Government Working Women's Hostel
Tamil Nadu state government scheme
Government Working Women's Hostel is a Tamil Nadu scheme providing safe, low-cost accommodation to working women living away from their families. Around 28 hostels operate across districts, with six new hostels adding 1,131 beds and seven retrofitted hostels adding 458 beds. Women apply to the hostel or the District Social Welfare Officer.
What is the Government Working Women's Hostel scheme?
Government Working Women's Hostel is an accommodation scheme of the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. The scheme exists because a woman who takes a job in Chennai, Coimbatore, Hosur or Tiruchirappalli often has to live far from her family, and the private rental market in those cities is both expensive and, for a single woman, frequently unsafe.
The department's stated objective is to provide hostel facilities with secure and pleasant accommodation at affordable prices for women who come to cities for employment, and to supply safe and hygienic food at reasonable cost. Hostels are aimed at women from lower and middle income groups.
Tamil Nadu reports 28 Working Women Hostels in operation. Since 2019-20 the building and running of these hostels has been taken over by Tamil Nadu Working Women Hostels Corporation Limited, constituted under G.O. (M.S.) No. 22 of the Social Welfare and Nutritious Meal Programme Department dated 28 May 2019. The department-run hostels were formally handed over to the corporation during 2024-25.

The department publishes a district-wise address list. Hostels operate in:

Phase II added three hostels at Hosur in Krishnagiri, Thiruvannamalai and St Thomas Mount in Chengalpet at a project cost of Rs 35.87 crore with 432 beds, split as Hosur 166, Thiruvannamalai 130 and St Thomas Mount 136.
Retrofitted hostels. Seven existing hostels at Salem, Thanjavur, Perambalur, Vellore, Villupuram, Tirunelveli and Adyar in Chennai were retrofitted and upgraded at a cost of Rs 4.21 crore and have been functional since 13 July 2023, providing 458 beds, Chennai (Adyar) 98, Salem 64, Tirunelveli 60, Perambalur 60, Thanjavur 60, Villupuram 58 and Vellore 58. Who is eligible for a working women's hostel, and who cannot stay?
You can seek admission if:
- You are a working woman in employment or self-employment in the city where the hostel is located.
- You belong to a lower or middle income group, which is the group the scheme is designed for.
- Your family home is elsewhere, so that you genuinely need accommodation away from your family.
- You can produce employment proof and a photo identity document.
Women who are undergoing job training, and women who have moved to a city for an interview or a short professional assignment, are commonly accommodated where beds are free, at the discretion of the hostel warden.
You cannot stay if:
- You are not working. A woman with no employment or self-employment is not eligible under a scheme defined around working women.
- You are a man. The hostels admit women, including transgender women covered by Tamil Nadu's welfare framework, and men cannot apply.
- The hostel has no vacant bed. Admission is subject to availability, and the newer corporation-run hostels in Tambaram and Hosur fill quickly because of the industrial employment around them.
- You cannot produce employment proof at the time of admission.
How to apply for a Government Working Women's Hostel
- Identify the hostel closest to your workplace from the department's district-wise address list published at tnsocialwelfare.tn.gov.in.
- Contact the hostel directly and ask whether a bed is vacant, before you move city. This is the step that saves the most trouble, because admission is availability-based.
- Approach the District Social Welfare Officer of that district if the hostel asks you to route the request, or if you want to be placed on a waiting list.
- Submit the admission form with your employment proof, photo identity, passport photographs, permanent address proof and an emergency contact.
- Pay the notified accommodation and mess charges for the hostel. Charges are fixed hostel-wise and are collected against a receipt.
- Complete the hostel register entry and collect your identity card and the hostel rules, including in-time and visitor rules.
For the corporation-managed hostels, admission enquiries can also be made on the Tamil Nadu Working Women Hostels Corporation's contact number 9499988009.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Employment proof | Yes | Appointment order, employer certificate or salary slip |
| Photo identity proof | Yes | Aadhaar, voter ID or passport |
| Passport-size photographs | Yes | For the register and identity card |
| Permanent address proof | Yes | Shows the family home is elsewhere |
| Emergency contact details | Yes | Parent, guardian or local contact |
| Medical fitness certificate | No | Asked for by some hostels |
What the hostels provide
- Accommodation in shared rooms with secure entry, at charges well below the private rental market in the same city.
- Mess facility serving hygienic food at reasonable cost, charged separately.
