What is the Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme-1?

Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme-1 was the flagship marriage assistance scheme of the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. Named after the social reformer Moovalur Ramamirtham Ammaiyar, and often written in Tamil transliteration as "Moovalur Ramamirtham Ammaiyar Ninaivu Thirumana Nidhi Udhavi Thittam", the scheme gave a cash grant plus gold to brides from economically weaker families who had stayed in school until at least Class 10.

The department's own description of the marriage assistance group of schemes explains the reasoning plainly: in most communities the bride is expected to wear a Thirumangalyam made of gold, and parents from economically weaker sections cannot meet that cost. Tamil Nadu therefore linked the grant to the bride's schooling, so that families had a financial reason to keep daughters in school and to delay marriage until the legal age.

Benefit under Scheme-I: Rs 25,000 released through Electronic Clearing Service, together with one sovereign (8 grams) of a 22-carat gold coin for making the Thirumangalyam.

Benefit under Scheme-II: Rs 50,000 through Electronic Clearing Service with the same 8-gram 22-carat gold coin, for brides holding a degree from a regular college, distance education or a government-recognised open university, or a diploma from an institution recognised by the Directorate of Technical Education, Tamil Nadu.

The scheme applied to marriages conducted from 17 May 2011 onwards.

Is the Moovalur marriage assistance scheme still open?

No. The Social Welfare and Women Empowerment Department states on its Women Welfare page that from the year 2022-23 the Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme has been revamped as the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme. The department's Citizen's Charter for 2025-26 lists the higher education scheme, not the marriage grant, as scheme 2.1.1 under Women Welfare.

Under the successor scheme, every girl who studied Classes 6 to 12 in a government or government-aided Tamil-medium school and then enrolled in a recognised higher-education course in Tamil Nadu receives Rs 1,000 per month until she completes her graduation. There is no income ceiling, no community restriction, and no limit on how many students from one family may benefit. Girls who studied Classes 6 to 8 in a private school under the Right to Education quota and then Classes 9 to 12 in a government school are also covered. The scheme is popularly known as the Pudhumai Penn scheme.

Money is therefore now paid to the daughter for staying in education rather than at the point of her marriage. Tamil Nadu continues to run four other marriage assistance schemes, so a family that expected help with a wedding should check whether one of those fits.

Who was eligible, and who is excluded now?

Eligible under the original Scheme-I:

  • Brides who were residents of Tamil Nadu and had passed Class 10.
  • Brides belonging to a Scheduled Tribe who had studied up to Class 5.
  • Brides who had completed 18 years of age on the date of marriage.
  • Families whose annual income was within the ceiling notified by the department.
  • Marriages conducted on or after 17 May 2011.

Eligible for the higher Scheme-II amount: brides holding a degree from a regular college, distance education programme or a government-recognised open university, or a diploma from an institution recognised by the Directorate of Technical Education, Tamil Nadu.

You cannot apply now if:

  • You are looking for the marriage grant itself. Fresh marriage claims under the Moovalur scheme are not eligible because the scheme was converted into a higher education incentive from 2022-23.
  • You are applying after the marriage has already taken place. Across Tamil Nadu's marriage assistance schemes, applications received on or after the date of marriage are not entertained.
  • You are seeking the successor higher-education incentive but studied through correspondence or distance education, or at an unrecognised institution. The Citizen's Charter states such students shall not be eligible.
  • You are claiming the higher-education incentive for a second course. The incentive is available for the first higher education course only.

How to apply for the successor Higher Education Assurance Scheme

  1. Complete Class 12 in a government or government-aided Tamil-medium school and take admission in a recognised regular higher-education course in Tamil Nadu.
  2. Approach the college or institution office, which registers eligible students on the UMIS portal. Applications are filed through the institution, not individually at a taluk office.
  3. Give the institution your Aadhaar, Class 6 to 12 study certificate from the government school, admission proof and a bank account in your own name.
  4. Track the sanction with the District Social Welfare Officer or the institution's nodal staff. The Rs 1,000 monthly amount is credited directly to the student's bank account.

