Indira Gandhi National Widow Pension Scheme - Tamil Nadu
Tamil Nadu state government scheme
Indira Gandhi National Widow Pension Scheme in Tamil Nadu pays a monthly pension of Rs 1,000 to destitute widows aged 40 years and above from below poverty line households. Beneficiaries also receive a free saree at Pongal and Deepavali and free rice through the Anganwadi. Applications are filed at e-Sevai centres or the Taluk Social Welfare Office with the husband's death certificate.
What is the Indira Gandhi National Widow Pension Scheme in Tamil Nadu?
The Indira Gandhi National Widow Pension Scheme (IGNWPS) is a social security pension implemented in Tamil Nadu by the Revenue and Disaster Management Department through the taluk offices, with the Social Welfare and Women Empowerment Department involved on the welfare side. It pays a monthly pension of Rs 1,000 to destitute widows aged 40 years and above who belong to households below the poverty line.
The scheme originates in the National Social Assistance Programme, the Government of India's framework for old age, widow and disability pensions, which Tamil Nadu implements alongside its own state pensions through a single taluk-level machinery. In practice a widow in Tamil Nadu applies once, at an e-Sevai centre or the Taluk Social Welfare Office, and the taluk office determines which pension she qualifies for.
Two benefits in kind come with the pension. The widow is provided one free saree during Pongal and one during Deepavali, and free rice through the Anganwadi centre. For a household living on Rs 1,000 a month plus whatever casual work is available, the rice entitlement is not a token, it is a substantial part of the support.
Why the destitution test dominates. The word in the scheme's own description is destitute, and that is what the verification actually turns on. A widow with no independent income and no adult son able to maintain her is the intended beneficiary. Widowhood by itself is not the test, and being below the poverty line by itself is not the test either; the two conditions have to hold together with the age condition. Understanding this before applying explains most of what follows about documents and rejections.
Who is eligible, and who is not eligible?
You are eligible if:
- You are a widow, and can produce your husband's death certificate.
- You are 40 years of age or above.
- Your household is below the poverty line, evidenced by an income certificate from the Tahsildar.
- You are destitute, without a regular source of income and without an adult son or other relative able to maintain you.
- You are a resident of Tamil Nadu.
- You hold a bank or post office account in your own name, seeded with your Aadhaar number.
You are not eligible if:
- You are below 40 years of age. Younger widows should ask the Taluk Social Welfare Office about other assistance, including the state's own destitute widow support and the schemes of the Social Welfare and Women Empowerment Department.
- You cannot produce the husband's death certificate. Where the death was never registered, the first step is late registration through the local body, not a fresh pension application.
- Your household is above the poverty line on the Tahsildar's income certificate.
- You have a regular source of income or adequate family support, so the destitution test is not met.
- You are already drawing another Tamil Nadu social security pension; old age, differently abled, deserted wife or farmers pension. These are alternatives, not additions.
- You are not resident in Tamil Nadu.
- You have remarried, in which case the basis of the pension no longer holds.
How to apply for the widow pension in Tamil Nadu
- Obtain your husband's death certificate from the registrar of the town panchayat, municipality, corporation or village panchayat where the death was registered. If the death was never registered, apply for late registration first β everything else waits on this.
- Get your income certificate and residence or nativity certificate from the Taluk Office, or apply for both through an e-Sevai centre.
- Open a bank or post office account in your own name and have it seeded with your Aadhaar number. An account in a son's or brother's name cannot be used; this stops more payments than any other single issue.
- Obtain the Village Administrative Officer's certificate on destitution. Make sure it addresses your actual circumstances; whether you have any income, and whether any adult child is in a position to maintain you.
- Go to an e-Sevai centre with the full set of documents. The operator files the application online and completes biometric verification. Ensure every mandatory field is filled and every document uploaded before the submission is made, and take the printed acknowledgement with its reference number.
- Or apply at the Taluk Social Welfare Office directly, with the same documents, where an e-Sevai centre is not convenient.
- Let the verification run. The Village Administrative Officer and Revenue Inspector verify the position on the ground, and the Special Tahsildar or Tahsildar for social security schemes examines the file.
