E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows: Scheme-I
Tamil Nadu state government scheme
E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows Scheme-I gives Rs 25,000 with an 8-gram 22-carat gold coin for the marriage of the daughter of a poor widow in Tamil Nadu. Family income must not exceed Rs 1,20,000 a year, the bride must have completed 18 years, and the application is filed 40 days before the wedding.
What is the E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows?
E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows is a marriage grant run by the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. The department's stated aim is to help poor widowed mothers by providing financial assistance for the marriage of their daughters. The scheme is written in transliteration as the "E.V.R. Maniammaiyar Ninaivu Ezhai Vidhavaigalin Penkalukku Thirumana Udhavi Thittam", and carries the name of E.V.R. Maniammaiyar, the social reformer of the Self-Respect Movement.
The grant runs in two tracks, distinguished only by the bride's education and the amount:
- Scheme-I: Rs 25,000 with one sovereign: 8 grams of a 22-carat gold coin, for making the thirumangalyam. No educational qualification is required.
- Scheme-II: Rs 50,000 with the same gold coin, for a bride holding a degree or a diploma from a government-approved institution.
This guide covers Scheme-I, the Rs 25,000 track.
The scheme sits in a family of four Tamil Nadu marriage assistance schemes, and choosing the right one matters because a bride can claim only once. The distinguishing feature here is that the father has died and the mother is a widow. Where both parents have died, the correct claim is the Annai Teresa Ninaivu Marriage Assistance Scheme for Orphan Girls, which carries no income ceiling. Where the mother is a widow, this scheme applies and an income ceiling of Rs 1,20,000 a year does apply.
That income ceiling is the practical constraint. A widowed mother with a small pension and a working son can find the household income assessed above the line even where the family plainly cannot fund a wedding. Get the income certificate assessed early, and correctly.
Who is eligible for the daughters of poor widows marriage assistance?
You are eligible if:
- The bride is the daughter of a widow, and the father's death certificate can be produced.
- The annual family income does not exceed Rs 1,20,000, evidenced by an income certificate from the Tahsildar.
- The bride has completed 18 years and the bridegroom has completed 21 years at the time of the marriage.
- The application reaches the district office at least 40 days before the marriage date.
- The family is resident in Tamil Nadu, applying through the district in which it lives.
- The bride holds a bank account in her own name for the ECS credit.
No educational qualification is required under Scheme-I.
You cannot apply, or are not eligible, if:
- The father is alive. This is a scheme for daughters of widows, and a two-parent family is not eligible here.
- Both parents have died. In that case the bride is an orphan and should claim under the Annai Teresa Ninaivu scheme, which pays the same Rs 25,000 under its Scheme-I but applies no income ceiling.
- Family income exceeds Rs 1,20,000 a year.
- The bride is below 18 or the bridegroom below 21 on the date of marriage.
- The application is received on or after the date of marriage.
- The bride has already received a marriage grant under another Tamil Nadu marriage assistance scheme.
- The bride holds a degree or diploma — this is not a disqualification, but she is underclaiming by Rs 25,000 and should file under Scheme-II.
How to apply for the E.V.R. Maniammaiyar marriage assistance
- Fix the marriage date and count back 40 days. Everything else has to fit inside that window, and an application received on or after the wedding date is not entertained.
- Obtain the income certificate from the Tahsildar showing annual family income within Rs 1,20,000. Apply through an e-Sevai centre. This is usually the slowest document, so start here.
- Collect the father's death certificate from the local body that registered the death, if the family does not already hold it.
- Open a bank account in the bride's own name if she does not have one, and seed it with her Aadhaar number. The grant is credited to the bride, not to the mother.
- Collect the application form from the District Social Welfare Officer at the district headquarters or the Extension Officer (Social Welfare) at your block. The form is free of cost, and many districts also accept submission at e-Sevai centres.
- Fill the form and attach the documents, father's death certificate, income certificate, age proofs of the bride and bridegroom, marriage invitation, Aadhaar, bank passbook, residence proof and photographs. Self-attest every photocopy and carry the originals.
- Submit the application and collect an acknowledgement with the date of receipt.
- Follow up with the Extension Officer (Social Welfare) during the department's processing period, which for the marriage assistance schemes is stated as about 15 days from receipt.
