What is the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme?

Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme, announced in the Tamil Nadu budget of 2022 and known across the state by its Tamil name Pudhumai Penn, is a monthly cash incentive that keeps girls from government schools in higher education. The Social Welfare and Women Empowerment Department, Government of Tamil Nadu runs the scheme, and the Tamil Nadu e-Governance Agency maintains the Penkalvi portal that carries the applications and payments.

According to the department's scheme page, a girl who studied Classes 6 to 12 in a government school is paid Rs 1,000 per month directly into her bank account until she completes her undergraduate degree, diploma or ITI course without interruption. The scheme is named after Moovalur Ramamirtham Ammaiyar, the social reformer who campaigned against child marriage and for the education of girls.

What the scheme is trying to change

  • Raise the gross enrolment ratio of girls from government schools in higher education.
  • Reduce the number of girls married off soon after Class 12 because college was treated as unaffordable.
  • Meet the everyday cost of studying: bus fare, food, notebooks, a phone recharge for online course material, which is what actually stops a girl from continuing.
  • Put the money in the girl's own account rather than a guardian's, so the decision to continue studying is hers.

Who is eligible for Pudhumai Penn?

You can receive the assistance if:

  • You are a girl student.
  • You studied Classes 6 to 12 in a Tamil Nadu government school, continuously.
  • You have joined a recognised first higher education course, an undergraduate degree in an arts, science, engineering, agriculture or professional college, a diploma in a polytechnic, or an ITI course.
  • You have a bank account in your own name that can receive direct benefit transfer.

There is no family income ceiling, and there is no cap on the number of girls from one family who may benefit. The department also confirms that holding another scholarship does not bar a student from this assistance.

You are not eligible if:

  • You studied any part of Classes 6 to 12 in a private or self-financing school.
  • You studied in a government-aided school rather than a government school, unless the department's current notification for your year specifically includes that category, check with the college before applying.
  • You are a male student: boys are covered by the separate Tamil Pudhalvan scheme on the same terms.
  • You are pursuing a second degree rather than your first higher education course.
  • You have discontinued the course; assistance stops from the month attendance ceases.

What documents are required for the scheme?

Document Mandatory Notes
School study certificate, Classes 6 to 12 Yes Must show government school study throughout
Class 12 mark sheet Yes Establishes the year of passing
College or ITI admission proof Yes Bonafide certificate or admission order
Aadhaar card Yes Identification and bank seeding
Bank account passbook Yes Zero-balance account in the student's own name
Photograph No Some institutions ask for one for the college record

How to apply for the Moovalur Ramamirtham Ammaiyar scheme

  1. Complete admission to your first undergraduate degree, diploma or ITI course in a recognised institution in Tamil Nadu.
  2. Open a zero-balance savings account in your own name and seed it with your Aadhaar number. The higher education institution assists students who do not already have an account.
  3. Open the official portal penkalvi.tn.gov.in and register as a student, using the details on your Class 12 mark sheet and your Aadhaar number.
  4. Fill the application with your school details for Classes 6 to 12, your current course and college, and your bank account number and IFSC code.
  5. Upload the school study certificate, Class 12 mark sheet, admission proof, Aadhaar and bank passbook, then submit and save the acknowledgement.
  6. Report to your college scholarship section, which verifies your record through its own institutional login on the Pudhumai Penn system and forwards it for approval.

The application is free. No fee is payable to the college, to the department or to any intermediary.

How is the money paid, and for how long?

The department credits Rs 1,000 a month by direct benefit transfer, targeting the 7th of each month, into the student's own bank account. Payment runs for the full duration of the course; three years for most degrees and diplomas, longer for professional courses such as engineering; provided the student remains enrolled.

Continuation is not automatic paperwork-free. The higher education department certifies each student's enrolment status twice a year, and a student who has dropped out, transferred without updating the record, or whose bank account has gone dormant will see credits stop at that certification point.

How to check the status of your Pudhumai Penn payment

  1. Log in to penkalvi.tn.gov.in with the credentials created at registration.
  2. Open the application status screen to see whether the college has verified your record and whether the district has approved it.
  3. Check your bank passbook or SMS alerts for the monthly DBT credit.
  4. If a month is missing, ask your college scholarship section first β€” most missing credits are caused by pending institutional verification rather than by rejection.

