Legal Heir Certificate in Tamil Nadu (Varisu Certificate, REV-114)
Tamil Nadu state government scheme
A Legal Heir Certificate in Tamil Nadu, locally called the Varisu certificate, is applied for online as service REV-114 on the TN e-Sevai portal at tnesevai.tn.gov.in. Chennai district's published e-Sevai list shows a government fee of zero and an e-Sevai service charge of Rs 60 including tax. The Tahsildar signs it after the VAO and Revenue Inspector verify the family.
What is a legal heir certificate in Tamil Nadu?
A legal heir certificate in Tamil Nadu, the Varisu certificate: is a Revenue Department document that records the complete list of surviving family members of a person who has died. The Tahsildar of the Taluk in which the deceased last lived signs it. Tamil Nadu delivers the service through the TN e-Sevai portal at tnesevai.tn.gov.in as service code REV-114 under the Revenue Department.
The certificate is what a government office, a bank, an insurer or a pension authority uses to decide whom to pay when the account holder or employee has died without leaving a will. Typical uses are family pension, gratuity, provident fund, insurance settlement, compassionate appointment, transfer of an electricity or water connection, and mutation of a small landholding in the village records.
What is the difference between a legal heir certificate and a succession certificate?
Tamil Nadu recognises two very different documents, and applying for the wrong one wastes months.
- The Varisu (legal heir) certificate is administrative. The Tahsildar issues it under revenue procedure. It identifies heirs. It is enough for pensions, arrears of salary, gratuity, provident fund, compassionate appointment, utility transfers and small bank balances.
- A succession certificate is judicial. A civil court issues it under Part X of the Indian Succession Act, 1925. It authorises the person named in it to collect the debts and securities of the deceased, fixed deposits, shares, debentures, mutual fund units and similar financial assets.
Banks and companies holding significant money or securities routinely refuse a Varisu certificate and insist on a court-issued succession certificate, because the court order gives them legal protection against a rival claimant. Where immovable property is involved and the family is not agreed, the correct route is usually a partition suit or a letter of administration, not a Varisu certificate. Start with the Varisu certificate, and go to court only when the holding institution asks for a succession certificate in writing.
Who can apply for a Varisu certificate in Tamil Nadu?
The following people can apply for a legal heir certificate in Tamil Nadu:
- The surviving spouse of the deceased.
- Sons and daughters, including married daughters and adopted children.
- The mother and father of the deceased.
- Siblings, where the deceased left no spouse, children or parents.
- A guardian applying on behalf of a minor heir.
Tamil Nadu applies no income limit, no caste condition and no community restriction to this certificate. It is a record of fact, not a benefit.
The following cannot apply and are not eligible:
- Persons outside the class of heirs recognised by the personal law that applied to the deceased — a nephew, a cousin, a friend or a tenant cannot apply.
- Applicants where the deceased left a registered will. The executor named in the will must apply to the court for probate instead.
- Applicants for a deceased person whose last residence was outside Tamil Nadu. Apply in the state where the deceased lived.
- Anyone applying while a dispute over who the heirs are is already pending before a court. The Tahsildar will not decide a contested question of title.
How to apply for a legal heir certificate in Tamil Nadu online
- Open tnesevai.tn.gov.in and register with your mobile number and email, or log in if you already have an account.
- Create or link your CAN (Citizen Access Number). Every Revenue Department service on e-Sevai runs off the CAN, so do this before starting the form.
- Choose Department Wise Services → Revenue Department → REV-114 Legal Heir Certificate.
- Fill in the deceased person's name, date of death, last residential address and the Taluk and village. Getting the Taluk right matters. A wrong Taluk sends the file to a Tahsildar with no jurisdiction and it will be returned.
- Add every surviving heir, one row at a time, with the exact relationship to the deceased. Leaving out one heir is the single commonest reason these applications are rejected.
- Upload the death certificate, identity and address proofs, relationship proofs for each heir, and the scanned self-undertaking affidavit.
- Pay the e-Sevai charge online. Chennai's published list shows the government fee as zero and the e-Sevai service charge as Rs 60 including tax.
- Submit and save the application number shown on the acknowledgement.
- Wait for the VAO and Revenue Inspector enquiry. An officer will visit the address and may call neighbours or ask the family to appear. Keep the originals of everything you uploaded ready for that visit.
- Once the Tahsildar approves, log back in and download the digitally signed certificate from the e-Sevai dashboard.
How to apply offline at the Taluk office
- Visit the Taluk office (Tahsildar's office) for the area where the deceased last lived, or any e-Sevai / Common Service Centre nearby.
- Collect the legal heir application form, or ask the e-Sevai operator to file REV-114 on your behalf using your CAN.
- Attach the death certificate, identity proofs, relationship proofs for every heir, and the self-undertaking affidavit on stamp paper.
