Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-II
Tamil Nadu state government scheme
Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-II gives an inter-caste married couple in Tamil Nadu Rs 50,000 to Rs 30,000 by Electronic Clearing Service and Rs 20,000 as a National Savings Certificate, plus an 8-gram 22-carat gold coin, where the bride holds a degree or diploma. Apply to the District Social Welfare Officer within two years of the marriage.
What is the Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-II?
Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme-II is the higher tier of Tamil Nadu's inter-caste marriage incentive, run by the Social Welfare and Women Empowerment Department. According to the department's citizen charter, the objective is to abolish caste and community discrimination by encouraging inter-caste marriage.
The scheme is named after Dr. Muthulakshmi Reddy, the first woman legislator in India, a surgeon, and the campaigner behind the abolition of the devadasi system and the founding of the Adyar Cancer Institute.
Scheme-II gives a newly married inter-caste couple:
- Rs 30,000 through Electronic Clearing Service, credited to the bank account;
- Rs 20,000 as a National Savings Certificate, which matures later;
- 1 sovereign to 8 grams: of a 22-carat gold coin for making the thirumangalyam.
That is Rs 50,000 in total plus the gold coin. Scheme-I of the same scheme pays Rs 25,000 in the same split; Rs 15,000 ECS and Rs 10,000 NSC, with the same gold coin, and the only thing separating the two tiers is the bride's educational qualification.
The split between cash and a National Savings Certificate is deliberate. Half the value is locked into a savings instrument in the couple's name so that the assistance is not fully spent on the wedding itself.
Who is eligible for inter-caste marriage assistance Scheme-II?
A couple can claim if:
- The marriage falls in one of the two permitted categories:
- Category I: one spouse from a Scheduled Caste or Scheduled Tribe and the other from a different community;
- Category II, one spouse from a Forward Community and the other from a Backward Class or Most Backward Class community.
- The bride holds a degree or a recognised diploma. Degree holders must have passed from colleges, distance education or a government-recognised open university; diploma holders from an institution recognised by the Directorate of Technical Education, Government of Tamil Nadu.
- The bride had completed 18 years of age at the time of the marriage. There is no upper age limit.
- The application is filed within two years from the date of marriage.
- The couple resides in Tamil Nadu, so that a District Social Welfare Officer has jurisdiction over the file.
A couple is not eligible if:
- The marriage is within the same community. A same-community couple cannot apply, however poor the household. The scheme is an inter-caste incentive, not general marriage assistance.
- The combination falls outside the two categories. For example, a marriage between a Backward Class spouse and a Most Backward Class spouse does not fall in Category I or Category II as published.
- The bride holds no degree or diploma. Such a couple is not eligible for the Rs 50,000 tier and must claim Scheme-I at Rs 25,000, for which the bride needs a Class 10 pass, or Class 5 in the case of a Scheduled Tribe bride.
- The two-year window from the date of marriage has closed.
- The bride was under 18 on the date of marriage.
Note the two things this scheme does not ask for: there is no income limit at all, and there is no upper age limit for the bride. Both points are stated expressly in the department's citizen charter.

How to apply for inter-caste marriage assistance Scheme-II
- Collect both community certificates from the Tahsildar, one for the bride and one for the bridegroom. Without both, the inter-caste character of the marriage cannot be established and the file goes no further.
- Obtain the application form for the Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme from the Extension Officer (Social Welfare) at the block office, the District Social Welfare Officer, or an e-Sevai centre.
- Attach the bride's degree or diploma certificate to claim Scheme-II, along with the marriage invitation or the marriage registration certificate, the bride's age certificate, Aadhaar and the bank passbook.
- Submit the completed application to the District Social Welfare Officer or the Extension Officer (Social Welfare) within two years from the date of the marriage, and take a dated acknowledgement.
- Cooperate with the field enquiry by the Extension Officer, who verifies the marriage, the two community certificates and the bride's age.
