What is the Annai Teresa Ninaivu Marriage Assistance Scheme for Orphan Girls-I?

Annai Teresa Ninaivu Marriage Assistance Scheme for Orphan Girls-I is the base track of a marriage grant run by the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. The scheme is named after Mother Teresa; "Annai Teresa" in Tamil, and appears in transliteration as the "Annai Teresa Ninaivu Anaithargal Thirumana Nidhi Udhavi Thittam". Its stated objective is short: to help orphan girls financially for their marriage.

The department runs the grant in two parts, and the difference between them is only education and money:

  • Scheme-I: Rs 25,000 through Electronic Clearing Service, together with one sovereign, 8 grams of a 22-carat gold coin, for making the thirumangalyam. No educational qualification is required.
  • Scheme-II: Rs 50,000 through ECS with the same 8-gram gold coin, for brides holding a degree or a recognised diploma.

This guide covers Scheme-I, the Rs 25,000 track for a bride with no degree or diploma. Everything else โ€” the orphan proof, the age rule, the filing deadline, the absence of an income test: is identical across the two tracks.

What makes the Annai Teresa scheme unusual among Tamil Nadu's marriage assistance schemes is what it leaves out. The department's marriage assistance pages record that no income ceiling and no educational qualification are prescribed for this scheme. The sibling E.V.R. Maniammaiyar scheme for daughters of poor widows applies a family income ceiling of Rs 1,20,000 a year; the Annai Teresa scheme applies none. The reasoning is direct. An orphan bride has no parental household whose income could sensibly be assessed, and often no completed education either, because the loss of both parents is what ended it. Stripping out both tests is the design.

What remains is a single narrow requirement: the applicant must be able to prove that she is an orphan.

Who is eligible for the Rs 25,000 orphan girls marriage assistance?

You are eligible if:

  • You are an orphan girl and can prove it; either through a certificate from a Member of Parliament or a Member of the Legislative Assembly stating that you are an orphan, or through the death certificates of both your father and your mother.
  • You have completed 18 years of age at the time of the marriage. There is no upper age limit.
  • Your application reaches the district office 40 days before the marriage date.
  • You are a resident of Tamil Nadu, applying through the district in which you live.
  • You hold a bank account in your own name that can receive the ECS credit.

There is no income limit and no educational requirement under Scheme-I. A bride who never completed schooling qualifies on exactly the same terms as one who did.

You cannot apply if:

  • You cannot establish orphan status. A bride who has lost only one parent is not eligible under this scheme; she should look instead at the E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows, which is designed for daughters of widowed mothers.
  • The bride had not completed 18 years on the date of the marriage.
  • The application is received on or after the date of marriage. Such applications are not entertained.
  • You have already received a marriage grant under another Tamil Nadu marriage assistance scheme for the same marriage. One marriage attracts one grant.
  • You are claiming Scheme-I although you hold a degree or diploma, this is not a disqualification, but you are underclaiming by Rs 25,000. Switch to Scheme-II.

How to apply for the Annai Teresa marriage assistance in Tamil Nadu

  1. Fix the marriage date and count back 40 days. The 40-day rule governs everything else in this scheme. If the marriage is already less than 40 days away, submit immediately and ask the District Social Welfare Officer to treat it as an exceptional circumstance, since the department permits submission up to one day before the marriage in such cases.
  2. Obtain the orphan proof. Approach your Member of the Legislative Assembly or Member of Parliament for a certificate stating that you are an orphan. If both parents' death certificates are available, those serve the same purpose and are usually quicker to obtain from the local body that registered the deaths.
  3. Open a bank account in the bride's own name if she does not have one, and seed it with her Aadhaar number. The Rs 25,000 is credited to the bride, not to a relative.
  4. Collect the application form from the District Social Welfare Officer at the district headquarters or the Extension Officer (Social Welfare) at your block. The form is issued free of cost. Several districts also accept submission through e-Sevai centres.
  5. Attach the certificates, orphan proof, age certificate, the printed marriage invitation, residence proof, a copy of the bank passbook, Aadhaar and photographs.
  6. Submit the application and collect an acknowledgement, noting the date of receipt. The department's processing clock runs from that date.
  7. Follow up within about 15 days with the Extension Officer (Social Welfare), which is the department's stated processing period for marriage assistance applications.
  8. Check the bank account for the ECS credit, and collect the gold coin separately through the district office.

What documents does the department ask for?

Document Mandatory Notes
Orphan certificate from an MP or MLA Yes Or the death certificates of both parents
Age certificate of the bride Yes 18 years completed at marriage
Marriage invitation Yes Filed before the marriage takes place
Bank passbook of the bride Yes ECS credit goes to her own account
Aadhaar card Yes Identity and account seeding
Residence proof Yes To route the file to the right district
Passport-size photographs Yes Bride and bridegroom
Degree or diploma certificate No Not required for Scheme-I

Carry originals and one self-attested photocopy set, and keep a spare set at home. The application is filed before the wedding and the money often arrives after it, so the paperwork has to survive a busy month.

