What is the Government Service Home scheme in Tamil Nadu?

Government Service Homes are residential institutions run directly by the Social Welfare and Women Empowerment Department, Government of Tamil Nadu, for women who have lost the household that was supposed to support them. The department's Policy Note for 2025-26 records that Service Homes were started from the year 1948 to provide institutional care and protection to widows, destitute women, deserted women and their children who are economically and socially backward.

This is not a cash scheme. Government Service Home is a place to live, and the value of the benefit is the cost of everything a resident does not have to pay for: a roof, three meals, medical care, schooling for her children, and training that can put her back into paid work. In Tamil the homes are usually called arasu paniyagam or simply "service home", and district offices still use that phrasing.

Six Service Homes function under the department, one each at:

Location District
Tambaram Chengalpattu
Salem Salem
Cuddalore Cuddalore
Thanjavur Thanjavur
Tirunelveli Tirunelveli
Sivagangai Sivagangai

A summary annexure in the same Policy Note counts seven Service Homes among the department's women welfare schemes, so anyone travelling to a home should telephone the District Social Welfare Officer first and confirm the current list and vacancies.

What does a resident actually get?

According to the department's Policy Note, the Service Homes provide:

  • Safe accommodation on a secured campus. CCTV cameras have been installed in all homes to enhance the safety and security of girls and women residing on the campus.
  • Food and access to healthcare and medical facilities.
  • Education, including for women who had discontinued their studies before coming to the home.
  • Room for the children. A resident can raise up to three children in the home. Boys can stay until fifth standard; girls complete schooling and graduation from the home.
  • Life skills and vocational training, including computer training and spoken English classes, plus counselling for higher education and career guidance. The stated purpose is to foster economic independence, which is the point at which a resident leaves.
  • Self-defence training. Programmes including silambam, karate and various sports were introduced in the Service Homes from February 2025. Female trainers are engaged. 579 Service Home inmates are being benefited under this initiative with an allocated budget of Rs 28.17 lakh, and Rs 34.56 lakh is provided in the Budget Estimate for 2025-26.

Higher education assistance. Girl children who complete 12th standard in the Service Homes are encouraged to take up higher studies, and the Government provides financial assistance of Rs 50,000 for pursuing professional courses and Rs 30,000 for degree or diploma courses. For a girl who entered the home as an infant, this is the single largest cash benefit attached to the scheme.

Who is eligible for a Government Service Home, and who cannot be admitted?

The department describes the intended residents as widows, destitute women, deserted women, adolescent girls and differently abled women, together with their children, who are economically and socially backward.

You can seek admission if:

  • You are a woman who is a widow, destitute or deserted by her husband or family, or an adolescent girl or a differently abled woman in the same circumstances.
  • You are a resident of Tamil Nadu.
  • Your age falls within 14 to 45 years, which is the age band published in the scheme listing on myScheme, the Government of India's national scheme portal.
  • Your annual family income does not exceed Rs 72,000, as published in the same listing. This income condition is not applied to differently abled applicants.
  • You have documentary support for your situation, usually a husband's death certificate or a certificate of desertion or destitution from the Village Administrative Officer or Tahsildar.

You cannot be admitted if:

  • You are a man. Government Service Homes are for women and their children only. Boys are admitted with their mothers but cannot stay beyond fifth standard.
  • You are outside Tamil Nadu, since the homes are state institutions.
  • You have more than three children to bring in. The department's stated capacity is that a resident can raise up to three children in the home; a woman with more children should discuss placement of the others with the District Social Welfare Officer before admission.
  • You are outside the published age band of 14 to 45 years, in which case you are not eligible for a Service Home and should ask about other institutions. Older destitute women are generally routed to homes for the aged, and rescued or trafficked women to Swadhar Greh, of which Tamil Nadu runs 33.
  • You need emergency shelter after violence tonight. That is the job of the One Stop Centres: Tamil Nadu runs 49 of them, and of the Women Helpline 181, not of a Service Home, which is a longer-stay institution.

There is no community condition and no caste condition attached to admission.

How to apply for admission to a Government Service Home

  1. Call the Women Helpline 181 if you are in immediate danger. Helpline staff will route you to the nearest One Stop Centre or protection officer first; a Service Home admission follows later.
  2. Collect your proof of status β€” the husband's death certificate for a widow, or a certificate from the Village Administrative Officer or Tahsildar establishing desertion or destitution.
  3. Gather identity and family documents, Aadhaar for yourself and each child, birth certificates of the children, a residence proof, and an income certificate where one is available.
  4. Visit the District Social Welfare Officer at your district collectorate. The DSWO is the officer who processes Service Home admissions and knows which home currently has vacancies.
  5. Or approach the Superintendent of the nearest Service Home directly at Tambaram, Salem, Cuddalore, Thanjavur, Tirunelveli or Sivagangai, and ask for the admission procedure.
  6. Submit the application with the documents and obtain an acknowledgement. No fee is charged at any stage of a Service Home admission.
  7. Attend the inquiry. The department verifies destitution before admission, usually through the Village Administrative Officer and the district social welfare establishment.
  8. Arrange school transfer for the children. If your children were already in school, carry the transfer certificates so schooling is not interrupted after admission.

What documents are required?

Document Mandatory Notes
Proof of widowhood, desertion or destitution Yes Death certificate, or VAO or Tahsildar certificate
Age proof of the woman Yes Published age band is 14 to 45 years
Aadhaar card Yes For the woman and each child
Birth certificates of children Yes For admission and school enrolment
Residence proof Yes To fix the district of application
Income certificate No Rs 72,000 annual limit; waived for differently abled applicants
School transfer certificate No Where children continue schooling from the home

How to check the status of an admission request

  1. Return to the District Social Welfare Officer with your acknowledgement. Admission is an administrative decision taken at district level, not an online workflow, so the DSWO's office is where the file sits.
  2. Contact the Superintendent of the Service Home you were referred to, to confirm whether a place is available.
  3. Call 181, the Women Helpline, which is operational across Tamil Nadu and can direct a caller to the correct district officer.

Why admissions are refused, and what to do

  • No documentary proof of destitution or desertion. This is the commonest reason. Ask the Village Administrative Officer for a written certificate; an oral account is not enough for an institutional admission.
  • Age outside the published band. Ask the DSWO which institution matches your age, homes for the aged, Swadhar Greh, or a working women's hostel.
  • No vacancy in the nearest home. With only six homes across the state, a woman may be offered a place in another district. Accepting it is usually faster than waiting.
  • Income proof missing. Where a differently abled woman is applying, point out that the income condition is not applied to her, and carry the disability certificate instead.
  • Children's papers incomplete. Birth certificates are needed for each child; apply at the local body for a delayed registration if the child was never registered.

Where to complain

  • District level: the District Social Welfare Officer at the district collectorate.
  • Institution level: the Superintendent of the Service Home.
  • Emergency and general: the Women Helpline 181, which the department operates across Tamil Nadu, and the Child Helpline 1098 for anything concerning a child in the home.
  • State level: the Social Welfare and Women Empowerment Department through tnsocialwelfare.tn.gov.in.

Government Service Homes charge nothing. No agent, broker or intermediary can secure a place, and no payment should ever be made to anyone for admission.
