Amma Two Wheeler Scheme for Working Women
Tamil Nadu state government scheme
Amma Two Wheeler Scheme for Working Women was a Tamil Nadu subsidy meeting 50 per cent of a scooter's cost, capped at Rs 25,000, for working women aged 18 to 40 earning up to Rs 2.5 lakh a year. The Social Welfare Department's 2025-26 charter does not list it, so no fresh applications are being invited.
What was the Amma Two Wheeler Scheme for Working Women?
Amma Two Wheeler Scheme for Working Women was a mobility subsidy announced by the Government of Tamil Nadu to help women who travel to a workplace buy a scooter of their own. The scheme was implemented through the Social Welfare and Women Empowerment Department and its district machinery, and the government's stated purpose was to reduce the time, cost and safety risk that working women faced on daily commutes, particularly women working in small towns and industrial belts where public transport timings do not match shift timings.
The design was a straightforward capital subsidy. Tamil Nadu met 50 per cent of the cost of the two-wheeler, subject to a ceiling of Rs 25,000. The beneficiary met the remaining half herself, either from her own savings or through a loan arranged with a bank or a cooperative institution. Vehicles supplied were battery-operated or petrol scooters suited to women riders.
The scheme is often referred to in Tamil simply as the "Amma scooter thittam", and it drew very heavy interest when applications were first invited, with far more applicants than the sanctioned number of vehicles in most districts.
Is the Amma Two Wheeler Scheme still open?
No fresh application window is currently announced. This is the most important thing for a reader to know before spending time on paperwork.
The Social Welfare and Women Empowerment Department's Citizen's Charter for 2025-26, which sets out every scheme the department implements along with its eligibility, documents, processing time and grievance route, does not include the Amma Two Wheeler Scheme. The department's current Women Welfare page similarly lists free bus travel for women, the marriage assistance schemes, the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme and the free sewing machine scheme, but not a two-wheeler subsidy.
Anyone approached by an agent offering to "register" them for an Amma scooter should treat that as a warning sign. Tamil Nadu welfare schemes never require a payment to a middleman, and there is no live registration portal for this scheme.
Who was eligible, and who is excluded?
Eligible when the scheme was open:
- Women resident in Tamil Nadu.
- Women in employment or self-employment who needed to travel to a workplace, including women in government service, private employment, self-help group enterprise and self-run trades.
- Women broadly in the 18 to 40 age band as notified in the application rounds.
- Women whose annual family income was within the ceiling fixed for the scheme, reported at the time as Rs 2.5 lakh.
- Women holding a valid two-wheeler driving licence.
Preference in selection was given to differently abled women, widows, destitute women, and women from the lowest income groups, since demand exceeded the number of vehicles sanctioned in each district.
You cannot apply if:
- You are applying now. There is no open application window, so a fresh applicant is not eligible at present.
- You are not in employment or self-employment. Homemakers who did not travel to a workplace were not eligible.
- You do not hold a driving licence for a two-wheeler.
- Another member of your family has already received the subsidy. The benefit was one vehicle per household.
- Your annual income is above the notified ceiling.
How to apply if the scheme reopens
- Watch for a district-level notification from the District Social Welfare Officer. Tamil Nadu invites applications for this kind of subsidy through district press notices and the collectorate website, not through a standing portal.
- Collect the prescribed application form free of cost from the District Social Welfare Officer or the Extension Officer (Social Welfare) in your block.
- Attach proof of employment, an income certificate from the Tahsildar, a copy of your two-wheeler driving licence, Aadhaar, residence proof and your bank passbook.
- Submit the completed form within the announced window and keep the dated acknowledgement.
- Wait for the district selection list. Because applications historically exceeded the sanctioned number of vehicles, selection was by a priority list rather than first-come-first-served.
- On selection, pay your 50 per cent share to the authorised dealer and complete the registration formalities. The government share is settled directly against the vehicle cost.