Why applications get rejected, and how to fix them

  • School record does not show continuous government school study from Class 6 to Class 12. Obtain a corrected study certificate from the headmaster of each school attended.
  • Bank account not in the student's own name, or not Aadhaar-seeded. DBT cannot reach a guardian's account.
  • Name mismatch between the school record, Aadhaar and the bank account. Correct Aadhaar first, then the bank record.
  • College verification pending, the commonest single cause of delay, and one only the institution can clear.
  • Not a first higher education course, a student already holding a degree is outside the scheme.
  • Account dormant or KYC incomplete, which returns the credit to the department.

What the scheme does not cover

Pudhumai Penn is an income supplement, not a fee waiver, and confusing the two leads families to plan badly. The Rs 1,000 a month is intended for the recurring cost of attending college, bus fare, food, notebooks, printing, a phone recharge, and it does not touch tuition fees, hostel charges or examination fees.

Those are met from other places, and a student should pursue them separately:

  • Free education schemes of the Backward Classes, Most Backward Classes and Minorities Welfare Department for BC, MBC and DNC students, and the Adi Dravidar Welfare Department's post-matric scholarship for SC and ST students.
  • Government hostels run by the welfare departments in district and taluk headquarters.
  • First Graduate fee concession, where the student is the first graduate in the family.
  • Bank education loans, for professional courses whose fees exceed what any concession covers.

None of these is barred by Pudhumai Penn. The department has stated that a student receiving other scholarships remains eligible, which is what makes stacking them the sensible strategy rather than choosing between them.

Monitoring and grievance redressal

Tamil Nadu monitors the scheme through three tiers: a state-level steering committee that meets twice a year, a state-level monitoring committee that meets quarterly, and district-level committees that review implementation every month. That structure exists because the failure point in this scheme is nearly always local. An unverified college record or an unseeded bank account: rather than at the state level.

For grievances, approach in this order:

  • College scholarship section, for verification and enrolment certification issues.
  • District Social Welfare Officer, for approval and payment disputes.
  • Social Welfare and Women Empowerment Department, Chennai, on 044-24351885.
  • penkalvi.tn.gov.in, for portal and login problems.

Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme costs the student nothing. No agent, college staff member or middleman may charge a fee to register a student or to release a monthly credit.

Frequently asked questions

How much does the Pudhumai Penn scheme pay?

The scheme pays Rs 1,000 per month, that is Rs 12,000 a year, directly into the girl student's own bank account. Payment continues without a break until she completes her undergraduate degree, diploma or ITI course.

Who is eligible for the Moovalur Ramamirtham Ammaiyar scheme?

Girl students who studied from Class 6 to Class 12 in a Tamil Nadu government school and have joined a recognised first undergraduate degree, diploma or ITI course are eligible. There is no family income ceiling.

Can a girl who studied in a private school apply?

No. The scheme is limited to girls whose Classes 6 to 12 were completed in government schools, which is exactly the group the scheme was designed to keep in higher education. A break into a private or self-financing school in those years makes a student not eligible.

Is there an income limit for Pudhumai Penn?

No, the scheme has no family income ceiling. Eligibility turns only on government school study from Class 6 to 12, on being a girl student, and on being enrolled in a recognised first higher education course.

When is the money credited each month?

The Rs 1,000 is credited by direct benefit transfer, with the department targeting the 7th of each month. Credits stop if the college does not certify that the student is still attending.

Can a student receiving another scholarship also get Pudhumai Penn?

Yes. According to the Social Welfare and Women Empowerment Department, a student may draw this assistance alongside other scholarships, and more than one girl from the same family may benefit.

Where do I apply for the scheme?

Applications are made online at penkalvi.tn.gov.in, and the college or ITI verifies the student's admission and attendance through its own login on the same system. No paper application is sent to the department.

What is the male equivalent of this scheme?

Tamil Pudhalvan is the corresponding scheme for boys who studied Classes 6 to 12 in government schools and joined higher education, run by the same department with the same Rs 1,000 monthly assistance.
