What is the Annai Teresa Ninaivu Marriage Assistance Scheme for Orphan Girls-II?

Annai Teresa Ninaivu Marriage Assistance Scheme for Orphan Girls-II is the higher of two tracks in a marriage grant run by the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. The scheme is named after Mother Teresa: "Annai Teresa" in Tamil, and is also written in transliteration as the "Annai Teresa Ninaivu Anaithargal Thirumana Nidhi Udhavi Thittam". The Citizen's Charter states the objective in a single sentence: "To help the orphan girls financially for their marriage."

The department runs the scheme in two parts:

  • Scheme-I: Rs 25,000 through Electronic Clearing Service, with one sovereign (8 grams) of a 22-carat gold coin for making the Thirumangalyam. No educational qualification is required.
  • Scheme-II: Rs 50,000 through Electronic Clearing Service, with the same 8-gram 22-carat gold coin, for brides holding a degree or a recognised diploma.

This guide covers Scheme-II, the Rs 50,000 track. Everything except the education requirement and the cash amount is identical across the two tracks, so a bride who does not hold a degree should read the same rules and claim Scheme-I instead.

An orphan bride typically has no family fund to draw on and no parent to negotiate a wedding, which is why Tamil Nadu deliberately stripped out both the income test and, in Scheme-I, the education test. What remains is a single, narrow requirement: the applicant must be able to prove that she is an orphan.

Who is eligible for the Rs 50,000 orphan girls marriage assistance?

You are eligible if:

  • You are an orphan girl and can prove it — either through a certificate from a Member of Parliament or a Member of the Legislative Assembly stating that you are an orphan, or through the death certificates of both your father and your mother.
  • You have completed 18 years of age at the time of the marriage. There is no upper age limit.
  • You hold a degree from a college, a distance education programme or a government-recognised open university, or a diploma from an institution recognised by the Directorate of Technical Education, Government of Tamil Nadu.
  • Your application reaches the district office 40 days before the marriage date.
  • You are a resident of Tamil Nadu applying through the district in which you live.

There is no income limit. The Citizen's Charter records "No income limit" against this scheme, and it records "Nil" under other criteria, meaning the department imposes no community restriction and no additional conditions beyond the ones listed above.

You cannot apply if:

  • You cannot establish orphan status. A bride who has lost one parent only is not eligible under this scheme; she should look at the E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows instead, which is designed for daughters of widowed mothers.
  • The bride had not completed 18 years on the date of the marriage.
  • The application is received on or after the date of marriage. The charter states plainly that such applications will not be entertained.
  • You are claiming Scheme-II without a degree or a diploma from a recognised institution. In that case Scheme-I, at Rs 25,000, is the correct claim.
  • You have already received a marriage grant under another Tamil Nadu marriage assistance scheme for the same marriage.

How to apply for the Annai Teresa marriage assistance in Tamil Nadu

  1. Fix the marriage date and count back 40 days. The 40-day rule is the hard part of this scheme, and every other step has to fit inside it. If the marriage is already less than 40 days away, submit immediately and ask the District Social Welfare Officer to treat it as an exceptional circumstance, the charter permits submission up to one day before the marriage in such cases.
  2. Obtain the orphan certificate. Approach your local Member of the Legislative Assembly or Member of Parliament for a certificate stating you are an orphan. If both parents' death certificates are available, those serve the same purpose and are quicker to obtain from the local body that registered the deaths.
  3. Collect the application form from the District Social Welfare Officer at the district headquarters or the Extension Officer (Social Welfare) in your block. The form is issued free of cost.
  4. Attach the certificates; orphan proof, age certificate, the degree or diploma certificate for the Scheme-II claim, the printed marriage invitation, and a copy of your bank passbook.
  5. Submit the application and collect an acknowledgement. Note the date of receipt, because the department's 15-day processing clock runs from it.
  6. Follow up within 15 days with the Extension Officer (Social Welfare), and check your bank account for the ECS credit. The gold coin is handed over separately through the district office.

What documents does the department ask for?

Document Mandatory Notes
Orphan certificate from an MP or MLA Yes Or the death certificates of both parents
Age certificate of the bride Yes Must show 18 years completed at marriage
Degree or diploma certificate Yes for Scheme-II Not required at all for Scheme-I
Marriage invitation Yes Filed before the marriage takes place
Bank passbook Yes ECS credit goes to the bride's own account
Aadhaar card Yes For identification and account seeding

The charter's wording for Scheme-II is that the graduation or diploma certificates are required "in addition to the above certificates" listed for Scheme-I, so a Scheme-II applicant files the full Scheme-I set plus the education proof.

