What is the Old Age Homes scheme in Tamil Nadu?

Old Age Homes in Tamil Nadu is a grant scheme of the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. The State does not itself run these homes. It gives a maintenance grant to old age homes run by non-governmental organisations, so that destitute elders above 60 years who have been abandoned by their families have a place to live.

According to the department's policy note, the grant works on a sharing pattern of 5:1 between the State and the NGO, each home accommodates 40 inmates, and Rs 1,200 per person per month is sanctioned as a feeding grant. In the financial year 2024-25, 773 elders were benefited from 23 old age homes, and a sum of Rs 1.45 crore was provided in the Budget Estimate for 2025-26.

Inside these homes the department lists what an inmate receives: food, shelter, clothing, health care, recreational facilities and expenses on final rites. The last item is not a detail. For an elder with no family, the certainty that the last rites will be performed is often the reason the home matters.

India treats anyone aged 60 and above as a senior citizen. The department cites the Elderly in India 2021 report of the Ministry of Statistics and Programme Implementation, which projects Tamil Nadu's elderly population rising to 18.20 per cent by 2031, and frames the whole senior citizen package around the Maintenance and Welfare of Parents and Senior Citizens Act, 2007.

Who is eligible to be admitted?

An elder can be admitted if:

  • He or she is above 60 years of age.
  • He or she is destitute and abandoned by the family, which is the specific condition the department states for the grant-aided homes.
  • He or she is a resident of Tamil Nadu.
  • A place is available, since each grant-aided home is sanctioned for 40 inmates.

An elder is not eligible for these particular homes if:

  • He or she is below 60 years of age.
  • He or she has family support and a home to live in. The grant is aimed at destitution, not at paid retirement accommodation. Elders with means use privately run homes that receive no State grant.
  • He or she needs psychiatric care as a mentally ill person. Tamil Nadu runs separate rehabilitation homes and halfway homes for mentally ill persons under the Department for the Welfare of Differently Abled Persons, and a rescue scheme that pays NGOs Rs 1,500 per rescued wandering mentally ill person.
  • The elder needs care along with a dependent child, in which case the Integrated Complex for Senior Citizens and Destitute Children is the right facility rather than a plain old age home.

Admission is a decision of the home in consultation with the District Social Welfare Officer. Neither an income certificate nor a caste certificate is the governing test, destitution and age are.

What does Tamil Nadu provide, and at what cost?

Facility Sharing pattern Capacity Grant
Old age homes run by NGOs with State grants 5:1 State : NGO 40 inmates per home Rs 1,200 per inmate per month as feeding grant
Integrated Complexes for Senior Citizens and Destitute Children 75:25 State : NGO 25 elders and 25 children per complex Rs 1,200 per elder and Rs 900 per child per month
Integrated Programme for Senior Citizens (IPSrC) 90:10 Government of India : NGO 68 old age homes and allied units Grants released directly to NGOs

The Integrated Complexes are a substantial programme in their own right: in 2024-25, 43 Integrated Complexes received grants, benefiting 847 children and 1,007 senior citizens, with Rs 6.625 crore provided in the 2025-26 Budget Estimate.

How to apply for admission to an old age home in Tamil Nadu

  1. Call the senior citizen helpline 14567, which works from 8 a.m. to 8 p.m. every day. The helpline gives information on old age homes, arranges rescue where an elder is abandoned in a public place, and offers counselling.
  2. Approach the District Social Welfare Officer in the district collectorate with the elder's age proof, Aadhaar and residence proof, and explain the circumstances of destitution.
  3. Ask the office for the list of grant-aided old age homes in the district and for the current vacancy position, since each home is sanctioned for 40 inmates.
  4. Visit the home with the elder, meet the manager and submit the admission papers, age proof, Aadhaar, residence proof and the referral or report establishing destitution.
  5. Complete the admission formalities and health record at the home. Where the elder needs psychiatric care, ask for a referral to a rehabilitation home instead.
  6. If the elder was rescued from a public place, the rescue itself is routed through the helpline and the police, and the elders rescued are accommodated in old age homes as part of that process.

