Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-I
Tamil Nadu state government scheme
Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-I gives an inter-caste married couple in Tamil Nadu Rs 25,000 to Rs 15,000 by ECS and Rs 10,000 as a National Savings Certificate, plus an 8-gram 22-carat gold coin. There is no income limit, and the application goes to the District Social Welfare Officer within two years of the marriage.
What is the Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-I?
Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-I is a cash and gold grant paid by the Social Welfare and Women Empowerment Department, Government of Tamil Nadu, to couples who marry outside their own caste. The scheme is named after Dr. Muthulakshmi Reddy, the first woman legislator in India and a physician and social reformer from Tamil Nadu, and is often written in transliteration as the "Dr. Muthulakshmi Reddy Ninaivu Kalappu Thirumana Nidhi Udhavi Thittam".
The department states the objective in one line in its Citizen's Charter: "To abolish caste and community discrimination by encouraging inter-caste marriage." Tamil Nadu treats the payment as an incentive for a social choice, not as relief for poverty, and that is why the scheme carries no income ceiling at all.
What Scheme-I pays: Rs 25,000 in total. Rs 15,000 reaches the couple through Electronic Clearing Service, and Rs 10,000 is handed over as a National Savings Certificate. Along with the cash the couple receives one sovereign to 8 grams, of a 22-carat gold coin for making the Thirumangalyam.
What Scheme-II pays: Rs 50,000 in total, made up of Rs 30,000 by ECS and Rs 20,000 as a National Savings Certificate, plus the same 8-gram 22-carat gold coin. Scheme-II is the graduate-and-diploma-holder track.
The split between cash and a National Savings Certificate is deliberate. Half the benefit is locked into a savings instrument so that the couple retains a financial asset rather than spending the whole grant on wedding expenses.
Which inter-caste marriages qualify for the Tamil Nadu grant?
The Social Welfare Department recognises exactly two categories of inter-caste couple.
Category I: one spouse belongs to a Scheduled Caste or a Scheduled Tribe and the other spouse belongs to a different community. It does not matter which of the two is the bride and which is the bridegroom.
Category II — one spouse belongs to a Forward Community, that is an unreserved community, and the other spouse belongs to a Backward Class or a Most Backward Class community.
A marriage between two Backward Class communities, or between two Most Backward Class communities, does not fall inside either category as the charter describes them. This is the single most misunderstood part of the scheme: "different caste" in ordinary speech is broader than the two categories the department actually funds.
Because both community certificates have to be produced, a couple who cannot obtain a community certificate for one spouse cannot establish the claim, however genuine the inter-caste marriage is.
Who is eligible, and who cannot apply?
You are eligible if:
- Your marriage falls in Category I or Category II above, evidenced by the two community certificates.
- The bride had completed 18 years of age at the time of the marriage. The Citizen's Charter records that there is no upper age limit for the bride.
- The bride has passed Class 10 for the Scheme-I amount. A bride belonging to a Scheduled Tribe needs to have studied only up to Class 5.
- You are applying within two years from the date of marriage.
- You are a resident of Tamil Nadu and the application is filed in the district concerned.
You are eligible for the higher Scheme-II amount if, in addition, the bride holds a degree from a regular college, a distance education programme or a government-recognised open university, or a diploma from an institution recognised by the Directorate of Technical Education, Government of Tamil Nadu.
You cannot apply if:
- Both spouses belong to communities that do not straddle the Category I or Category II boundary. A couple from two different Backward Class communities is not eligible.
- The bride had not completed 18 years on the date of the marriage.
- More than two years have passed since the marriage. Late claims beyond the two-year window are not eligible.
- The bride has not passed Class 10 and does not belong to a Scheduled Tribe entitled to the Class 5 relaxation.
- You cannot produce community certificates for both spouses.
Note what is deliberately absent from this list. There is no income limit, so a salaried or well-off couple is not excluded. There is also no requirement that either spouse be a first-time applicant on grounds of poverty.
How to apply for inter-caste marriage assistance in Tamil Nadu
- Get both community certificates in order first. Apply at the taluk office or through an e-Sevai centre if either spouse does not already hold a community certificate. Without both certificates the application cannot be scrutinised at all.
- Collect the application form from the District Social Welfare Officer in your district headquarters, or from the Extension Officer (Social Welfare) at the block level. The form is supplied free; no fee is payable to any agent.
- Fill the form and attach the certificates, the marriage invitation or the marriage registration certificate, both community certificates, the bride's age certificate, and, if claiming Scheme-II, the bride's degree or diploma certificate.
- Attach the bank passbook copy of the account into which the ECS component of Rs 15,000 (or Rs 30,000 under Scheme-II) should be credited, and make sure the name on the account matches the name on the application.