- Check the bride's bank account for the ECS credit of Rs 25,000, and collect the 8-gram gold coin through the district office.

How do I check the status of my application?
Tamil Nadu does not publish an online tracker for the marriage assistance schemes:
- Block level: the Extension Officer (Social Welfare) who received the file.
- District level: the District Social Welfare Officer, who sanctions it.
- e-Sevai centre, if the application was submitted there, against the acknowledgement.
- Payment: the ECS credit in the bride's bank account. If it has not arrived within a few weeks of the wedding, take the acknowledgement back to the District Social Welfare Officer.
Keep photocopies of everything. Since the application is filed before the wedding and the money often arrives after it, the acknowledgement is the only proof that the file was received inside the 40-day window.
Why applications get rejected, and how to fix them
- Filed too late. By far the commonest ground across all four Tamil Nadu marriage assistance schemes. Applications received on or after the marriage date are not entertained.
- Income certificate above Rs 1,20,000. Where the assessment overstates household income, apply to the Tahsildar for a fresh certificate with correct particulars before the 40-day window closes.
- Father's death not registered. Apply to the local body for late registration of the death and obtain the certificate.
- Bridegroom below 21. The department verifies both ages, and a marriage below the statutory ages will not be supported.
- Wrong scheme claimed. An orphan bride filed under this scheme, or a widow's daughter filed under the Annai Teresa scheme, will be returned. Check which parent or parents have died before choosing.
- Bank account problems. ECS fails on a name mismatch, a dormant account or an incorrect IFSC code.
- Duplicate claim for the same marriage under a sibling scheme.
What are the key figures?
- Scheme-I cash: Rs 25,000 through Electronic Clearing Service.
- Scheme-II cash: Rs 50,000, for a graduate or diploma-holding bride.
- Gold coin: 1 sovereign, 8 grams, 22 carat, under both tracks.
- Income ceiling: Rs 1,20,000 a year.
- Minimum age of bride: 18 years completed.
- Minimum age of bridegroom: 21 years completed.
- Filing deadline: at least 40 days before the marriage.
- Stated processing period: about 15 days from receipt.
- Educational requirement under Scheme-I: none.
Where do I raise a grievance?
- District level: the District Social Welfare Officer, or the District Collector at the weekly grievance day.
- State level: the Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Chennai 600 005.
- Phone: 044-24351885.
- Women's helpline: 181.
No fee is payable for the application form, for the scrutiny or for the release of the gold coin. The form is issued free through the District Social Welfare Officer and the Extension Officer (Social Welfare), and any demand for money to move a file should be reported in writing to the District Collector.

Frequently asked questions
How much does E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme-I pay?
Rs 25,000 together with one sovereign — 8 grams — of a 22-carat gold coin for making the thirumangalyam. Scheme-II of the same scheme pays Rs 50,000 with the same gold coin, but only for a bride who holds a degree or a recognised diploma.
Who is the scheme for?
The daughter of a poor widow in Tamil Nadu. The Social Welfare and Women Empowerment Department created it to help widowed mothers meet the cost of their daughters' marriages, and the father's death certificate is therefore the central document.
What is the income limit?
Annual family income must not exceed Rs 1,20,000, according to the department's marriage assistance pages. This is the main difference from the Annai Teresa scheme for orphan girls, which has no income ceiling at all.
What are the age requirements?
The bride must have completed 18 years and the bridegroom 21 years at the time of the marriage. These are the statutory minimum ages of marriage in India, and the department verifies both.
When must the application be submitted?
At least 40 days before the date of the marriage. Applications received on or after the date of marriage are not entertained, so fix the wedding date and count back 40 days before doing anything else.
Does the bride need a degree for Scheme-I?
No. Scheme-I imposes no educational qualification. A bride who holds a degree or a diploma from a government-approved institution should instead claim Scheme-II, which pays double for the same marriage.
Who was E.V.R. Maniammaiyar?
E.V.R. Maniammaiyar was a social reformer of the Self-Respect Movement in Tamil Nadu and the wife of Periyar E.V. Ramasamy. The scheme carries her name in recognition of her work for women's welfare.
How is the money paid?
By Electronic Clearing Service into the bride's own bank account. The 8-gram gold coin is handed over separately through the district office, so the two components do not always arrive at the same time.