How do I check the status of my application?

Tamil Nadu does not publish an online tracker for the marriage assistance schemes. Use the offline chain:

  • Block level: the Extension Officer (Social Welfare) who received the file.
  • District level: the District Social Welfare Officer, who sanctions it.
  • Payment: watch the bride's bank account for the ECS credit of Rs 25,000. If it has not appeared within a few weeks of the marriage, take the acknowledgement back to the District Social Welfare Officer.

Keep a photocopy of everything submitted, and keep the acknowledgement safe. A lost acknowledgement makes it very hard to prove the file was received inside the deadline.

Why orphan girls marriage assistance applications get rejected

  • Filed too late. Applications received on or after the marriage date are not entertained, and this is the most common cause of rejection across all of Tamil Nadu's marriage assistance schemes.
  • Orphan status not established. A certificate saying the applicant is "poor" or "destitute" is not an orphan certificate, and a single parent's death certificate does not meet the requirement.
  • Age below 18 on the date of marriage. The rule is completion of 18 years at marriage, not at application.
  • Bank account problems. ECS transfers fail on a name mismatch, a dormant or closed account, or an incorrect IFSC code. Check the account is active before filing.
  • Double claim. A second grant under a sibling scheme for the same marriage will be refused.
  • Incomplete invitation. The marriage invitation must show the date and the venue, since it is the document that fixes the 40-day count.

What are the key figures?

  • Cash under Scheme-I: Rs 25,000 through Electronic Clearing Service.
  • Cash under Scheme-II: Rs 50,000, for a bride with a degree or recognised diploma.
  • Gold coin: 1 sovereign, 8 grams, 22 carat, under both tracks.
  • Minimum age of bride: 18 years completed at the time of marriage.
  • Upper age limit: none.
  • Income limit: none.
  • Educational requirement under Scheme-I: none.
  • Filing deadline: 40 days before the marriage; one day before in exceptional cases.
  • Stated processing period: about 15 days from receipt.

Where do I raise a grievance?

  • District level: the District Social Welfare Officer, or the District Collector at the weekly grievance day.
  • State level: the Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Chennai 600 005.
  • Phone: 044-24351885.
  • Women's helpline: 181, for any coercion or harassment connected with the marriage.

No fee is payable for the form, for the scrutiny, or for the release of the gold coin. Tamil Nadu supplies the application free through the District Social Welfare Officer and the Extension Officer (Social Welfare), and any demand for money to move the file should be reported to the District Collector.

Frequently asked questions

How much does Annai Teresa Ninaivu Marriage Assistance Scheme-I pay?

Scheme-I pays Rs 25,000 through Electronic Clearing Service along with one sovereign, that is 8 grams, of a 22-carat gold coin for making the thirumangalyam. Scheme-II of the same scheme pays Rs 50,000 with the same gold coin, but requires a degree or a recognised diploma.

Does the bride need any educational qualification for Scheme-I?

No. Scheme-I requires no educational qualification at all. The Tamil Nadu Social Welfare and Women Empowerment Department's marriage assistance pages record that no income ceiling and no educational qualification are prescribed for the Annai Teresa scheme, which is unusual among the state's marriage grants.

Is there an income limit?

No. The department records that there is no income ceiling for the Annai Teresa Ninaivu scheme. That is the main difference from the E.V.R. Maniammaiyar scheme for daughters of poor widows, which applies a family income ceiling of Rs 1,20,000 a year.

How does a bride prove she is an orphan?

By producing either a certificate from a Member of Parliament or a Member of the Legislative Assembly stating that the applicant is an orphan, or the death certificates of both the father and the mother. The department accepts either route.

When must the application be submitted?

Forty days before the date of marriage. In exceptional circumstances the department allows submission up to one day before the marriage, but applications received on or after the date of marriage are not entertained.

What is the minimum age of the bride?

The bride must have completed 18 years of age at the time of the marriage, not merely at the time of applying, and there is no upper age limit.

Should I claim Scheme-I or Scheme-II?

Claim Scheme-II if you hold a degree or a recognised diploma, because it pays Rs 50,000 instead of Rs 25,000 for the same marriage. Claim Scheme-I if you do not, since it imposes no educational condition at all. Both carry the same 8-gram gold coin and the same filing deadline.

Who do I contact if the money does not arrive?

Contact the District Social Welfare Officer or the District Collector first. At state level, write to the Commissioner of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Chennai 600 005, or call 044-24351885.
