Dr. Dharmambal Ammaiyar Ninaivu Widow Remarriage Assistance Scheme-II
Tamil Nadu state government scheme
Dr. Dharmambal Ammaiyar Ninaivu Widow Remarriage Assistance Scheme-II pays Rs 50,000 plus an 8 gram 22 carat gold coin to a widow holding a degree or diploma who remarries in Tamil Nadu. The money comes as Rs 30,000 by ECS and Rs 20,000 as a post office NSC bond. Apply within 6 months of the remarriage.
What is the Dr. Dharmambal Ammaiyar Ninaivu Widow Remarriage Assistance Scheme-II?
Dr. Dharmambal Ammaiyar Ninaivu Widow Remarriage Assistance Scheme is one of the five marriage assistance schemes run by the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. The Policy Note for 2025-26 records that the scheme was initiated in the year 1975 to remove stigma and discrimination against widowed women in society and to ensure their rights.
The scheme is named after Dr. Dharmambal Ammaiyar, the Self-Respect movement leader who campaigned for widow remarriage in Tamil Nadu, and it is commonly written in transliteration as the Dr. Dharmambal Ammaiyar Ninaivu Vidhavai Marumana Nithi Udhavi Thittam.
Scheme-II is not a separate scheme. It is the higher of the two benefit rates inside the same 1975 scheme, and the only thing that separates the two is the bride's educational qualification:
| Category | Total assistance with 8 gram gold coin | Released through ECS | Held as NSC bond in the post office |
|---|---|---|---|
| Non-degree (Scheme-I) | Rs 25,000 | Rs 15,000 | Rs 10,000 |
| Degree or diploma (Scheme-II) | Rs 50,000 | Rs 30,000 | Rs 20,000 |
Every beneficiary, in either category, also receives an 8 gram, 22 carat gold coin for the thirumangalyam. That gold coin is a fixed part of the package and does not change with the education band.
No income ceiling applies. The department states that there is no income ceiling and no minimum educational qualification prescribed to avail benefit under this scheme; qualification only decides how much, not whether. This is a meaningful difference from the E.V.R. Maniammaiyar Ninaivu scheme for daughters of poor widows, which carries an annual family income limit of Rs 1.20 lakh.
Who is eligible for Scheme-II, and who is not eligible?
You can claim the Rs 50,000 Scheme-II rate if:
- You are a widow remarrying, and the death of your first husband can be evidenced by a death certificate.
- You hold a degree or a diploma. This is the single condition that separates Scheme-II from Scheme-I, and the certificate must be produced.
- You are 20 years of age or above on the date of remarriage. This is the department's stated minimum age for the bride under this scheme, and it is higher than the 18 years applied under the other marriage assistance schemes.
- The bridegroom is not more than 40 years of age. The department's eligibility table records the bridegroom's age as a maximum of 40 years for this scheme.
- You are a resident of Tamil Nadu and apply in your own district.
- You apply within 6 months after the date of remarriage.
Your income does not matter. Neither does your community, nor whether you draw a widow pension.
You cannot apply if:
- You have no degree or diploma. You are still eligible for the scheme, but at the Scheme-I rate of Rs 25,000, not Rs 50,000.
- You are below 20 years of age, or the bridegroom is above 40 years. Either fact makes the couple not eligible under this scheme.
- More than six months have passed since the remarriage. The time limit is strict and is the most common reason for outright rejection.
- You are not a widow. A woman marrying for the first time should look at the Dr. Muthulakshmi Reddy inter-caste marriage assistance scheme or the Annai Theresa Ninaivu scheme for orphan girls, and the daughter of a poor widow at the E.V.R. Maniammaiyar Ninaivu scheme, each with its own conditions.
- You have already received assistance under another Tamil Nadu marriage assistance scheme for the same marriage. The five schemes are alternatives, not additions.
- You live outside Tamil Nadu.
How to apply for Dr. Dharmambal Ammaiyar widow remarriage assistance
- Register the remarriage. Get the marriage registered and obtain the marriage registration certificate. This is the cleanest proof of the date, and the date decides whether you are inside the six-month window.
- Assemble the two decisive documents โ the death certificate of the first husband, which proves widowhood, and the degree or diploma certificate, which moves you from Rs 25,000 to Rs 50,000.
- Collect age proof for both bride and bridegroom. The bride must show 20 years or above; the bridegroom must show 40 years or below.
- Open or confirm a bank account in the bride's own name and get it seeded with Aadhaar. The ECS component of Rs 30,000 is credited to this account.
- Obtain the application form from the District Social Welfare Officer at the collectorate, or from an e-Sevai centre or Common Service Centre.
- Submit the completed form with all documents to the District Social Welfare Officer within six months of the remarriage, and collect the acknowledgement with the application number. No fee is charged by the department.
- Attend verification. The application is verified at district level before sanction, usually through the Village Administrative Officer and the social welfare establishment.
- Collect the gold coin and the NSC bond. The 8 gram, 22 carat gold coin and the Rs 20,000 National Savings Certificate bond are handed over on sanction, commonly at a district function, while Rs 30,000 is credited by ECS.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Degree or diploma certificate | Yes | The document that establishes the Scheme-II rate |
| Death certificate of first husband | Yes | Proof of widowhood |
| Remarriage proof | Yes | Marriage registration certificate, invitation, photographs |
| Age proof of bride | Yes | 20 years or above |
| Age proof of bridegroom | Yes | 40 years or below |
| Aadhaar card | Yes | Identification and bank seeding |
| Bank passbook of the bride | Yes | For the Rs 30,000 ECS credit |
| Residence proof | Yes | To fix the district of application |
| Photographs | Yes | Of bride and bridegroom |
Note that no income certificate is required, because the scheme has no income ceiling. Applicants are sometimes asked for one out of habit; the department's own eligibility table records the income limit for this scheme as "No income limit".
How to check the status of your application
- Return to the District Social Welfare Officer with your acknowledgement number. Sanction under the marriage assistance schemes is a district-level decision.
- Check with the e-Sevai centre where you filed, if you applied through one, and ask for the status against the application number printed on the receipt.
- Watch your bank account for the Rs 30,000 ECS credit, which is the first visible sign of sanction.
- Call the Women Helpline 181, operated by the department across Tamil Nadu, for direction to the correct district officer.
Why widow remarriage assistance applications get rejected
- Filed after six months. The commonest rejection. Nothing can be done afterwards, so file within weeks of the remarriage rather than months.
- Bridegroom above 40 years. The maximum age for the bridegroom is a hard condition under this scheme.
- Bride below 20 years. Also a hard condition, and higher than the 18-year floor under the other schemes.
- Degree or diploma certificate not produced. The case is then sanctioned at Rs 25,000 instead of Rs 50,000. Produce the certificate at the time of filing, not after sanction.
- No death certificate for the first husband. Widowhood must be evidenced. If the death was never registered, apply to the local body for delayed registration first.
- Bank account not in the bride's own name, or not Aadhaar-seeded, so the ECS credit fails and returns.
- Remarriage not registered. Register the marriage; photographs and an invitation card alone are weaker evidence of the date.
Where to ask and where to complain
- District level: the District Social Welfare Officer at your district collectorate, who sanctions the assistance.
- State level: the Social Welfare and Women Empowerment Department through tnsocialwelfare.tn.gov.in, which publishes the marriage assistance schemes page and the eligibility table.
- Helpline: the Women Helpline 181, operational across Tamil Nadu.
The department charges nothing for a marriage assistance application. No intermediary can speed up a sanction, and no payment should be made to anyone to secure the gold coin or the NSC bond.