- Collect the sanction order when issued, and check that the first credit has reached your account.

How to check the status of your application
There is no separate statewide online tracker for social security pensions in Tamil Nadu, and it is better to know that than to keep searching for one:
- Keep the e-Sevai acknowledgement number and carry it to the taluk office each time you enquire.
- Ask the Special Tahsildar or Tahsildar for social security schemes whether the Village Administrative Officer's report and the Revenue Inspector's verification have been received.
- Once a sanction order is issued, check your bank or post office passbook. The first credit is the real confirmation.
- Where the file has not moved for months, attend the District Collector's weekly grievance day or call the 1800-425-0111 helpline.
Why widow pension applications get rejected
- No death certificate, or a certificate with a name that does not match the ration card and Aadhaar.
- Age below 40 at the date of application.
- Income certificate above the poverty line threshold.
- VAO certificate showing an adult earning son or other family support, so the destitution test fails. Where the son cannot in fact maintain his mother, that has to be recorded in the certificate at the time; arguing it afterwards is much harder.
- Bank account not in the widow's own name, or not Aadhaar-seeded.
- Already drawing another pension, found on checking the taluk pension register.
- Name mismatch across Aadhaar, the death certificate and the bank record, which stops the credit even after sanction.
- Applicant not available at the address on the day of field verification.
The last three are administrative and correctable. Bring the documents into one consistent name, then go back to the taluk office with your original acknowledgement rather than filing a fresh application from scratch.
What a widow in Tamil Nadu can claim alongside the pension
- Free saree at Pongal and Deepavali, and free rice through the Anganwadi centre, both attached to this pension.
- Public Distribution System entitlements on the family card.
- Chief Minister's Comprehensive Health Insurance Scheme, for treatment costs.
- Widow remarriage assistance and marriage assistance for daughters of widows, run by the Social Welfare and Women Empowerment Department for those who qualify.
- Self Help Group membership, which is the practical route to small credit and to livelihood programmes at village level.
A widow below 40 who is refused this pension on age should ask the Taluk Social Welfare Office specifically about these, because the age bar on the pension does not apply to most of them.
Where to raise a grievance
- Special Tahsildar or Tahsildar for social security schemes at your taluk office, first.
- Taluk Social Welfare Office, for anything concerning the welfare side of the application.
- Revenue Divisional Officer, and then the District Collector, whose weekly grievance day is open to the public.
- District Social Welfare Officer at the Collectorate.
- State helpline 1800-425-0111 and the Tamil Nadu Public Grievance portal.
Applying is free. e-Sevai centres charge only the small notified service fee for filing an application, and no payment should be made to any official, broker or agent to have a pension sanctioned.

Frequently asked questions
How much is the widow pension in Tamil Nadu?
Rs 1,000 a month under the Indira Gandhi National Widow Pension Scheme as implemented in Tamil Nadu, credited directly to a bank account in the widow's own name.
What is the minimum age for the widow pension?
40 years. The pension is for destitute widows who are 40 years and above and belong to households below the poverty line.
What else does a widow pensioner receive?
One free saree during Pongal and one during Deepavali, and free rice through the Anganwadi centre, in addition to the monthly pension.
Which document is absolutely essential?
The husband's death certificate. It is the document that establishes widowhood, and no application can be processed without it. Obtain it from the local body registrar before starting anything else.
Where do I apply?
At an e-Sevai centre, where the application is filed online and biometric verification is completed, or at the Taluk Social Welfare Office. Both routes lead to the same taluk-level scrutiny.
Can a widow with a grown-up son get the pension?
This is where most applications turn. The scheme is for destitute widows, and the Village Administrative Officer's certificate addresses whether there is an adult son able to maintain her. A son who is himself unable to support her should be documented in that certificate rather than left unmentioned.
Can I draw this along with the old age pension?
No. Tamil Nadu's social security pensions are alternatives. A widow already drawing the old age pension or another state pension cannot draw this one in addition, though she may switch when she becomes eligible for a different scheme.
How do I check whether my pension has been sanctioned?
Keep the e-Sevai acknowledgement number, follow it up at the taluk office, and check your bank passbook once the sanction is issued. There is no separate statewide online pension status tracker.