- Receive the sanction — Rs 30,000 credited by ECS to the bank account, Rs 20,000 issued as a National Savings Certificate, and the 8-gram 22-carat gold coin handed over by the district office or at a departmental function.
The department's published processing time is within 15 days of receipt of the application.
How the money reaches you
Three components arrive by three different routes, which is why beneficiaries often think part of the assistance is missing:
- The Rs 30,000 ECS component appears in the bank account named in the application. Check that the account is live, in the beneficiary's own name and Aadhaar-seeded before filing.
- The Rs 20,000 National Savings Certificate is issued as a certificate and matures later. It is not cash in hand on day one, and it cannot be encashed early on demand.
- The 8-gram 22-carat gold coin is handed over physically. In many districts coins are distributed together at a function, so this can arrive after the cash.
How to check the status of your application
There is no online tracker for marriage assistance files in Tamil Nadu. Ask the Extension Officer (Social Welfare) at your block office first, quoting the acknowledgement number and date, then the District Social Welfare Officer. If the file is stated to be sanctioned but the money has not arrived, ask specifically whether the ECS instruction failed, which is usually a bank account or name problem rather than a sanction problem.
Why applications get rejected, and how to fix them
- Only one community certificate filed. Both spouses' certificates are needed. This is the single most common gap in inter-caste files.
- Community combination outside the two categories published in the citizen charter.
- Scheme-II claimed without a degree or diploma, or with a diploma from an institution outside the Directorate of Technical Education's recognised list. The department then sanctions Scheme-I at Rs 25,000 instead.
- Filed after two years from the date of marriage, which puts the claim out of time.
- Bank account not in the beneficiary's name, or dormant, which fails the ECS credit even after sanction.
- Age certificate showing under 18 at the date of marriage.
- Name spelling mismatch across the community certificate, marriage certificate, Aadhaar and bank passbook. A routine cause of delay with Tamil names transliterated differently on different documents.

Frequently asked questions
How much does Inter-caste Marriage Assistance Scheme-II pay?
Scheme-II pays Rs 50,000 — Rs 30,000 through Electronic Clearing Service and Rs 20,000 in the form of a National Savings Certificate — along with 1 sovereign, that is 8 grams, of a 22-carat gold coin for making the thirumangalyam. Scheme-I pays Rs 25,000 in the same split of Rs 15,000 ECS and Rs 10,000 NSC, with the same gold coin.
Which inter-caste marriages qualify?
Two categories qualify. Category I is a newly married couple where one spouse is from a Scheduled Caste or Scheduled Tribe and the other from a different community. Category II is a couple where one spouse is from a Forward Community and the other from a Backward Class or Most Backward Class community.
What educational qualification does Scheme-II require?
The bride must be a degree or diploma holder. Degree holders must have passed from colleges, distance education or a government-recognised open university, and diploma holders from an institution recognised by the Directorate of Technical Education, Government of Tamil Nadu. Scheme-I instead requires only a Class 10 pass, or Class 5 for a Scheduled Tribe bride.
Is there an income limit for inter-caste marriage assistance?
No. The Social Welfare Department's citizen charter records "No income limit" for the Dr. Muthulakshmi Reddy Ninaivu Inter-caste Marriage Assistance Scheme, which is unusual among Tamil Nadu's marriage assistance schemes.
By when must the application be submitted?
Within two years from the date of marriage. This is a longer and more forgiving window than the other Tamil Nadu marriage assistance schemes, most of which require the application 40 days before the wedding.
How long does the department take to process the application?
Within 15 days of receipt of the application, according to the Social Welfare Department's published citizen charter. Actual credit of the ECS amount and handing over of the gold coin can take longer where a batch sanction is awaited.
Who do I complain to if the assistance is not paid?
At district level, the District Collector or the District Social Welfare Officer. At state level, the Commissioner of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Chennai 600 005, phone 044-24351885.