How the offline marriage assistance route works in Tamil Nadu

For the four marriage assistance schemes that are still open, the process the department follows is the same one the Moovalur scheme used:

  1. Collect the application form from the District Social Welfare Officer or the Extension Officer (Social Welfare) in your block, or download it from the Tamil Nadu government forms page.
  2. Attach the certificates for the specific scheme, typically the bride's age proof, the marriage invitation, an income certificate from the Tahsildar and the education certificate being claimed.
  3. Submit the application before the marriage. Under the E.V.R. Maniammaiyar scheme, for example, the application is due 40 days before the marriage date, and only in exceptional circumstances one day before.
  4. Wait for scrutiny. The Citizen's Charter gives a probable processing time of 15 days from receipt of the application.
  5. Collect the gold coin as arranged by the district office and check that the cash component has reached your bank account by ECS.

What documents were required?

Document Mandatory Notes
Class 10 mark sheet of the bride Yes Class 5 for Scheduled Tribe brides
Degree or diploma certificate No Only to claim the Rs 50,000 Scheme-II amount
Age proof of the bride Yes Bride must have completed 18 years
Income certificate Yes Issued by the Tahsildar
Marriage invitation Yes Shows the date and venue
Bank passbook Yes Cash assistance is paid by ECS

Why marriage assistance applications get rejected in Tamil Nadu

  • Application filed after the wedding date. This is the single most common reason; late applications are not entertained.
  • Education certificate missing. Scheme-I depends on the bride's Class 10 pass, and the higher Scheme-II amount is refused without the degree or diploma.
  • Income certificate above the ceiling. The E.V.R. Maniammaiyar scheme, for instance, caps annual family income at Rs 1,20,000.
  • Bank account details wrong. ECS transfers fail on a name mismatch or a closed account.
  • Duplicate claim. Assistance is limited to one daughter per widowed mother under the E.V.R. Maniammaiyar scheme, and similar single-benefit rules apply elsewhere.

Where to raise a grievance

  • District level: District Collector or the District Social Welfare Officer.
  • State level: Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Triplicane, Chennai 600 005.
  • Phone: 044-24351885.

No fee is payable to any agent for a Tamil Nadu marriage assistance or higher education incentive claim. Application forms are free from the District Social Welfare Officer's office and from the state forms portal.

How to check your application status

The Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme-1 does not have a public online tracking portal, since it was an offline scheme run through the District Social Welfare Officer, and it is now closed to fresh marriage claims. Anyone with an older application still pending, or a family checking the successor Higher Education Assurance Scheme, has these options.

For an old marriage assistance application (Scheme-1 or Scheme-2):

  1. Visit or call the District Social Welfare Officer of the district where the application was filed. The application was logged there, not centrally, so this office holds the file and can confirm whether it was sanctioned, is still under scrutiny, or was rejected.
  2. Ask specifically for the sanction order number and disbursement date if the status shows "approved". Since payment is by Electronic Clearing Service, an approved case that has not reached the bank account usually means a bank detail mismatch rather than non-payment.
  3. If the district office cannot locate the file or gives no clear answer, escalate in writing to the Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Triplicane, Chennai 600 005, or call 044-24351885.
  4. Keep the acknowledgement receipt or application number issued at the time of filing. Without it, the office has to search manually by the bride's name and marriage date, which slows down any status check.

For the successor Higher Education Assurance Scheme (Pudhumai Penn):

  1. Status is tracked through the college or institution, not by the student directly, because the institution registers eligible students on the UMIS portal and receives the monthly credit list.
  2. Check with the institution's nodal officer or the college accounts section for confirmation that the student's name appears on the sanctioned list for a given month, before assuming a missed Rs 1,000 credit is an error.
  3. If the institution has no record of registering the student, that is usually the actual problem, not a portal delay, since a student who was never uploaded to UMIS cannot be paid.
  4. Unresolved cases can be raised with the District Social Welfare Officer, who coordinates the higher-education incentive at the district level.

There is no SMS-based status alert or public application-number lookup tool for either the closed marriage scheme or the successor scheme; both are checked through the office that processed the application.
