What is the Journalists' Family Benefit Fund?

Journalists' Family Benefit Fund is a welfare scheme of the Tamil Development, Religious Endowments and Information Department, Government of Tamil Nadu, administered by the Directorate of Information and Public Relations (DIPR). The Fund pays a one-time lump sum to the family of a working journalist who died while still in service.

According to the Information Department, the scheme was launched in 1997 and was the first of its kind in Tamil Nadu. It was created for the families of journalists who passed away while serving as editor, sub-editor, reporter, photographer or proofreader.

The amount is graded by length of service, and it has been raised twice since 2021:

Years of service Before 2021 From 2021 From 2024
5 years Rs 75,000 Rs 1,25,000 Rs 2,50,000
10 years Rs 1,50,000 Rs 2,50,000 Rs 5,00,000
15 years Rs 2,25,000 Rs 3,75,000 Rs 7,50,000
20 years Rs 3,00,000 Rs 5,00,000 Rs 10,00,000

The department records that the Fund has been provided to 44 journalists' families in the four years covered by its latest policy note, and that 110 families have benefited in total since the scheme began.

Who is eligible for the Journalists' Family Benefit Fund?

Your family can claim if:

  • The deceased was a working journalist in Tamil Nadu in one of the covered designations, editor, sub-editor, reporter, photographer or proofreader.
  • The journalist died while still in service, not after retirement.
  • The journalist had completed at least 5 years of service, which is the lowest slab in the rate table.
  • You are a legal heir and can establish that with a legal heirship certificate from the Tahsildar.

You are not eligible if:

  • The journalist had already retired before death. That situation is covered by the separate family pension, which pays Rs 6,000 a month to the family of a deceased journalist who was drawing the journalists' pension, and not by this Fund.
  • The service is under 5 years, in which case no slab applies.
  • The deceased worked in a role outside the covered designations, for example purely in circulation, advertising or administration. Such families cannot apply under this Fund.
  • You are not a legal heir. Colleagues, unions and press associations may help assemble the file but cannot receive the money.

There is no published income ceiling for the Family Benefit Fund, which distinguishes it from the journalists' pension, where the annual income during service is subject to a ceiling.

What documents are required?

Document Mandatory Notes
Death certificate Yes From the local body
Legal heirship certificate Yes From the Tahsildar
Service certificate from the employer Yes States designation and exact years of service
Appointment and relieving letters No Needed to add service across employers
Accreditation card or press ID No Strong supporting proof of working journalist status
Aadhaar of the claimant Yes Identity and bank seeding
Bank passbook of the claimant Yes Name must match the heirship certificate

How to apply for the Journalists' Family Benefit Fund

  1. Obtain the death certificate from the municipality, corporation or town panchayat where the death was registered, and take several attested copies.
  2. Apply to the Tahsildar for a legal heirship certificate. This is what decides who in the family receives the money, and files stall here more often than anywhere else.
  3. Get a service certificate from the employer on the letterhead of the newspaper, magazine or channel, stating the designation held and the exact dates of service. Where the journalist worked at more than one publication, collect appointment and relieving letters from each so the total crosses the 5, 10, 15 or 20-year mark.
  4. Write the application addressed to the Director of Information and Public Relations, Chennai, claiming under the Journalists' Family Benefit Fund, and stating the deceased's name, designation, employer, date of death and total years of service.
  5. Submit it through the District Information and Public Relations Officer of your district, who verifies the papers and forwards them to the Directorate. In Chennai, the application can be filed at the Directorate directly. Take a dated acknowledgement.
  6. Attach the Aadhaar and bank passbook of the claiming heir, since the payment is released by transfer into that account.
  7. Follow up with the District Information and Public Relations Officer after a month, quoting the acknowledgement.

How the amount is decided and paid

The single question that decides the amount is length of service in a covered journalistic designation. A family that can document 19 years receives Rs 7,50,000, and a family that can document 20 receives Rs 10,00,000, so it is worth reconstructing the earliest years of employment carefully with appointment letters, salary records, published bylines and provident fund records where they exist.

Payment is a single transfer into the heir's account after sanction by the Directorate. It is not a monthly benefit and is not repeated.

How to check the status of your claim

There is no online status tracker for journalist welfare claims in Tamil Nadu. Three routes work in practice:

  1. Ask the District Information and Public Relations Officer whether the file has been verified and forwarded, quoting your acknowledgement.
  2. Write to the Directorate of Information and Public Relations, Chennai, asking for the position of the file.
  3. File a Right to Information application with the Public Information Officer of the Information Department if a claim has been pending for months without a written answer.

Why claims are delayed or rejected

  • Service certificate missing or vague, especially where the employer has closed down. Substitute with appointment letters, salary slips, provident fund statements and published work.
  • Wrong slab claimed — for example 20 years claimed with 16 years of documented service. The department sanctions at the documented slab.
  • Retired journalist treated as died in harness. That claim belongs under the family pension route, not this Fund.
  • No legal heirship certificate, or a certificate that omits an heir, which invites a dispute later.
  • Name mismatch across the death certificate, service certificate and bank passbook.
  • Filing with a press association rather than a government office. Always route through the District Information and Public Relations Officer and keep the acknowledgement.

Other journalist welfare benefits in Tamil Nadu

The Information Department runs a linked set of benefits, and a family should check all of them:

  • Journalists' pension of Rs 12,000 a month, raised from Rs 10,000 with effect from 14 June 2023, for retired journalists with 20 years of service in indigent condition. It has been given to 123 journalists in four years and to 355 in total.
  • Family pension of Rs 6,000 a month, raised from Rs 5,000 from 21 June 2023, for the family of a deceased journalist who had availed the pension. 23 families received it in four years and 67 in total.
  • Journalists Welfare Fund medical assistance of up to Rs 2,50,000 for serious illness during service, raised from Rs 2,00,000 from 19 July 2022.
  • Accreditation cards, press passes and free bus passes on the State Transport Corporations, and concessional rent in Tamil Nadu Housing Board flats and house sites at concessional rates in the districts.
