What is the Sathiyavanimuthu Ammaiyar Ninaivu Free Supply of Sewing Machine Scheme?

Sathiyavanimuthu Ammaiyar Ninaivu Free Supply of Sewing Machine Scheme is a self-employment scheme of the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. The department supplies a motorised sewing machine free of cost to a woman who has to earn on her own, so that she can take in tailoring work from home instead of depending on daily wage labour. The scheme is named in memory of Sathyavani Muthu, the Tamil Nadu minister and social reformer, and is often written as the Annai Sathiyavani Muthu Ammaiyar free supply of sewing machine scheme.

The department's Policy Note for 2025-26 states the position plainly: every year under the scheme, motorised sewing machines are provided to the beneficiaries including women in the age of 20-40 years, widows, destitute, deserted women, socially affected women and those from economically weaker sections. The stated purpose is to give women self-employment opportunities enabling them to earn and support their families.

The scale. For 2024-25, a total of 3,766 beneficiaries were to receive motorised sewing machines at an estimated expenditure of Rs 2.08 crore. In the Budget Estimates for 2025-26, Rs 2.00 crore has been allocated for the scheme. The machine is therefore a supply against an annual allocation, not an entitlement. The number of machines in a district each year is fixed, and applications compete for them.

The income condition. The Social Welfare and Women Empowerment Department states on its scheme page that to avail benefit under this scheme, the annual income of the family should not exceed Rs 1,20,000. Many older write-ups of the scheme quote a ceiling of Rs 24,000 a year; that is the historical figure and has been revised upwards.

Who is eligible for a free sewing machine, and who is not eligible?

You can apply if you fall in one of the scheme's beneficiary categories:

  • A widow.
  • A deserted wife or a woman separated from her husband.
  • A destitute woman without means of support.
  • A socially affected woman, the department's term for women rescued from or affected by exploitation and similar circumstances.
  • A differently abled man or woman. This is the one category in which men are covered.
  • A woman from an economically weaker section.

And you must satisfy the general conditions:

  • Family annual income not exceeding Rs 1,20,000.
  • Age, described by the department as including the 20 to 40 years band.
  • Residence in Tamil Nadu, and application in your own district.

You cannot apply if:

  • Your family income exceeds Rs 1,20,000 a year. An income certificate above the ceiling makes the application not eligible, and this is the single most common ground of rejection.
  • You do not belong to any of the beneficiary categories. A married woman in a household with a working husband and no disability is not covered by this particular scheme, though she may be able to join a Women Industrial Co-operative Society instead.
  • You have already received a sewing machine under the scheme. It is a one-time benefit per beneficiary.
  • You cannot produce the status certificate for the category claimed — a Widow Certificate, a Deserted Women Certificate or a disability certificate as the case may be.

There is no educational qualification requirement and no tailoring certificate requirement for this scheme.

How to apply for the free sewing machine scheme

  1. Obtain the status certificate for your category first. A Widow Certificate, a Deserted Women Certificate or a disability certificate is what establishes which category you fall in. The Widow Certificate and Deserted Women Certificate are both issued online by the Revenue Department through e-Sevai.
  2. Obtain an income certificate showing family annual income within Rs 1,20,000. The income certificate is likewise an e-Sevai service of the Revenue Department.
  3. Collect the application form from the District Social Welfare Officer, the departmental officer for social welfare schemes at district level. Forms are also available at the block-level social welfare offices and at Anganwadi centres in many districts.
  4. Fill the form and attach the documents; status certificate, income certificate, age proof, Aadhaar, family ration card and passport size photographs.
  5. Submit the application to the District Social Welfare Officer and collect a dated acknowledgement. Departmental applications in Tamil Nadu are also received through e-Sevai centres, and at the Ungalai Thedi Ungal Ooril camps held in the applicant's own locality.
  6. Attend the verification. The application is verified locally before the district office draws up the selection list against that year's allocation.
  7. Collect the machine at the distribution function. Machines are handed over in batches at district or block level distribution events, against signature in the distribution register.

What documents are required?