What Tamil Nadu offers working women now
A reader looking for state help with the cost and difficulty of commuting or with household income should look at the schemes that are currently funded:
- Free travel for women in government buses. Since 2021 all women, transgender persons and girls pursuing higher education travel free in ordinary-fare city buses operated by the Tamil Nadu State Transport Corporation. For a daily commuter this is the single largest saving currently available.
- Government Working Women's Hostels. Safe, subsidised accommodation for women who work away from their families, now run by the Tamil Nadu Working Women Hostels Corporation Limited across districts including Chennai, Coimbatore, Madurai, Salem, Tiruchirappalli, Thanjavur, Vellore, Villupuram, Perambalur and Tirunelveli.
- Sathiyavanimuthu Ammaiyar Ninaivu Free Supply of Sewing Machine Scheme, aimed at widows, deserted wives, women from economically weaker sections and differently abled persons who want a self-employment income.
- Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme, which pays Rs 1,000 a month to girls from government schools who join a regular higher-education course.
- Unemployed Youth Employment Generation Programme, where 50 per cent of the subsidy is reserved for women starting a trading business.
Where to check status and raise a grievance
- District level: District Collector or District Social Welfare Officer.
- State level: Commissioner of Social Welfare, Commissionerate of Social Welfare, Lady Willington College Campus, Kamarajar Salai, Triplicane, Chennai 600 005.
- Phone: 044-24351885.
- Department website: tnsocialwelfare.tn.gov.in, where the current list of implemented schemes is published.
If the Government of Tamil Nadu revives the two-wheeler subsidy, the notification will appear on the department website and in district press notices before any form is accepted. Until then, treat any website or agent claiming to accept Amma Two Wheeler applications as unofficial.
Common reasons for rejection
When the Amma Two Wheeler Scheme was accepting applications, district Social Welfare offices turned down a large share of forms because demand for the sanctioned vehicles far exceeded supply in every district. Most rejections traced back to a handful of specific gaps rather than a badly filled form. Knowing these helps if the scheme is ever revived and a fresh window opens.
No proof of current employment or self-employment. The scheme was for women who needed a vehicle to reach a workplace, so an application with no employer certificate, appointment order, or verifiable self-employment record was set aside even if every other document was in order. The fix is to carry a dated employer letter or, for self-employed applicants, registration or trade proof from the local body.
Income certificate missing, expired, or above the ceiling. The Tahsildar's income certificate had to show the household within the notified annual limit of Rs 2.5 lakh. A certificate older than the validity period the Tahsildar's office allows, or one showing income above the ceiling, led to automatic rejection at scrutiny. Renew the certificate close to the date of submission rather than reusing an old one.
No two-wheeler driving licence, or a licence not in the applicant's own name. The subsidy was tied to the woman who would actually ride the vehicle, so a licence belonging to a husband, father, or other family member did not satisfy the requirement, and an application without any licence was rejected outright.
A household member had already received the benefit. The scheme allowed one vehicle per household. Applications were rejected on verification if a family member, including under a different surname, had already been sanctioned a two-wheeler under the same scheme.
Applying outside the notified window or through the wrong office. Because there was never a standing online portal, forms submitted after the district's announced closing date, or lodged with an office other than the District Social Welfare Officer or the block Extension Officer (Social Welfare), were not taken up for scrutiny at all.
Missing bank passbook or unseeded Aadhaar. The government's 50 per cent share was settled against the vehicle cost through the beneficiary's bank account, so an application without a passbook copy, or with Aadhaar not linked to that account, stalled at the disbursal stage even after selection.
Applying today. Since the Social Welfare and Women Empowerment Department's 2025-26 Citizen's Charter does not list this scheme, any form submitted now, to any office or website, has nothing to be processed against and will not result in a sanction. This is not a documentation problem but a policy one: there is no active scheme to apply to until the government issues a fresh notification.
If the scheme is revived, correcting the first six issues before submission, and applying only through the District Social Welfare Officer within the announced window, is what separates an application that reaches the selection list from one that is rejected at the first scrutiny stage.
