.34 lakh. Modern reading devices were procured for 1,000 visually challenged students in higher education at Rs 13,200 each in 2023-24, and universal Braille kits and tactile books costing Rs 5,000 to Rs 10,000 per kit went to 430 students.

Ten Government special schools function for visually challenged children, alongside nine of the 48 Government-aided special schools.

Why applications fail

  • Disability below 40 per cent on the certificate.
  • Certificate does not record visual impairment.
  • Certificate expired. Temporary disability certificates lapse and must be renewed at a medical board.
  • NIDC or UDID card not obtained, leaving no departmental record to attach the application to.
  • Annual allocation exhausted. This is a small head; Rs 6.00 lakh for 2025-26, and it can be reached; an application not fulfilled this year normally carries to the next distribution.
  • Applied outside the district of residence.

Help and grievance

  • Toll-free helpline: 1800-425-0111, set up exclusively for differently abled persons at the State Resource cum Training Centre, Chennai.
  • Hearing impaired persons: WhatsApp video call 9499933703.
  • District level: the District Differently Abled Welfare Officer at the Collectorate.
  • State level: the Commissionerate for Welfare of the Differently Abled, No. 5, Kamarajar Salai, Chennai 600 005 to scd.tn.gov.in.

Goggles are supplied free of cost. No agent can charge a fee to place an applicant on the distribution list, and the average unit cost of about Rs 141 makes any demand for payment plainly improper.

How to check your application status

The goggles scheme has no online tracking portal or application ID system of its own; it is run entirely through the District Differently Abled Welfare Office and departmental camps, so status has to be checked the same way the application was submitted, in person or by phone.

  1. Keep the acknowledgement from submission. When the application was handed in at the District Differently Abled Welfare Office or at a special camp, the counter or camp staff should have given a receipt or noted the entry in a register. Quote this reference, along with the applicant's name and UDID or NIDC number, whenever following up.
  2. Contact the District Differently Abled Welfare Officer at the Collectorate. This office holds the district's own list of pending and cleared applications for the year's allocation and can confirm whether an application is still queued, has been approved for the next distribution, or has already been fulfilled.
  3. Call the toll-free helpline 1800-425-0111. This is the dedicated helpline for differently abled persons, run from the State Resource cum Training Centre, Chennai. It can guide a caller on which district office to follow up with and on the general distribution timeline, though it does not hold individual case files.
  4. Hearing impaired applicants can use the WhatsApp video call number 9499933703 to communicate the same query without needing a voice call.
  5. Watch for camp and distribution announcements. Because goggles are often handed out at the department's special camps (4,326 were held across Tamil Nadu in 2024-25) rather than through a fixed office counter, an approved application may only be actioned when the next camp or distribution event is held in the applicant's area. The District Differently Abled Welfare Office can confirm the next scheduled camp.
  6. If the annual allocation for the year is exhausted, an approved but unfulfilled application is ordinarily carried forward and met from the following year's budget; the district office can confirm this carry-forward status rather than requiring a fresh application.

There is no SMS or portal-based status lookup for this scheme; the District Differently Abled Welfare Office is the only authoritative source on where a given application stands.