- Submit the completed application to the District Social Welfare Officer or the Extension Officer (Social Welfare) within two years of the marriage date, and take an acknowledgement.
- Follow up after about 15 days. The department's stated processing time is 15 days from the date of receipt of the application.
How do I check the status of the application?
Tamil Nadu does not run a public online status tracker for the marriage assistance schemes. The practical route is the office that received the application:
- Quote the acknowledgement number to the Extension Officer (Social Welfare) in your block, who forwards applications upward.
- Escalate to the District Social Welfare Officer if the file has not moved after the 15-day processing window.
- Check your bank passbook or SMS alerts for the ECS credit. The National Savings Certificate and the gold coin are handed over separately, usually at a district-level distribution event, so the cash reaching the bank does not mean the rest has lapsed.
Why inter-caste marriage assistance claims get rejected
- Missing community certificate for one spouse. This is the most common defect, particularly where one spouse has never needed a certificate before.
- The marriage does not fit Category I or II. Applications from couples of two different backward communities fail at scrutiny.
- Application filed after two years. The time limit is stated plainly in the Citizen's Charter and is applied strictly.
- No Class 10 certificate for the bride, where the Scheduled Tribe relaxation to Class 5 does not apply.
- Scheme-II claimed without a recognised degree or diploma. A certificate from an institution that is not recognised by the Directorate of Technical Education will not support the Rs 50,000 claim, though the Rs 25,000 Scheme-I amount may still stand.
- Bank account mismatch. ECS transfers bounce on a name mismatch, a dormant account or a wrong IFSC.

Where do I raise a grievance?
The Citizen's Charter sets out a two-step grievance route for every marriage assistance scheme, including this one:
- District level: District Collector, or the District Social Welfare Officer.
- State level: Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Chennai 600 005.
- Phone: 044-24351885.
Applications, forms and certificates for this scheme cost nothing. If anyone asks for a payment to "process" an inter-caste marriage assistance file, that is a matter for the District Collector.
How does this scheme sit alongside Tamil Nadu's other marriage assistance schemes?
Tamil Nadu runs four marriage assistance schemes through the Social Welfare and Women Empowerment Department. The Dr. Dharmambal Ammaiyar Ninaivu Widow Remarriage Assistance Scheme uses the same cash-plus-NSC structure as this one. The E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows and the Annai Teresa Ninaivu Marriage Assistance Scheme for Orphan Girls pay the full Rs 25,000 or Rs 50,000 by ECS with no NSC component. The Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme was revamped from 2022-23 into a higher education incentive and no longer pays a marriage grant.
A couple can claim only one of these schemes for the same marriage. Where more than one fits. An orphan girl marrying inter-caste, for example, compare the totals and the time limits before choosing, because this scheme's two-year post-marriage window is far more forgiving than the 40-days-before-marriage rule used by the others.

Frequently asked questions
How much does the Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-I pay?
Scheme-I pays Rs 25,000 in total — Rs 15,000 through Electronic Clearing Service and Rs 10,000 in the form of a National Savings Certificate — along with one sovereign, that is 8 grams, of a 22-carat gold coin for making the Thirumangalyam. Scheme-II pays Rs 50,000, split as Rs 30,000 by ECS and Rs 20,000 as an NSC, with the same gold coin.
Is there an income limit for the inter-caste marriage assistance scheme?
No. The Tamil Nadu Social Welfare and Women Empowerment Department's Citizen's Charter for 2025-26 records "No income limit" against this scheme, so a family's earnings do not affect eligibility. The scheme is designed as a social reform incentive, not a poverty benefit.
Which marriages count as inter-caste under this scheme?
Two categories qualify. Category I is a couple where one spouse belongs to a Scheduled Caste or Scheduled Tribe and the other to a different community. Category II is a couple where one spouse is from a Forward Community and the other from a Backward Class or Most Backward Class community.
By when must the application be submitted?
Within two years from the date of marriage. Unlike the other Tamil Nadu marriage assistance schemes, which insist on an application 40 days before the wedding, this scheme is applied for after the marriage has taken place.
What educational qualification does the bride need?
The bride must have passed Class 10 for Scheme-I, relaxed to Class 5 if she belongs to a Scheduled Tribe. For the higher Scheme-II amount, she must hold a degree from a college, distance education programme or a government-recognised open university, or a diploma from an institution recognised by the Directorate of Technical Education, Government of Tamil Nadu.
How long does sanction take?
The Citizen's Charter gives a probable processing time of 15 days from the date the application is received. Delays usually mean a certificate is missing rather than a rejection.
Where do I complain if the assistance is not sanctioned?
Complain first to the District Collector or the District Social Welfare Officer of your district. If that fails, write to the Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Chennai 600 005, or call 044-24351885.