Document Mandatory Notes
Application form Yes From the District Social Welfare Officer
Income certificate Yes Family income up to Rs 1,20,000 a year
Age proof Yes The scheme covers the 20 to 40 years band
Status certificate Yes Widow, deserted woman, destitute or disability certificate
Aadhaar card Yes Identification
Family ration card Yes Residence in the district
Passport size photographs Yes For the form and distribution register
Tailoring training certificate No Not a condition, but useful supporting evidence

Why applications are rejected, and how to improve the odds

  • Income certificate above the ceiling. Apply for a fresh income certificate that reflects the family's actual position before filing.
  • No status certificate. A claim to be a widow or a deserted woman has to be evidenced by the Revenue Department certificate, not by an affidavit.
  • Allocation exhausted. With roughly 3,766 machines statewide in 2024-25 across 38 districts, a district's share is small. An application filed early in the financial year has a better chance than one filed in February.
  • Duplicate benefit. A beneficiary who has already received a machine under this or a comparable scheme is dropped at verification.
  • Incomplete address or ration card mismatch, which stalls verification.

What related help does the department give?

The sewing machine scheme sits inside a larger women's self-employment programme run by the Social Welfare and Women Empowerment Department:

  • Women Industrial Co-operative Societies. Women living below the poverty line who hold a tailoring certificate, aged 18 to 40 years, can enrol as members. The department records that 15,500 advanced sewing machines were provided to members of Women Industrial Co-operative Societies, with a 10 per cent government subsidy on the machines.
  • Cutting centres. 32 cutting centres function under the department.
  • Tailoring training for tribal women at Salem and Tiruvannamalai, where 35 tribal women are trained annually.
  • Marriage assistance schemes. During 2024-25, 7,963 beneficiaries were assisted under the department's four marriage assistance schemes to the tune of Rs 98.16 crore, and Rs 68.52 crore is provided in the Budget Estimate for 2025-26 for those schemes.

A woman who receives a machine and wants to scale up from home tailoring to a group enterprise should follow the Women Industrial Co-operative Society route, where the machine supplied is an advanced model and the society provides the order book.

Where to ask and where to complain

  • District level: the District Social Welfare Officer, who receives applications and draws up the selection list.
  • State level: the Social Welfare and Women Empowerment Department at tnsocialwelfare.tn.gov.in.
  • Women Helpline: 181, the toll-free number operated by the department for women in distress, integrated with the One Stop Centres.
  • e-Sevai portal: tnesevai.tn.gov.in, for the income, widow and deserted women certificates that the application depends on.

The sewing machine is supplied free. No fee is payable to anyone for being included in the beneficiary list, and no agent can secure a machine.

How to check your application status

The scheme is administered as a fully offline scheme through the District Social Welfare Officer, and there is no separate online tracking portal or application ID system on the tnsocialwelfare.tn.gov.in website where an applicant can look up a case number. Checking status therefore means following up with the office that holds the file, not logging into a portal.

  1. Keep the dated acknowledgement from submission. Whether the form was handed in at the District Social Welfare Officer's office, at an e-Sevai centre, or at an Ungalai Thedi Ungal Ooril camp, the acknowledgement slip or receipt number given at that time is the only reference an applicant has, and it is what the office will ask for when a status enquiry is made.
  2. Visit or call the District Social Welfare Officer's office directly. This office draws up the selection list for the district each year, so it is the authority that can tell an applicant whether the file has cleared verification, is still pending, or has been included in that year's list against the allocation.
  3. Ask specifically which of three stages the file is in: verification (the local check of the status certificate, income certificate and residence), inclusion in the district's selection list for the current year's allocation, or scheduling for a distribution function. The office maintains this progression internally; there is no applicant-facing dashboard for it.
  4. Use the Women Helpline 181 for a general enquiry if the district office is not reachable, since it is the department's toll-free number, though it is primarily meant for women in distress rather than as a dedicated status-tracking line for this scheme; it can still direct a caller to the right district contact.
  5. Watch for the distribution function notice. Because the machines are handed over in batches at district or block-level events against signature in the distribution register, selected applicants are typically informed of the date directly by the district office or through the local Anganwadi or block social welfare office rather than through an online notification.
  6. If the financial year closes without a response, an applicant whose file was not included in that year's list should confirm with the office whether the application carries forward to the next year's allocation or needs to be refiled, since the machines are supplied against an annual allocation and not as an open-ended entitlement.

An applicant who has still received no update after a reasonable wait following submission should treat that as a signal to visit the District Social Welfare Officer's office in person with the acknowledgement slip, since a phone-only follow-up is less likely to get a definite answer than an in-person query with the paperwork in hand.
