What is an income certificate in Tamil Nadu?

An income certificate in Tamil Nadu is a Revenue Department document certifying the total annual income of a family. The Taluk office issues it, with the Tahsildar signing after the Village Administrative Officer (VAO) and the Revenue Inspector verify the family's circumstances at the village or ward level. Applications reach the Taluk office through e-Sevai, the citizen service platform run by the Tamil Nadu e-Governance Agency (TNeGA) at tnesevai.tn.gov.in, which lists 119 government services including certificates and licences.

Tamil Nadu certifies family income, not individual income. The Taluk office adds up the income of every earning member of the household as recorded on the family ration card, which is why the ration card is the anchor document in the application.

The certificate is used across the state for post-matric and first-graduate scholarships, fee concessions and freeships in Tamil Nadu colleges, hostel admission, EWS and reserved-quota claims, welfare board benefits, and every state scheme with an income ceiling. Central portals such as the National Scholarship Portal accept the Tamil Nadu certificate.

How does the e-Sevai route work?

TNeGA describes the e-Sevai flow in four steps: locate a centre, request the service you need, submit the application with the required documents and payment, and collect the certificate once it is approved. e-Sevai centres are government-authorised kiosks spread across every taluk, and the operator scans your documents, files the application and hands you a receipt with the application number.

You are not obliged to use a centre. A citizen can register on tnesevai.tn.gov.in directly and file the same application, uploading scans personally. The choice matters mainly for people without a scanner or a stable connection.

A practical caution: TNeGA notes on the portal that e-Sevai transactions have at times been disrupted for one bank's payment channel while other payment methods continued to work normally. If a payment fails at the counter, ask the operator to retry with a different payment mode rather than filing a second application.

Who can and who cannot apply for a Tamil Nadu income certificate?

You can apply if:

  • You are a resident of Tamil Nadu and hold a Tamil Nadu address proof.
  • You are the head of the family, or an adult member applying with the household income details recorded against the family ration card.
  • You are a student who needs income proof for a scholarship, a first-graduate claim, a freeship, an EWS certificate or a hostel seat.
  • Your family earns from farming, daily wages, a small business, pension or salary: all sources are combined, and having no taxable income is not a bar.

You cannot apply, or the application will not stand, if:

  • You do not reside in Tamil Nadu. The Tahsildar certifies households in his own taluk; apply in the state where you actually live.
  • You are declaring income for a household you are not part of, or for a self-selected subset of members. The unit is the family on the ration card.
  • You state an income that the VAO's report contradicts. Field verification is the step at which understated income is caught.

Which documents are required?

  1. Aadhaar card of the applicant.
  2. Family ration card (smart card), to establish the household members.
  3. Address proof; ration card, electricity bill, voter ID or rent agreement.
  4. Income proof for each earning member; salary certificate or Form 16 for salaried members, income tax return where one is filed.
  5. VAO income report where the family has no salary slip or return, covering farming, wage-labour and self-employed households.
  6. Self-declaration of the total annual family income for the financial year concerned.
  7. Passport-size photograph, scanned.
  8. A working mobile number, since e-Sevai sends the application number and status updates by SMS.

Carry the originals to the e-Sevai counter even where you have scans. Operators routinely check the original ration card against the scan before submitting.

How to apply for an income certificate in Tamil Nadu

  1. Assemble the documents listed above, including the VAO income report if your family has no salary or return proof.
  2. Choose your route. Either register on tnesevai.tn.gov.in with your mobile number and file the application yourself, or locate the nearest e-Sevai centre and go in person.
  3. Select the Revenue Department service. On e-Sevai, open the Revenue Department services list and choose Income Certificate.
  4. Fill in the application; applicant details, taluk and village or ward, every family member with their annual income, the total family income in rupees, and the purpose for which the certificate is needed.
  5. Upload or hand over the documents and pay the charge shown on the screen or on the counter receipt. Pay only the amount printed on the receipt.
  6. Keep the application number. It is on the acknowledgement or the SMS, and it is the only way to track the file or download the certificate.
  7. Attend the VAO verification. The VAO and Revenue Inspector may visit or call to confirm the family's income; be reachable during this stage.
  8. Collect or download the certificate once the Tahsildar approves. A digitally signed e-Sevai certificate can be downloaded and printed and does not need a further stamp.

How do I check the status of my application?

Track the application on tnesevai.tn.gov.in using the application number from your receipt or SMS. The status shows whether the file is pending with the VAO or Revenue Inspector for verification, pending with the Tahsildar for approval, returned for correction, or approved. An e-Sevai operator can check the same number at the counter if you carry the receipt.

If the status has not changed for an unusually long time, visit the Taluk office with the receipt and ask which officer holds the file. In practice a stalled application is almost always waiting on the VAO's field report.

Why do Tamil Nadu income certificate applications get rejected?

  • The declared income does not match the salary certificate, Form 16 or income tax return submitted.
  • No VAO income report where the family has no formal proof of income.
  • The family ration card is outdated and does not list the current members.
  • Name spellings differ between Aadhaar, the ration card and the application.
  • Scanned documents are unreadable or incomplete.
  • The applicant could not be reached during the VAO's verification.

Most of these are correction requests rather than final refusals — fix the exact defect and resubmit against the same application number.

What does it cost, and should I use an agent?

Pay only what e-Sevai charges, the amount displayed on the screen or printed on the counter receipt, and nothing more. e-Sevai centres are authorised government kiosks with notified service charges, and the receipt is your proof. Private brokers offering to "get the income certificate quickly" have no route around the VAO verification and the Tahsildar's approval, which is what determines the timeline. Always ask for a receipt at the counter, and report an overcharge to the Taluk office.

Where do I complain if something goes wrong?

For e-Sevai and portal problems, a failed payment, an application that will not submit, a certificate that will not download; TNeGA publishes the toll-free helpdesk number 18004256000 and the email tnesevaihelpdesk@tn.gov.in. TNeGA's office address is published as 807, 7th Floor, PT Lee Chengalvarayan Naicker Building, Anna Salai, Chennai 600 002.

For delay or refusal of the certificate itself, escalate within the Revenue Department: the Tahsildar at the Taluk office first, then the Revenue Divisional Officer (RDO), then the District Collector. Carry the application number and the payment receipt to every escalation; without the number the office cannot locate your file.