- Submit at the counter and collect the dated acknowledgement with the application number. Do not leave without it.
- Attend the VAO enquiry when called, then collect the certificate from the Taluk office or download it from e-Sevai.
How do you check the status of your application?
Log in to tnesevai.tn.gov.in and open the applications list on your dashboard. The status moves through submitted, under enquiry with the VAO or Revenue Inspector, pending with the Tahsildar, and approved. If the file sits at the enquiry stage long after the officer's visit, take the printed acknowledgement to the Tahsildar's office and ask at the Varisu section directly. The Taluk office also maintains a register of pending REV-114 applications.
Why are legal heir certificate applications rejected in Tamil Nadu?
- An heir was left out. Married daughters and children from an earlier marriage are the ones most often omitted, and their omission invalidates the certificate.
- Address mismatch. The address on the death certificate, the family card and the application must point to the same Taluk.
- Spelling mismatch. The deceased's name spelt differently on the death certificate and the Aadhaar card stalls the file.
- No affidavit, or an unsigned one. The self-undertaking is what the Tahsildar relies on and it cannot be skipped.
- A pending dispute. If another claimant has already objected, the Tahsildar will close the file and tell the family to go to a civil court.
- Nobody available for the VAO enquiry. Repeated failed visits get the application returned.
What does it cost, and should you use an agent?
Tamil Nadu charges no government fee for REV-114 according to the district e-Sevai service list; only the e-Sevai service charge of Rs 60 including tax, paid directly on tnesevai.tn.gov.in or at the counter of an authorised e-Sevai centre. Nothing else is payable to any official. Private agents who quote several thousand rupees to "get the Varisu certificate fast" have no ability to speed up the VAO enquiry, which is the only slow step. Always insist on the printed receipt for the Rs 60 charge, and file on the portal yourself if you can.
Where do you complain if the certificate is delayed?
Raise the delay first with the Tahsildar of the Taluk, in writing, quoting the e-Sevai application number and the date of the VAO visit. If that fails, escalate to the Revenue Divisional Officer (RDO) and then to the District Collector, who holds regular grievance day meetings in every Tamil Nadu district. Complaints can also be filed on the Chief Minister's Special Cell grievance system on the Tamil Nadu government portal at tn.gov.in. For portal problems, a payment that deducted but showed no acknowledgement, or a certificate that will not download: use the support contact published on tnesevai.tn.gov.in rather than paying an agent to refile.

Frequently asked questions
What is a legal heir certificate called in Tamil Nadu?
A legal heir certificate in Tamil Nadu is called the Varisu certificate, and it is applied for as service code REV-114 under the Revenue Department on the TN e-Sevai portal. The certificate is signed by the Tahsildar of the Taluk in which the deceased last resided.
How much does a Varisu certificate cost in Tamil Nadu?
Chennai district's published e-Sevai service list shows a government fee of zero and an e-Sevai service charge of Rs 60 including tax for REV-114. Small extra costs are unavoidable outside the portal — the stamp paper for the self-undertaking affidavit and any notarisation charge.
Who issues the legal heir certificate in Tamil Nadu?
The Tahsildar of the Taluk issues the legal heir certificate in Tamil Nadu after the Village Administrative Officer and the Revenue Inspector complete a field enquiry into the family. Neither the corporation nor the sub-registrar issues it.
What is the difference between a Varisu certificate and a succession certificate?
A Varisu certificate is an administrative Revenue Department record of who the heirs are, while a succession certificate is a court order under the Indian Succession Act, 1925 that authorises a named heir to collect debts and securities. Banks and companies holding large deposits, shares or debentures usually insist on the court's succession certificate.
Can I apply for a Tamil Nadu legal heir certificate fully online?
Yes — the whole REV-114 application is filed on tnesevai.tn.gov.in and the approved certificate is downloaded as a digitally signed PDF. A field visit by the VAO to the family's address still happens, so the process is online but not contactless.
How long does the Varisu certificate take in Tamil Nadu?
Most applications are decided after the VAO and Revenue Inspector enquiry is complete, and the enquiry is the variable step. Follow the status on the e-Sevai dashboard and escalate to the Tahsildar's office if the file has not moved after the enquiry visit.
Does a legal heir certificate expire in Tamil Nadu?
A legal heir certificate in Tamil Nadu does not expire, because the facts it records — that a person died and who survived them — do not change. Some banks and insurers still ask for a copy issued within the last six months, so keep the digitally signed PDF and reprint it when asked.
What is a CAN number on the TN e-Sevai portal?
A CAN (Citizen Access Number) is the unique identity number the TN e-Sevai portal issues to each citizen, and every Revenue Department application including REV-114 must be linked to one. Create the CAN first, then start the Varisu application.