How to start or run a grant-aided old age home

  1. Register the organisation as a society or trust and establish a track record in elder care.
  2. Apply to the District Social Welfare Officer and the Directorate of Social Welfare for recognition and for the State maintenance grant, showing infrastructure for 40 inmates.
  3. Accept the 5:1 sharing pattern, the State funds five parts and the organisation one part of the maintenance cost.
  4. Maintain inmate registers, feeding records and accounts, since the grant is released against verified inmate strength at Rs 1,200 per person per month.
  5. For central assistance, seek the State Government's recommendation for the Integrated Programme for Senior Citizens, where the Government of India releases grants directly to the NGO at a 90:10 ratio.

What the senior citizen helpline does

The toll-free helpline 14567 has been operating since 28 April 2021. Between 17 May 2021 and March 2025 it received 2,16,661 calls. It provides:

  • Rescue services for elders abandoned or in danger
  • Information on old age homes across the state
  • Information on senior citizen welfare schemes
  • Psycho-social counselling
  • Legal guidance on the Maintenance and Welfare of Parents and Senior Citizens Act, 2007

That Act is the legal backbone of the whole package. It gives parents and senior citizens a statutory right to claim maintenance from children and relatives through a tribunal, which is often a faster remedy than a civil suit for an elder whose family has stopped supporting them.

Common problems and how to solve them

  • No vacancy in the district. Each grant-aided home has 40 places. Ask the District Social Welfare Officer about homes in neighbouring districts and about Integrated Complexes.
  • Elder is below 60. Admission under this scheme is not possible; ask the district office about disability or destitute-specific homes instead.
  • Elder has mental illness. A plain old age home cannot provide the care; seek a rehabilitation home or halfway home through the Department for the Welfare of Differently Abled Persons.
  • Family exists but refuses support. Use the Maintenance and Welfare of Parents and Senior Citizens Act, 2007 route alongside the admission request; the helpline gives legal guidance on it.
  • No documents at all, which is common for a rescued elder. The rescue process itself generates the record; the home and the district office arrange Aadhaar and other papers afterwards.

Help and grievance route

  • Senior citizen helpline โ€” 14567, 8 a.m. to 8 p.m. every day.
  • Women helpline: 181, for related distress cases.
  • District Social Welfare Officer in each district collectorate, the admission and grievance authority.
  • Social Welfare and Women Empowerment Department: tnsocialwelfare.tn.gov.in for the department's scheme pages and policy note.

No payment is due from a destitute elder admitted under the State grant, and no intermediary can arrange admission for a fee. Report any such demand to the District Social Welfare Officer.

How to check your application status

There is no online application number for admission to a grant-aided old age home, since the process runs through the District Social Welfare Officer and the home itself rather than a web portal. Status has to be tracked by following up directly with whichever office took the request.

  1. Call the home you approached. Ask the manager whether the admission papers have been reviewed and whether a place has opened up. Each home has only 40 sanctioned places, so a delay usually means the family is waiting for a vacancy, not that the request was refused.
  2. Follow up with the District Social Welfare Officer. If the papers were submitted through the collectorate rather than directly at the home, the DSWO's office can confirm whether the file has been forwarded to a specific home and what the current vacancy position is across the district.
  3. Call the senior citizen helpline, 14567, between 8 a.m. and 8 p.m. any day. The helpline can confirm whether a case it referred, especially a rescue case, has actually reached a home, and can escalate a request that has been pending without a response.
  4. For a rescued elder, status is best tracked through the same helpline call or the police station involved in the rescue, since the placement record originates there rather than with a written application.
  5. Keep a written note of the date and the name of the official spoken to at each follow-up. Because the process has no digital tracking number, this informal log is what an applicant or a relative can point to if a case appears to be stalled.

A long wait almost always means capacity, not rejection: the scheme has no reject-and-reapply cycle, since eligibility itself is simple (age above 60 and destitution) and the constraint is the number of funded places in nearby homes.

Documents required

Age proof of the senior citizen
Aadhaar card, voter ID or any government record showing the applicant is above 60 years.
Aadhaar card
For identification and for the home's inmate register.
Residence proof of Tamil Nadu
Ration card, voter ID or equivalent showing the elder is a resident of the state.
Report or referral establishing destitution
From the District Social Welfare Officer, a village administrative officer, the police or the helpline, showing the elder has no family support.
Medical fitness or health recordoptional
Homes generally ask for a basic health record so that medical care can be planned; a person needing psychiatric care is referred to a rehabilitation home instead.