How do I check the status of my application?

Tamil Nadu does not publish an online tracker for the marriage assistance schemes. Use the offline chain instead:

  • Block level: the Extension Officer (Social Welfare) who received the file.
  • District level: the District Social Welfare Officer, who sanctions it.
  • Payment: watch the bank account for the ECS credit of Rs 50,000. If the credit has not appeared within a few weeks of the marriage, take the acknowledgement back to the District Social Welfare Officer.

Keep a photocopy of everything submitted. Because the application is filed before the wedding and the money often arrives after it, a lost acknowledgement makes it hard to prove that the file was ever received in time.

Why orphan girls marriage assistance applications get rejected

  • Filed too late. Applications received on or after the marriage date are not entertained, and this is by far the most common cause of rejection across all four of Tamil Nadu's marriage assistance schemes.
  • Orphan status not established. A certificate that merely says the applicant is "poor" or "destitute" is not the same as an orphan certificate from an MP or MLA, and a single parent's death certificate does not meet the requirement.
  • Degree or diploma from an unrecognised institution. A diploma from an institution outside the Directorate of Technical Education's recognition list will not support the Rs 50,000 claim.
  • Age below 18. The bride must have completed 18 years at the time of the marriage, not merely at the time of the application.
  • Bank account problems. ECS transfers fail on a name mismatch, a closed account or an incorrect IFSC code.
  • Double claim. Assistance is for one marriage under one scheme; a second claim under a sibling scheme for the same marriage will be refused.

What are the key dates and figures?

  • Cash under Scheme-II: Rs 50,000 through Electronic Clearing Service.
  • Cash under Scheme-I: Rs 25,000 through Electronic Clearing Service.
  • Gold coin: 1 sovereign, 8 grams, 22 carat, for the Thirumangalyam, under both.
  • Minimum age of bride: 18 years completed at the time of marriage.
  • Upper age limit: none.
  • Income limit: none.
  • Filing deadline: 40 days before the marriage; one day before in exceptional cases.
  • Processing time: 15 days from receipt of the application.

Where do I raise a grievance?

  • District level: District Collector, or District Social Welfare Officer.
  • State level: Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Chennai 600 005.
  • Phone: 044-24351885.

No fee is payable for the form, for the scrutiny or for the release of the gold coin. Tamil Nadu supplies the application free through the District Social Welfare Officer and the Extension Officer (Social Welfare), and any demand for money to move the file should be reported to the District Collector.

Frequently asked questions

How much does Annai Teresa Ninaivu Marriage Assistance Scheme-II pay?

Scheme-II pays Rs 50,000 through Electronic Clearing Service along with one sovereign, that is 8 grams, of a 22-carat gold coin for making the Thirumangalyam. Scheme-I of the same scheme pays Rs 25,000 with the same gold coin and does not require any educational qualification.

What is the difference between Scheme-I and Scheme-II?

Only the bride's education and the cash amount. Scheme-I requires no educational qualification at all and pays Rs 25,000. Scheme-II requires a degree or a recognised diploma and pays Rs 50,000. Both carry the same 8-gram 22-carat gold coin and the same eligibility, age and timing rules.

Is there an income limit for the orphan girls marriage assistance scheme?

No. The Tamil Nadu Social Welfare and Women Empowerment Department's Citizen's Charter for 2025-26 records "No income limit" against the Annai Teresa scheme, which is unusual among state marriage grants.

When must the application be submitted?

The application must be submitted 40 days before the marriage date. In exceptional circumstances the department allows submission one day prior to the marriage date, but applications received on or after the date of marriage will not be entertained.

How does a bride prove she is an orphan?

By producing either a certificate from a Member of Parliament or a Member of the Legislative Assembly stating that the applicant is an orphan, or the death certificates of both the father and the mother. The charter accepts either route.

Is there an upper age limit for the bride?

No. The bride must have completed 18 years of age at the time of the marriage, and the Citizen's Charter states explicitly that there is no upper age limit.

How long does the department take to process the application?

Within 15 days from the date of receipt of the application, according to the Citizen's Charter. That is why the 40-day advance filing rule exists — it leaves the district office time to scrutinise and sanction before the wedding.

Who do I contact if the money does not arrive?

Contact the District Social Welfare Officer or the District Collector first. At state level, write to the Commissioner of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Chennai 600 005, or call 044-24351885.