- Basic furniture, water and power, with upgraded facilities in the seven retrofitted hostels and the six new corporation hostels.
- A warden and register system, which is the practical basis of the safety the scheme is built around.
Why admissions get refused, and what to do
- No vacancy. The commonest reason. Ask to be recorded on the waiting list and check with a second hostel in the same district where one exists, as in Chennai, Kancheepuram and Tiruchirappalli.
- Employment proof missing. A job offer letter or employer certificate resolves this; verbal confirmation is not accepted.
- Wrong district. Hostels serve women working in that district; an application from a woman employed elsewhere is set aside.
- Charges unpaid. Continued stay depends on paying the monthly accommodation and mess charges on time.
Which hostel to choose
Bed capacity, not the address alone, decides where a working woman is likely to get a place, so it is worth knowing where the state has recently added capacity.
| Hostel | District | Beds |
|---|---|---|
| Tambaram | Chengalpet | 473 |
| Hosur | Krishnagiri | 166 |
| St Thomas Mount | Chengalpet | 136 |
| Thiruvannamalai | Thiruvannamalai | 130 |
| Guduvanchery | Chengalpet | 120 |
| Trichy | Tiruchirappalli | 106 |
| Chennai (Adyar), retrofitted | Chennai | 98 |
| Salem, retrofitted | Salem | 64 |
| Tirunelveli, retrofitted | Tirunelveli | 60 |
| Perambalur, retrofitted | Perambalur | 60 |
| Thanjavur, retrofitted | Thanjavur | 60 |
| Villupuram, retrofitted | Villupuram | 58 |
| Vellore, retrofitted | Vellore | 58 |
Tambaram alone accounts for 473 of the 1,589 beds added by the corporation across the three streams, which makes it the largest single option for a woman working anywhere in the southern Chennai belt. Hosur, at 166 beds, is the obvious choice for women working in the Krishnagiri industrial cluster.
Other residential support the department runs for women
A woman who does not qualify for a working women's hostel because she is not currently employed should know what else the Social Welfare and Women Empowerment Department operates, since the district office handles all of it:
- Service homes and Swadhar homes for women in distress.
- One Stop Centres, listed district-wise by the department, for women facing violence.
- Integrated complexes run with NGOs, and old age homes supported by state grant.
- Registration of homes for women and children under the Tamil Nadu Hostels and Homes for Women and Children (Regulation) Act, which is also the law under which private women's hostels in the state are regulated.
- Service providers under the Domestic Violence Act, listed by the department.
Where to raise a grievance
- District level: District Collector or the District Social Welfare Officer.
- Corporation: Tamil Nadu Working Women Hostels Corporation Limited, mobile 9499988009.
- State level: Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Chennai 600 005, phone 044-24351885.
No brokerage or deposit is payable to any agent for a bed in a Government Working Women's Hostel. Charges are collected by the hostel against a receipt.
How to check your application status
Admission to a Government Working Women's Hostel is not processed through an online portal with a tracking number, so status has to be checked directly with the office that is holding the request.
- Call or visit the hostel first. Since admission is availability-based, the fastest way to know where a request stands is to ask the hostel warden directly whether a bed has opened up. Keep the date you first enquired and the name of the person you spoke to, since hostels do not issue a written acknowledgement for a waiting-list entry.
- Follow up with the District Social Welfare Officer if the request was routed through that office rather than the hostel. The DSWO's office maintains the waiting list for hostels in that district and can confirm your position on it.
- For the six new and seven retrofitted hostels run by Tamil Nadu Working Women Hostels Corporation Limited, call the corporation's contact number 9499988009 and quote the hostel name, your name and the date of your enquiry. Because these hostels (Tambaram, Hosur, Thiruvannamalai, Guduvanchery, St Thomas Mount, Trichy, and the seven retrofitted locations) fill quickly, checking in every few weeks is more reliable than waiting for the hostel to call back.
- Escalate to the Commissionerate of Social Welfare at 044-24351885 only if the hostel and the DSWO's office are unresponsive, since this is a state-level office and not the first point of contact for a routine vacancy check.
- Re-confirm before you travel. Because a "yes" on the phone is not the same as a confirmed bed, women moving from another district should get the hostel to confirm the bed is being held for them, ideally in writing or by SMS, before finalising travel or resigning a previous stay arrangement.
There is no SMS-based or app-based status tracker for this scheme; a phone call or an in-person visit to the hostel or the District Social Welfare Officer remains the only way to check where an admission request stands.
